Dear Felix Frost,

Whilst I wish I was contacting you under better circumstances the details of the incident occurring at Kapital Tower in Oslo this evening have come as quite a shock, I am devastated to hear about the presumed loss of life and what is nothing short of carnage in the capital of your beautiful country. I wanted to make sure I made it clear that you have Sweden's undivided support through any disaster relief operation ongoing in Oslo and if we can supply any support whatsoever please do not hesitate to ask.

Equally I think it's fundamentally important for me to ask if you have any intelligence scope thus far? I hate to say the words but is there anything to suggest that this may have any identifying marks of terrorism?

Naturally we are going to mobilise the Swedish Security Service to the Norwegian Embassy as a matter of course but as I said if there's anything more I can arrange, you know where we are. Nordic brothers.

Prime Minister,

I apologize for the delayed response. I was next to the tower at the time of the collapse. I am about to give a statement to the press where I will announce that the government has evidence that the collapse was intentional. Military personnel and Kripos have found unexploded ordinance and damaged steel beams in the rubble. No one has claimed responsibility for this, and we are having trouble finding anyone who would have a motive to destroy the third tallest building in Norway. Regardless, I can confirm that this was not an accident. I regret to inform you that it is highly likely that there were Swedish, Danish, British, and probably American civilians inside the building at the time of the collapse. I have no idea how many, or who. I will do my best to keep you updated.

The Minister of Defense has recommended to me that I raise Norway's Defense Status, which I am going to do. As such a close partner, I hope that Sweden will not interpret this as any kind of act of aggression. This will include the presence of armed guards at ports of entry into Norway, including the border with Sweden. We are taking this precaution because we have reason to believe the individual(s) involved are still in Norway, and may try fleeing the country. If we have any information, and if they do indeed make it into Sweden, someone from the Foreign Ministry, or Kripos, will inform your government as quickly as possible.
Please have the Swedish people keep us in their prayers. Thank you for your condolences and support.

I can understand that the situation within Oslo is ever developing and incidents of this kind are often a complex, challenging logistical challenge that naturally cause unbelievable pressure on not only your services but also your government... your office to say the least is undoubtedly in one of the most fundemental positions your administration will ever experience.

I am very happy to hear you were able to mobilise first responders and the military in such quick succession in order to preserve as much life, limb and property as you could. The details you're disclosing are extremely disturbing and almost certainly draw my attention to, I hate to say it, terror. If this act was intentional the offenders were targeting mass loss of life and global disaster which, from following news coverage, this is certainly becoming. We were curious for information regarding confirmed fatalities, we are doing our best locally to discover if there were any known Swedish nationals we could immediately identify as having been present, the Swedish Civil Contingencies Agency have been made aware of the situation and will be able to provide a link between Swedish government and your local agencies responsible for disaster relief and emergency management.

Honestly please do not spend any further time concerned about Norwegian and Swedish relations, I understand that any action you need to take across our border is essential to your national security and we will do everything we can to support this. In order to better facilitate those responsible for these acts I am happy to permit your military and police services jurisdiction within a five mile radius of the Swedish border for law enforcement activities exclusively - purely with the view to ensure the apprehension of those of interest. Any further intelligence regarding this ever-growing situation, whether you need premises searches or nominal data - you know where I am and I will make it happen.

Prime Minister,

The Prime Minister asked me to inform you of some confirmed Swedish casualties, as well as survivors. I regret to inform you that the government is aware of at least five dead Swedes found in the rubble so far. I do not yet have their identities, be we are working on getting this information. This message may seem premature, but I do have some good news to give you. Two Swedish tourists were pulled from the rubble. Hans Lennartsson and Vilma Lennartsson are both in their late twenties - their dog was also found with them, who I am told is in good spirits. They were found by our special forces some time between midnight and one this morning. They were among a pocket of around twenty or thirty survivors.

About an hour ago they left the triage center and are now being treated at Aker Hospital in Oslo. Mister Lennartsson has a concussion and Mrs. Lennartsson is being treated for dehydration. Beyond that and minor cuts and bruises, I am told that they are fine. I'll do my best to keep you updated on the status of any Swedes found.
