Mr. Jixuan, it seem as though the situation in Hanoi has been allowed to tacitly rear its ugly head at your country's diplomatic officials on the grounds that armed forces of Vietnam do not wish to intervene in disputes of a civic orientation. For our part, Syria would like to express its deepest sympathies with respect to China's plight. My President and Minister of Defense have graciously provided me with the authorization to allow Chinese nationals to use our facilities until order can be restored, furthermore a detachment of infantry is on standbye as needed to secure the gaps in your embassy's security paramiter. We trust that these shall prove useful in the event of continued unrest.

Minister Tang is currently busy in a meeting, but as the Party Secretary of Foreign Affairs, I will have the authority to discuss this subject with you.

With that said, I would like to thank you for taking China's side in this matter, it is quite the delicate situation which any wrong move could result in many deaths and even more injuries. This is why I must kindly decline your offer of military/armed support, although we do appreciate it greatly. I believe that this situation would benefit much more from diplomatic support, which I believe your government has already done?

But while we are discussing armed support, how is the situation with Syria's Armed Forces? China would be more than happy to supply your armed forces at a discount compared to the prices listed on our storefront. Furthermore, I believe that our nations' had a trade agreement on stand-by, is Syria still interested in this?

Very well, Mr. Dawei. My government has provided me with instructions to contact your country's foreign minister however due to his current absence this shall have to do for now.

Your country is most welcome to have our support be it diplomatic or otherwise, its honestly the least we can do after years of continous support from Russia, The East Bloc states, and now China. It is however, understandable that you would express your reservations about the reception of our military reinforcements in Hanoi. The last thing we need is a full blown war with Vietnam especially at a time like this. At the moment, the Syrian embassy in Hanoi is at the disposal of Chinese nationals as needed.

The Armed Forces of Syria have largely been neglected with most of our available personnel being conscripts on rotation usually as border guards. Most of our serviceable arms are largely cold war assets, particularly Klashinikov rifles. At this point in time, we could definitely benefit from a shipment of military hardware. Yes, last time I check President Al-Assad did express a great deal of interest in the possibility of signing a trade agreement with China.

On a final note, my government would like to request the services of China's State Security to help train our operatives in the art of dealing with internal threats here at home. If this could be provided, that would be most appreciated.

Currently the Ministry of State Security is undergoing re-construction and re-employment and cannot train any foreign personnel, however, I will make sure to let them know that your nation is interested in them training your security personnel for once they officially enter operational service. I will also be contacting the Minster of Finance to write up a trade agreement between China and Syria.
