Dear Secretary Zhi

We would like to thank you for contacting us.
The topic of recognising an independent Taiwanese state is that of controversy, which I'm sure you're aware. Currently Japan does not recognise the Republic of China, and has no plans to do so, as we wish not to create hostility with the People's Republic of China.
Saying this, we acknowledge that Taiwan is not part of the PRC, hence us being willing to communicate with you directly.

Sincerely,

Junichiro Koizumi
Ministry of Foreign Affairs
Stae of Japan
