[1] PREAMBLE
[1a] BACKGROUND
The year of 1995 has given strength to a huge number of nations which would ordinarily fade into the mist of superpower politics or dissolve as a result of civil unrest, government collapse and war. Naturally growth and greed floods the minds of these governments into wanting more than they already have. Land and territory is a primary target, especially uninhabited, uncontrolled lands which nations can exploit. The Kingdom of Sweden has an clear invested territorial claim within the Antarctica which appears to have come under some interest as a result the decision has been made by the Swedish Department of Justice to enforce the territory in and around their antarctic claim.
[1b] OPERATIONAL OBJECTIVES
1. Strategic positioning of the Swedish Coast Guard within Swedish Antarctic Territory coastal and local waters.
2. Preventative enforcement action - serving as a clear deterrent.
3. Note and control shipping and law enforcement within the Swedish Antarctic Territory area.

I ... read and authorise the attached Operational Directive as put forward by the Swedish Coast Guard under the Department of Justice, by ratifying this document I confirm that this branch has the means, capacity and capability to physically enact international-level operations and the relevant risk assessments have been conducted.
