The Kings Council, or in Portuguese, "O Conselho do Rei," is a meeting between all officials of the nation. Normally headed by the King alongside the Prime Minister, Speaker of the Assembly, President of the Constitutional Court, Ombudsman, Duke of the Azores, Duke of Madeira, five civil servants appointed by the King, and finally five civil servants appointed by the Assembly,
However, today, the King would be absent, and the matter of a kingdom without a King would need to be discussed.
The Prime Minister would first speak; it would be a closed-doors meeting; not even the press would be allowed inside during the discussions.
"Gentlemen, this meeting is normally headed by his majesty the King; however, as we all know, he is no longer with us. The kingdom cannot go on without a king or the royal family. The King has no heirs, and all the past pretenders to the throne either died from old age or revoked the title when King Duarte came into power. We are all heavy in heart, but we have a duty to our people and the nation. We, gentlemen, are leaderless.
A kingdom without a king cannot prosper, and the nation comes first. His passing left us with only one choice. To become a republic."
Some of the members would gasp, some visibly angered.
The speaker would interrupt the PM. "The King is still warm in the ground along with his family, and you want to spoil his memory?"
The PM would immediately respond. "It was me that always talked with him in our weekly meeting, and on every occasion something personal rose, and his answer to me was always. THE NATION FIRST. I'm honoring his memory by keeping the country stable with a state leader and a clear path forward. Or do you prefer us to be in limbo for eternity without a king or a queen? Or perhaps you wish to borrow a king from Spain? France? No, gentlemen, the clear path forward is this, and we are clearing within the legal bounds of the constitution, as Mr. Pereira, Professor at the University of Coimbra, can tell us."
He would point towards an old man with a big, grey, bushy beard.
"According to the Constitution, gentlemen, which was written upon our becoming a monarchy, there is a provision that states: In the eventuality of a heirless throne or in the incapacity of the pretender to rule or in the eventuality of actions that corrupt and vilify the name of the Throne, the Prime Minister and the Kings Council, can revert the official state governance method into a Presidencial Republic, which means that we are forced by this constitution to, not revert into a semi-presidential parliament republic as the Third Republic was, but into a Presidential Republic, effectively the Fourth Republic of Portugal or if you wish the Portuguese Republic with a the President heading the Executive Branch, the Supreme Court of Justice heading the Judicial Branch and the Assembly the Legislative Branch, and it doesn't need approval of the People due to it being a urgent and needed change."
The Duke of Azores would intercede. "So it is settled then, but what about the positions held by our Lords? Do we simply be removed?"
The PM would answer, "No, all government official positions would be maintained for the transition period of 2 years; after that, an election would happen to elect local officials and the president."So, can this council agree on this change? We have no other option; otherwise, we cannot pass laws, budgets, convene for war or peace, or interlude on political affairs without a head of state."
Every one would look around, half worried and half sad. A vote would be called, and 13 would vote yes for the transition, making it the majority of the council. Preparations would begin immediately, still behind closed doors, but soon the Prime Minister, turned President, would have to give a press call later to show stability and security as soon as possible. As such, he would call a press conference tomorrow.
