XI. IntroductionX

1.1 Background

The Republic of Thailand, a dominant force in Asia and a global superpower, has been closely monitoring the unfolding humanitarian crisis in Japan. The New Year's Massacre, a devastating chemical attack that has resulted in tens of thousands of deaths and hundreds of thousands of injuries, has shaken the international community to its core. Given the scale and complexity of the crisis, as well as Thailand's standing as a leader in Asia, our nation is compelled to act. We are mobilizing the Humanitarian Aid Force to Japan (HAFJ) to provide immediate relief and long-term support in these trying times.

1.2 Objective

The primary objective of the HAFJ operation is to provide immediate medical assistance, logistical support, and security stabilization to the affected regions in Japan. This will include the deployment of medical units, emergency supplies, and specialized teams trained in chemical warfare response.

XII. Command and ControlX

2.1 Guidance

This operation is conducted under the guidance of the Defense Minister, Gen. Chavalit Yongchaiyudh, and approval from Prime Minister Thaksin Shinawatra.

2.2 Commanding Authority

This operationis conducted under the command of the Thai Armed Forces Headquarter and the Parliament of Thailand.

XIV. ExecutionX

4.1 Initial Deployment

All personnel will be reported to the Sattahip Naval Base immediately after the approval of the operation. All Marine Corps personnel and equipment will board the Endurance-class of the ACSSS with all necessary supplies for the entire course of their deployment. The Royal Thai Navy’s 1st Frigate Squadron (FS1) will escort the Endurance-class with the logistic support from the Logistic Support Squadron (LSS) of the Auxiliary Fleet. They will travel to Port of Tokyo with all necessary equipment and supplies for the entire course of their operation. OK > OJ > OK > PL > PM (32 Hours OOC)

4.2 Communication

Effective communication among all the units must be maintained. Any unidentified or suspicious activity must be reported to the command center immediately.

4.3 Rules of Engagement

Engagement will be in accordance with the established Rule of Engagement (ROE) with the application of Increased Vigilance (IVG) and international laws. The use of force must be proportionate, and only used in self-defense or to deter identified threats after all non-lethal methods have been exhausted.

4.4 Support

Logistic support, including fuel, supplies, and maintenance, will be provided by the respective naval bases.

XV. CoordinationX

5.1 Inter-agency

Liaise with maritime agencies such as the Navy, Coast Guard, and Air Force to ensure maximum coverage and sharing of intelligence.

5.2 International

In case any foreign vessels or units are involved, contact must be established with the respective embassies or consulates and the situation must be reported to the Ministry of Foreign Affairs.

XVI. ConclusionX

The Defense Ministry has formulated the Humanitarian mission operation to Japan under the Parliament Order presented by the Prime Minister, Thaksin Shinawatra, with the guidance of Defense Minister, Gen. Chavalit Yongchaiyudh. Through the involvement of HAFJ, the Thai Government expected to support and provide refugee to the affected civilian as well as minimize the collateral damage from human life and terrorism.

Continuous assessment of the operation, including strategic deployment, will be done to adjust the deployment strategy, as necessary. Inter-agency coordination and cooperation with the international players, specifically Japan, will be a key component for the success of this operation.

Just as the air grew thick with unspoken tension, a voice of solemnity pierced the atmosphere via the base's loudspeaker system, its tonal quality steeped in a gravity that demanded attention. "Attention all personnel, this is Admiral Suthorn. HAFJ is now commencing. I repeat, HAFJ is now commencing."

As the utterance rippled through the ether, a ceremonial flag—emblazoned with the insignia of the Thai Volunteer Corps and contoured in the shape of the Japanese archipelago—ascended the main mast. Its rise appeared to suspend time itself, each incremental elevation amplifying the monumental significance of the mission that lay ahead.

"Admiral, the fleet is now steering. What is your next order?" A man adorned with the captain's insignia on the epaulet of his pristine white uniform stood in a posture of unwavering attention. His demeanor was a blend of composure and assertiveness as he awaited his superior's directive, the contrasting hues of his sailor cap casting a subtle shadow over his visage.

"Relay to the fleet to move into a defensive formation. Ensure that all communication and weapon systems are checked. After that, meet me in the briefing room. Tell all the liaison officers to relay this meeting to others in the fleet." Following a salute that was both swift and resolute, accompanied by a "Roger that, sir!" the man made a brisk exit. Meanwhile, the admiral rose from his seat with measured grace and proceeded to depart.

As naval officers filed into the chamber, accompanied by a digital mosaic of fleet commanders projected onto the screens, they coalesced into a living tableau of orchestrated precision. When a man ascended to the podium, every gaze in the room—and across the virtual expanse—converged on him, laying their collective attention at his feet like an unspoken offering.

“Thank you for your attention.” The man declared, offering his solemn gratitude to his fellow sailors. “Our final briefing shall start now.” As he finished, the holographic devices visualized interactable 3D map of their current position screens around the room flickered into each data.

“We are serving under the operation of Humanitarian Aid Force to Japan or HAFJ. The recent upsurge in their domestic terrorism activity has led into the tragedy of the New York Massacre. The incident has claimed over 20,000 lives and injured at least 200,000 people, based on their official estimation which is the only source available.” As he swiped his tablet, the screens changed.

“With over ten thousand most prominent personnel on our side in this operation, our objective will be providing Japan all kind of humanitarian aids and the security operation against terrorism.” He paused.

“While we do not know the actual size of the yakuza in Japan, the Army has supplemented us with 600 Special Force in counterterrorism. While the top priority of our operation is to ensure the safety and well-being of the Japanese citizens and suffered, we are expected to engage in at least a fight with them.”

The Humanitarian Aid Forces to Japan (HAFJ), escorted by the Royal Thai Navy's 1st Frigate Squadron (FS1), have now reached the Port of Tokyo. The Endurance-class landing platform docks, originating from Sattahip Naval Base, have successfully navigated through the route OK > OJ > OK > PL > PM, avoiding any territorial waters that could compromise the mission.

The operation is under the vigilant eyes of the Defense Minister, Gen. Chavalit Yongchaiyudh, and Prime Minister Thaksin Shinawatra, who have been briefed on every strategic move.

The Endurance-class landing platform docks make their final approach, utilizing the waters of the Port of Tokyo with military precision. The ships are docked, the colossal doors of the LPDs lower onto the port, creating a revolving ramp.

Emerging from the belly of the LPD, Emergency Medical Teams rush out, their faces etched with a sense of urgency. They move swiftly toward designated zones within the port, where they begin setting up mobile hospitals. Ural-4320 trucks follow, their cargo beds filled with medical supplies and equipment. The air is filled with the sound of crates being unloaded and medical tents being erected.

Next, the Military Police and Army Special Forces disembark. Their boots hit the ground almost in unison, a disciplined cadence that echoes through the port. They fan out, securing a perimeter around the humanitarian operations. BTR-90s and ICV Strykers roll out from the LPD, their engines humming as they take their positions, adding an extra layer of security. All of them would remain at the Port of Tokyo for any emergency.

Engineering Corps and Supply Chain Management teams disembarked with a sense of purpose, each member fully aware of their role. More Ural-4320 trucks are unloaded, filled with construction materials and essential supplies. The teams begin their work, coordinating the distribution of resources.

Finally, Decontamination Units and Hazardous Material Teams make their appearance. They are the last to disembark but carry out a critical mission. Clad in specialized gear, they roll out their GAZ Vodnik vehicles and set up decontamination stations. Their task is to neutralize any lingering threat of chemical agents.
