The Bank of Canada, acting swiftly the moment the news of Sparrow's dissolution reached them, implemented new financial measures for both the national bank of Canada and for the government's funds. The bank issued a directive to block all bank transfers destined for Sparrow, its subsidiaries, anyone operating on its behalf, or any of its ex-employees. Any and all entities associated with the now defunct company would not receive funds from Canada or its government and the power given to Sparrow to automatically take out owned money was revoked.

Furthermore, in an effort to safeguard Canadian financial interests, the Bank of Canada announced that all outgoing fund transfers heading outside the country would now undergo rigorous double and triple-checks to add an extra layer of security to prevent capital flight and to ensure that Sparrow's debts would not be shouldered by Canada.

The Kingdom of Canada was not paying the 13,000,000,000.00$.

After a careful read, the Portuguese Department of Finance would read through its records and find the indicated loan. It was legally binding for the Portuguese Republic to repay its loan, even if it was taken a long time ago. The Bank of Portugal would allow for the exact sum of $3,791,666,666.67 to be taken by Sparrow Industries. This was done through the correct channels of communication with Sparrow Industries.
Internally this was decided, as not paying this loan, the international image of Portugal financial credibility could easily be tarnished and future investment could be blocked. This would only show the financial stability and credibility of Portugal, creating more opportunities for investment by other nations, and other companies. Alongside with maintaining an image of economic strength for its own internal companies, ever more competitive in the international stage.

Director Newman,

I have received your message regarding your intent to collect on a debt you allege is held by the State of Israel. Through this message I wish to inform you that the State of Israel does not recognize this debt and has never requested nor received a loan from Sparrow Industries. As such any terms and conditions that may have been agreed to by other entities do not apply to the State of Israel.

As we never agreed to these terms, or in fact requested a loan, we will not be paying the alleged debt and explicitly deny you access to any accounts the State of Israel or related legal entities may hold.

Combined with the message the Ministry of Finance would specifically double and triple check that Sparrow Industries could not access any accounts under their control. Furthermore, specific controls were imposed on any transaction going from Israel to any country Sparrow Industries operated in to screen them for any indication that the funds may be headed for Sparrow in which case the transaction would be blocked. Sparrow Industries, its subsidiaries, and any employee or agent acting on its behalf would be barred access to Israeli bank accounts. The Legal Office of the Ministry of Finance would be asked to prepare any documentation needed to defend Israel's position that it is not responsible for the debt should Sparrow pursue legal action. By the end of these measures regardless of any terms and conditions, Sparrow would not be able to access Israel's treasury or any other reserves.
