Dear Secretary John Glass,

As the newly appointed Minister of Defence for the Kingdom of Spain, I have been instructed to make contact with your government to express our commitment to continuing the long standing United States and Spanish relationship based on shared democratic values, including the promotion of democracy and human rights. Our country is currently undergoing a massive armed forces restructure and are replacing old and aging products and replacing them with newer equipment which will allow our country to become a key country in the European region and allow us to protect our fellow European countries and other allies around the world. I would therefore like to enquire on whether you would be willing to sell the Lockheed P-3 Orion and the Boeing E-3 Sentry. We would also like to enquire into the availability of the Boeing C-17 Globemaster III which will be a beneficial aircraft within the Spanish Air Force due to the complex logistics of getting between the Canary Islands and the mainland. We would also like to inquire whether the United States will provide services and would assist the Spanish Armed Forces in producing local, homemade equipment. We currently do not have the means to produce this equipment at the moment but I am free to discuss this with you or another member of your department

The Kingdom of Spain agrees with the terms set out by your government and I am looking to procure seven Boeing C-17 Globemaster III with an agreement to purchase a further seven units alongside six Lockheed P-3 Orion and six Boeing E-3 Sentry models. Furthermore, we would be willing to produce the Juan Carlos I-class amphibious assault ship for $400,000,000. This would bring the total cost that we would require payment for to $2,645,000,000. Construction of the patrol vessels would be $1,787,520,000, which would bring the total to: $4,432,520,000. Unfortunately, we can only accept a lump sum payment for this purchase. I hope this email finds you well. It has been presented to my office that the Prime Minister has offered the use of Naval Station Rota for replenishment and supply operations to the United States Navy and United States Air Force, this is an amazing opportunity for our armed forces to work together alongside our governments for many years to come. We are currently awaiting the arrival and integration of the Meteoro-class offshore patrol vessel and the Juan Carlos I-class amphibious assault ship-aircraft carrier as the flagship of the Spanish Navy. The vessel has a flight deck of 202 metres with a ski-jump ramp allowing us to carry fixed-wing aircraft and rotorcraft. We have identified the Bell Boeing V-22 Osprey and Boeing CH-47 Chinook as perfect aircraft to integrate onto the new flagship assault ship-aircraft carrier.

We would like to acquire limited production licenses for each product listed above, we know that your government may be hesitant on supplying these equipment to the Spanish Armed Forces but rest assured that these will remain with the Spanish Armed Forces until they are retired in the future and they will be scrapped under United States supervision. We hope that with our country extending an invitation to use Spanish Armed Forces facilities within the Mediterranean region, you will help our country by supplying us with premium American equipment to project our forces who will be able to support our aims around the world but also to support our allies. We are also willing to pay a premium price should you be willing to sell this equipment to us.

The United States Navy and Coast Guard have recently created a new frigate/cutter, called the Celestial-class, for use by both services. It includes a 32-cell VLS as well as state-of-the-art radar and sonar. The Department of Defense and the Department of State have whitelisted a handful of countries for potential export of the frigate, and the Kingdom of Spain is one of them. This vessel is capable of a wide variety of missions as either an escort or an independent operator due to its armaments and its extended range. At this time, each frigate is going for $1.235-billion.

If your government is interested in procuring one or more, please feel free to contact me as soon as possible.​

Dear Deputy Secretary Stewart Hall,

It is always a pleasure to hear from our friends in the United States Government and we have been reviewing the portfolio surrounding the Celestial-class frigate and I must say that it is something that does impress me and my advisors within the Spanish Ministry of Defence. We currently are procuring equipment for branches of the Spanish Military and are liaising with the Ministry of Interior for the creation of a new agency called the 'Spanish Maritime Safety and Rescue Agency' which will be a new body in charge of maritime traffic control, safety and rescue operations and protection of maritime environment within the Mediterranean which we believe this unit to be of great use for.

We are also looking to procure a new fighter jet for two elite squadrons within the Spanish Air Force which will allow us to protect the skies around the Kingdom of Spain and we are looking at the Lockheed Martin F-22 Raptor to fill in the void of this aircraft as one of the previous Spanish Governments sold our share in the Eurofighter Typhoon programme which has set us back in our attempt to make these possibilities come true.

I have also been instructed by the Prime Minister to invite Esteban De Leon to La Castellana to meet with myself to discuss a proposal that he has been working on to continue the strong friendship between our governments including the work being done to open up our bases to United States military traffic for refueling and replenishment purposes.

Dear Deputy Secretary Stewart Hall,

It is unfortunate that the Department of Defense will not export the Lockheed Martin F-22 Raptor, is there no way that we could work out a deal that will only allow the United States of America and the Kingdom of Spain to exclusively operate the equipment such as paying a premium for the aircraft such as reactivating the Treaty of Madrid which was written by one of the previous Spanish governments and the United States of America.

Another theory that we would be willing to work out is if we allowed the United States of America to station assets at a permanent military infrastructure (such as a military air force base) in return for allowing us to operate the Lockheed Martin F-22 Raptor which will allow us to protect the Kingdom from any state-sponsored terrorist organisations or foreign governments that pose a risk to the Kingdom of Spain and the United States of America.

Of course, due to the extreme nature of the Lockheed Martin F-22 Raptor with the advanced technology belonging to your country, if the Lockheed Martin F-22 Raptor is allowed to be exported and we no longer require the use of it then we will either scrap these under United States supervision or will sell them back to the United States of America for a discounted price, similar to previous agreements made between our governments.
