China-Vietnamese Cooperation Meeting

Summit of Nanning, China








Security and Background


In order to build a relationship to last between China and Vietnam, both leaders decided that it was time to meet and discuss this friendship in Nanning, to be held in the Guangxi Centre of New Media. Around a thousand armed police officers, with a complement of police vehicles would be the security measure for this meeting. Not only that but the Nanning Garrison from the Southern Theater Command would be on alert, with around 500 Soldiers fully armed with their CS/LR17 and QSZ-92 handgun, alongside with vests and helmets would be patrolling the area around that building, either on foot or using some of the 10 x ZSL-92, 13 x CSK-131 or 13 x CSK-181 avaible to them, which were also armed.​

Meeting Point
With the meeting point already decided, from the same garrison, 50 Soldiers armed in the same way as before, would drive to the China-Vietnam Friendship International Paradise on 5 x FAW MV3 carrying 10 each, alongside that, they would also bring with them two unloaded FAW MV3 , encase it was required to carry adiotional Vietnamese personnel. They would serve as escort for the Vietnamese delegation. Upon arriving at their destination they would wait for the hand over to happen between the Vietnamese Troops and the Chinese Troops​

At the Mong Cai international border gate located at the Vietnamese side of the border, the Móng Cái Garrison had been making preparations all morning. In freshly pressed and cleaned dress uniforms the Garrison took to the streets doing last minute rehearsals the entire morning. Four squads would take part in the handoff ceremony so to say, and these were large squads indeed consisting of twenty-four men each. Twenty four on each side of the street in marching columns and two on each side of the building. In their holsters were K14-VN pistols with thirteen rounds loaded plus one in the chamber. Each of them was also armed with a Galil Ace assault rifle with one thirty round magazine. On the bridge side of the gate, the two squads would march from the gate to the border at the bridge before turning around and doing so again. Meanwhile, the two on the other side would march down the road to the rotary then back again. Traffic was cleared for the duration of the ceremony.

President Pham Xuan Do, Prime Minister Hoàng Xuân Cao, Minister of Defence Ngô Xuân Lịch, and General Secretary Nguyễn Phú Trọng would be escorted into a waiting convoy of two Isuzu Bighorns taking the trailing vehicle. The vehicles were driven by Dac Cong who was in full dress uniform with a K14-VN pistol holstered. The lead vehicle had in it an additional four Dac Cong also in dress uniform with the same armament present. The vehicles had been taken out of storage, briefly checked over, repaired if necessary, fueled up, and then taken to the front of the Foreign Affairs building for the pick of the four passengers. At the same time, News Crews from Vietnam TV were present to broadcast the four passengers enter the vehicle and also for when they would cross the bridge.

The two vehicles would drive out of the Ba Đình District and exit onto AH14 where they would drive before taking the Ql37 exit and then switch to Ql38B before getting on QL5B and then exit onto QL18 which they would follow all the way to the Border Gate. However once at the rotary, the vehicle would slow down to a marching pace for the ceremony which the cameras set up would catch. The two squads in marching formation would march on either side of the vehicle all the way up to the border gate. Which is where they would open the gate in the ceremony. Those two squads would stop there and stand at attention as the next two at the other side would resume where they left off. Marching on either side of the vehicles but allowing for the lead vehicle to pull off to the side. Leaving only the vehicle with the VIPs in them as the vehicle continued at a marching pace all the way to the bridge. They would continue until the border midway at the bridge where they would then hand off protection of the VIPs to their Chinese Troops at the other side. Cameras would make sure to capture the moment and when the time was ready the vehicle would continue forward into China under escort of the Chinese.

Upon seeing the Vietnamese, the two batches of Soldiers would also leave their Trucks and in column would march towards the mid section of the Bridge, splitting the column and positioning themselves on the right and left of the bridge on the Chinese side, leaving one in front top serve as a pinpoint for the VIP vehicle to stop.

Upon the VIP vehicle entering the Chinese side, the soldiers would salute consecutively as the Vietnamese VIPs drove across them. The VIPs would stop near the single soldier, where he would also salute. The Trucks would then perform a manuever where 3 trucks would be in the front of the VIPs and 2 of the Trucks would be behind it, these would be the ones where the soldiers had left. Then Both side would reunite in column form and would enter both trucks in a strict and disciplined way. The Last soldier of the column to enter the Rear Truck, would then march towards the midway section of the bridge, look towards his Vietnamese comrades, and salute for 10 Seconds, and then turning around marching towards his place on the truck. With this the convoy would set off towards the meeting point, following the quickest route, where the traffic was completely removed or guided towards other roads. The convoy would make one stop where everyone could relieve themselves given it was 2h and 30m of expected road time. Upon reaching the Guangxi Centre of New Media, the President,Premier and the First Secretary of the Party Secretariat would be waiting outside with only Chinese Media, a red carpet, waiting for the Vietnamese to leave their vehicles and greet them.

Isuzu Bighorn carrying President Pham Xuan Do, Prime Minister Hoàng Xuân Cao, Minister of Defence Ngô Xuân Lịch, and General Secretary Nguyễn Phú Trọng would come to a stop at the red carpet and park there. One by one each of the four VIPs would depart the vehicle. Upon being greeted by their hosts they would greet them respectfully in return the Chinese media able to capture the moment. One at a time they would shake hands and give a slight bow in a friendly manner."Thank you for the gracious welcome. We greatly appreciate it." the President would say. The four of them had made sure to make use of the rest stops on the way and made sure that they were presentable once out of their vehicles. Party badges proudly displayed as pins on their suits.

"It is a honor to welcome such esteemed guests, also I love your pins!" He would say with a smile while also pointing towards his. "Please, please come inside, we have much to discuss" After they had gone to the rest rooms, they would be lead to a big conference room, with Chinese and Vietnamese flags, full of aides and servants, along side various diplomatic personnel. In the Center of the room there would be a table with microphones and translation guides if they needed to be used. Both Delegations would sit in front of one another. Where the President would start to speak once everyone was seated.

The Chinese media and the only media present would wait for the Vietnamese President to talk, after he did, they would shutdown their cameras and any other electronic device and resort to pen and paper to write and describe what was going to happen in the room, these papers would then be reviewed after the meeting by the Ministry of State Security of China for vetting.

The room would erupt with appaulse at the Presidents speeches, specially the Vietnamese one, it was true that this relationship would be a brotherly one.

After the applause, President Xi would begging to talk directly towards the Vietnamese President.

"So let us start by presenting various points which this Summit is about, the various points in order being, Trade Relations, Political Relations, Defence Relations, Regional Cooperation and finally a International Look on our Relationship.

As such we will start speaking about Trade Relations, Vietnam and China are brother nations, as such trade needs to be a pillar of our relation, given we share a border there will be no need to engage in sea trade, unless necessary. As such, both our Economies would benefit greatly with a bilateral land trade, where all of our exports would be exported freely without tariffs, like a commercial zone, what do you think about this?"

Within this private room the President would speak

"I believe that you are most certainly correct with your assumption in regards to a bilateral land trade. It would be of great benefit to both of our nations and without a doubt encourage great prosperity. I believe that we can fully support the creation of such a trade zone. In order to support this I believe that work should be put into updating and maintenance current rail connections between China and Vietnam. This would certainly ease land trade between our countries on top of truck based trade."
