Dear Tang Jiaxuan,

I write to you on behalf of the Russian Federation, my role is to act as a liaison between their chosen legal representative, Strömberg International Legal Consultants, and their own internal framework. We act in the interests of the Russian Federation in matters subject to the conditions of law both criminal and civil.

It has been brought to my attention that there is some longstanding dispute over the Bolshoy Ussuriysky Island or Heixiazi Island as you may better know it - this land sits at a mere 350km² however previous agreements has been met with controversy on both sides of the border. The difficulty in settling this dispute surrounds the competing interests between Russia and China. To settle the boundary the Russian Federation would like the People's Republic of China to relinquish all current intent to claim the territory as your own and instead internationally recognise the Russian island as 'Bolshoy Ussuiysky Island' (as opposed to the current Heixiazi Island) and treat it as you would mainland Russia.

As I am sure you're aware this territory is littered with legal loopholes and current written agreements may not be recognised by international courts namely the International Court of Justice and as such I invite you, or a representative of your choosing, to attend the Strömberg District Office in The Netherlands (neutral territory to both parties), where we will conduct formal proceedings to negotiate. Present at the meeting will be representatives from the Russian Federation and Strömberg International Legal Consultants. This is an opportunity to peacefully resolve ongoing territorial disputes of international recognition, we hope that the People's Republic of China would opt to sit face-to-face and discuss this as adults rather than resort to the current state of bickering and uncertainty.

Dearest Ms. Månsson,

I must say that my government and I are very much disappointed in receiving this e-mail on behalf of the Russian government.

What you are relating to is the Complementary Agreement between the People's Republic of China and the Russian Federation of 1994. This Agreement, which was signed by both of our nations in December of last year voluntarily, was brought into force on December 31st of 1994 and the islands were divided. I will also add that these islands were divided so that both nations gain the same amount of territory and that no other disputes within the Outer Manchuria territories occurs. Lastly, the Agreement was signed to assure that no more territorial disputes between Russia and the People's Republic of China as a whole would arise.

As quoted from Article 4: "Contracting Parties agreed, that the line of the Russian-Chinese state border is demarcated on the ground, delimits also in vertical directions of the air, space and the bowels of the Earth." Furthermore, quoted from Article 5: "Any natural changes that may occur on the terrain in the border strip does not entail changes in the position of the line demarcated on the terrain of the Russian-Chinese state border in the areas referred to in Article 1 of this Supplemental Agreement, as well as in the affiliation islands, unless the Contracting Parties agree otherwise." Lastly, quoted from Article 7: "This Supplemental Agreement is subject to ratification and will enter into force on the day of the exchange of instruments of ratification." And; "This Agreement is subject to ratification and will enter into force on the day of the exchange of instruments of ratification. Exchanging of instruments of ratification will be produced as soon as possible in Moscow."

As the islands have been divided, this Agreement is legally ratified and therefore valid and legal within both the Russian Federation and the People's Republic of China.

Until now this Agreement, despite the unpopularity of it among the Taiwanese and the Cossacks, was considered a success between the Russian Federation and the Republic of China. The border between our two states had finally been definitively declared, and economic cooperation in the region had promised to increase. I would like to thank you for letting us know that the Russian Federation is unwilling to uphold their end of an Agreement that is not even a year old, we will keep this in mind in our future diplomatic discussions between our nations. As my last point, as this Agreement was also made to assure that the People's Republic of China dropped their claims on Outer Manchuria, we will revive our claims for all of Outer Manchuria as a whole if this Agreement is terminated.

I will attend this meeting in the hopes of assuring that this Agreement remains intact. However, I will make this very clear: we have no interest in relinquishing these islands and destroying the Agreement which assures peace in the region because the PRC has no want to return to the levels of previous bickering between Russia and China. Before the meeting takes form, please let your client know that if they fail to uphold their end of the Agreement, we will restore our claims on Outer Manchuria, Tannu Tuva, and what is now known as the Altai Republic.

We do not wish to "terminate" this agreement as it has been put. Rather, we would like to renegotiate and are thus willing to sit down and discuss this. The territory in question offers a good buffer zone to one of our cities, and while uninhabited we would like to aquire it under agreement to ensure security. Now, we are willing to approach this from a number of angles that I believe we can both find agreeable. We are willing to pay for it as compensation for a drop in claims. However, I will ask what China would want in return for a renegotiation.

Again, we do not want to terminate, but rather open it for discussion. In the meantime, the 1994 agreement can stand as is to keep status quo until it is decided upon. I believe that there is a number of beneficial ways this can go.

We are interested in maintaining peaceful relations with China.
