Dear Secretary of State,
I write to you at a critical juncture, as Spain contends with a deeply concerning constitutional challenge within its territory. The situation in Catalonia, as you may be aware, has escalated in recent days due to an unlawful and violent uprising initiated by a separatist group declaring itself the unilateral representative of the Catalan people outside any legal or democratic process.
While Spain remains firmly committed to managing this crisis within the bounds of our Constitution and democratic institutions, it is with deep concern that we note the decision by the Kingdom of Poland and the Commonwealth of Australia to raise the issue at the Global Assembly, framing it as a matter of international concern. We consider this not only a troubling precedent but an unwarranted internationalization of a domestic constitutional matter.
Let me be clear, the Kingdom of Spain views the situation in Catalonia as an internal constitutional crisis, to be resolved exclusively through legal, democratic, and national mechanisms. Any external attempts to reframe this as a global security or human rights issue risk undermining the sovereignty of democratic states everywhere, including that of the United States. In light of this, we respectfully ask for the support of the United States on the following points.
- A public reaffirmation of support for Spain’s sovereignty, territorial integrity, and democratic institutions.
- Opposition to the escalation of internal constitutional issues to international forums such as the Global Assembly.
- Condemnation of unilateral and violent secessionist acts, in favor of lawful, peaceful, and constitutional discourse.
Spain and the United States are bound by shared values, constitutional democracy, rule of law, and national unity through legal order. Your government's support at this moment would not only be deeply appreciated by the Spanish people but would also reaffirm the global standard that internal democratic challenges must be handled with sovereignty and responsibility.
