With message not being encrypted it is picked up by the Brazilian Cyber Defence Agency. Agent Hernandez, in charge of monitoring the Middle East picks up another unencrypted Israeli message. He contacts his Commander, who only goes by a pseudonym, "Martin".

"Commander Martin," an exasperated Hernandez says, "We have another one."

Commander Martin examines the transcript.

"Hmm, let's see,"Strong ties in the Past. Check. Let's continue with strong ties. Check.

Pretty much the same thing our Foreign Minister said to theirs, and I know because I handle the Ministers encryptions myself."

"I heard their response was quite crude, sir."

"Yes, totally unbecoming, like in a teenager in a testosterone raged drunken stupor. Hmm, Barbarians and hypocrites, to boot. What a government."

Commander Martin grabs at his stomach and has to control himself from laughing in public out loud at the Israeli's stupidity.

"Good work, Agent Hernandez. I do not suspect you will have such a high volume of intercepts in the future. The next government couldn't possibly as obtuse as the current one."

"Obtuse, sir?"

"Google, it Agent."

The two share a laugh and then go back to their work stations.

With the Brazilian Operations not being encrypted or private, the Israeli Government would notice someone hacking into the system and the emails and would be notified it the Brazilians. All this would be noted down and used as evidence.

With the Brazilians now aware that the Israelis are aware that they are listening, the Brazilian listening operation would cease. However, they are now fully aware of Israel's communication techniques, or lack thereof, and the Israeli's lack of communication security could also enable the Brazilian's to penetrate their entire system. With a determined attack, the Brazilian's could pull it off and will contemplate using this against the Israeli's in the future.
