Dear Esteemed Colleagues,

I am writing to you today on a matter that is both urgent and of utmost importance: the ongoing conflict between Rosoboronexport, a state-owned company in the Russian Empire, and the Republic of Thailand. This statement aims to dispel misconceptions, explain our stance, and appeal for your cooperation on a matter that extends beyond bilateral relations and touches on essential ideas of international law and sovereign rights.

In 1999, Thailand purchased 10 Gepard-class frigates from Rosoboronexport. Originally classified as military hardware, these vessels have undergone significant modifications for non-military purposes in line with Thailand's policy of prioritizing disaster relief, coast guard, and humanitarian endeavors. Due to a recent attempt to transfer these vessels to Canada, Rosoboronexport has accused us of violating our agreement, specifically about condition #3, which forbids transferring purchased equipment to other parties without first receiving permission.

The word "equipment" is used in the contract in an ambiguous way, which is vital. International contract law regulations provide that any uncertainty must be read against the drafter, in this case Rosoboronexport. As per the international rules and our legal understanding, the upgraded frigates do not break the agreement because they are not considered part of the initial area of military "equipment."

The improvements made to the frigates that are not military fall under our sovereign rights and adhere to international standards. The unilateral penalties imposed by Rosoboronexport are viewed as an overreach of contractual enforcement and an infringement upon Thailand's sovereign rights.

Thailand is a country that cherishes world peace, stability, and collaboration. In addition to possibly harming Thai-Russian ties, Rosoboronexport's actions—which the Russian government has indirectly endorsed—also set a troubling precedent for international trade and diplomacy.

We implore your government to take into account the following: recognize the significance of contract law principles and the need for clarity and justice in international agreements; support our position that sovereign nations have the right to interpret and apply contracts in a manner consistent with their national policies and international law; and promote dialogue and resolution based on mutual respect and understanding, rather than unilateral sanctions and coercive measures.

The Republic of Thailand is still dedicated to using legal procedures and diplomatic channels to settle this disagreement. We firmly believe that communication and understanding can resolve conflicts, and we hope that our correspondence makes our stance and the larger picture of this disagreement more clear.

Despite Canada having officially withdrawn from the bid, the Thai government proceeded to dispatch the ten Gepard-class frigates to Canada without obtaining approval from the government beforehand. Because of this, the fleet's movement was closely monitored the moment it entered the range of coastal radars and ships of the Canadian Coast Guard. In the hopes of avoiding violence, it was decided that they would allow the ships to dock at CFB Esquimalt before taking action.

As soon as the frigates were secured at the base, a swift and coordinated operation between the Coast Guard (blocking the ships in), RCMP (making the arrests), and military personnel (boarding armed) of the naval port boarded each of the vessels in unison. The entire Thai crews were placed under arrest, and they were then transferred to a highly secure detainment facility within the base. After which, the ten frigates were seized by the Canadian government.

The Canadian government then made the arrests public, alongside the reason behind the arrest: illegally entering Canadian territorial waters with armed warships.

A letter would be sent to the Thai government which contained the following:

I must also inform you that all the crew members aboard these ships have been placed under arrest for breaching both international and Canadian laws.

Without notifying us and knowing that we pulled out of the bid, you sent out armed military frigates into our territorial waters and into our military base. We have seized the frigates and placed your citizens in detainment until we are able to contact the International Court of Justice and file a formal case against your nation and its continued disregard of international law and foreign sovereignty.

All the Gepard-class vessels of the Republic Thai Navy Coast Guard, having successfully completed their transfer to Canada, found their crews faced with a unique directive. Each sailor on board was instructed to meticulously disable and destroy all internal components and systems of the frigates. This directive was not taken lightly; the sailors employed their extensive knowledge of the ships' internal workings to systematically dismantle key operational systems.

Their efforts focused on rendering the vessels' navigation, communication, and propulsion systems inoperable, ensuring that these critical components could not be used or repurposed. This task was carried out with precision and care, reflecting the sailors' commitment to fulfilling their orders while also preserving the structural integrity of the ships for decommissioning. The approach was methodical, ensuring that the frigates, though internally compromised, remained intact externally.

In addition to their previous actions, the sailors on board the frigate took the drastic measure of scuttling their own vessel. Utilizing all available equipment, they orchestrated a controlled and deliberate sinking of the frigate. This decision, while extreme, was executed with precision by the sailors, who were intimately familiar with the vessel's structure and systems. The act of bombing the frigate from within was carried out to ensure that the ship, a valuable asset, would not fall into enemy hands or be used against their own nation. All crews would be dead, if not, the executed themselves.

Moreover, when the Canadian Prime Minister's message reached the Thai Justice Minister, it caused such confusion that it nearly led to a drastic and secret response — bombing Bangkok into ashes. This potential catastrophe was averted thanks to the swift action of the National Intelligence Agency's (NIA) internal division. In a covert operation, they managed to apprehend the bewildered minister before any irreversible actions could be taken. The NIA's internal division, upon intercepting and reviewing the message from the Canadian Prime Minister, found its contents so bewildering that it almost drove them to the brink of irrationality. Ultimately, it was the intervention of Thaksin, the Prime Minister of Thailand, that restored order. He stepped in at the crucial moment, addressing the confusion and the heightened emotions. His intervention was a mix of stern reprimand and guidance, which effectively brought everyone involved back to a state of normalcy.

It wasn't long before the email sat in front of the British Foreign Secretary, reading it intently before looking to one of her aides who had asked what the response should be. Emma shook her head in confusion "Nothing, just leave it. We're not a legal team for a sour defence agreement. If they have a legal issue, they need to send it to the courts." she frowned, moving it into the junk folder and continuing her day.

Considering that the sailors were tasked with bringing the frigates to Canada, it would realistically be assumed that they did not receive the order to destroy the internal compartments of the frigates until after they realized the Canadians were going to take after—once they had fully been ported at CFB Esquimalt. Thus, the RCMP and the military were able to board and invade the ships and place crew members under arrest on each ship within five-to-ten minutes. With that considered, not much of the frigates were destroyed and with the fast acting of the Canadians the frigates were not bombed from the inside out as the Thai sailors would need to access the missiles directly to do so and doing so would take a while. All those who did not kill themselves in the process were placed under arrest.

In response to the recent developments involving the Ministry of Justice, Ministry of Foreign Affairs, and the Republic Ordnance Manufacturing Company in a scandal concerning the purported unauthorized transfer, premature decommissioning, sale, and transportation of ten decommissioned Gepard-class Frigates, the Internal Security Operation Command, under the purview of the Ministry of Interior, exercises its authority to freeze, lock, archive, and indefinitely postpone the disclosure date of the relevant documentation.
