Blood seeped into the floors below the bodies, chunks of men blown apart by gunfire scattered a few feet in either direction. The body of the attacking Lao man is unrecognizable, a slumped figure drenched in deep red. The remaining guard would put up no resistance, dropping his gun over the side of the table, but the General Secretary would be a little bit harder to arrest, physically resisting the forceful grasping of the Thai security guards. He would spit insults at them, namely that this was not the way to treat a national leader...

"Sir, I guarantee you, this terrorist act will not go unpunished. Actually, I believe the punishment has already been dished out." He gestures to the body slumped on the floor. "This is a tragedy upon our peace conference. But I assure you, these actions do not represent our nations ideals. We were not expecting this, and if we had known, we would have imprisoned this man immediately. For now, I think our best possibility is to retire from here and have another summit after a short recess. With greater security, preferably."

The Thai guard would rush to each Lao man and hand them to the police officer, who would take them to the hospital to ensure they were all good in health. The corpse of the Lao man would be somewhat recognizable since the Thai guard didn't mean to kill the hostile. Thai Prime Minister would talk to the Lao General Secretary to calm him down. "I concur with you. As you stated, I hope that wasn't your aim. It would be a calamity. I'm not sure about the mainstream media, but they have a habit of exaggerating and have previously reported on this subject. Because I trusted you, I didn't expect any of your men to deliver the explosive device. I can tell you that we will have significantly stronger security the next time, and you must also check your delegate." Thaksin turns to his guard. "Can you unlock his handcuff? Please make sure to take him to the airport safely." The guard would take put the key and put it inside the hole. The Lao General Secretary would now get released. Ten NIA armed guards then get ready to escort the Lao General Secretary back with the vehicle with FN Five-seven and body armor. Thaksin then talks to him for one last time that day. "Thank you again for attending this peace negotiation that ends with disaster. I will arrange the next meeting as fast as I can." He then pays respect to Thai Wai. The Lao General Secretary gets escorted by ten men in a black suits, some with sunglasses. They continue outside the government house, where many reporters wait to interview. The General Secretary will have an opportunity to speak up and tell what has happened from his perspective. The journalists ask many questions regarding; the "how was the peace negotiation?" "What happened during the peace talk?" "Is it true that you and the others from Laos attempt to bomb the place and kill the Prime Minister?" "Is it true that you ordered the Lao First Army to bombard a city, resulting in the deaths of nearly ten thousand innocent people?" The NIA guards will break through the crowd to the exit when the General Secretary desire. They will end up at the airport with other Lao to return back to their country.

At the government house, many workers clear the place. Thaksin's condition is now good after recovering from the gun fired. Many officials talk to him like a typical meeting of higher ranks people, and it is a difficult time for his advisor to reach him. The first is a military advisor trying to inform him of the war's progress. "Mister Prime Minister, perhaps we can continue the offensive. We have received a few thousand of equipment from Britain and Russia. The diesel is still our main problem since we have moved to use the motorized vehicle as our primary movement. I am not sure how the market and private sector think about this failure in negotiation, but we could take it with your economic advisor. We also have some disagreements with the NIA. You should attempt to relax them because you are their minister." Thaksin glances around the room, allowing his mind to wander to something that sparks his imagination. "Tell the soldiers to get prepared. We should wait to see the action from Laos. I hope the bridge condition is now operational enough to perform its duty. regarding NIA, I am not their actual boss, but they are royal to me." Everyone then starts to go back to their work and continue what they have left.

At the frontline in Laos, each personnel will raise their alert level. The Thai forces got full reinforcement and received new equipment such as assault rifles, Light armored vehicles, and MANPADS. The Thai-Lao friendship bridge get repaired by Thai combat engineers and the construction company. It now allows transportation of crossing on foot. They will be ready to retaliate if the Lao decide to push back.

The First Army

The First Army has reorganized its unit to encamp at the destinated location from the ceasefire. They have set the command control center for the Army command unit to coordinate, which the other divisions have done the same. They have successfully established supply hubs for each position or area that five divisions encamp. There are about 1,100 trucks to provide supplies and transportation for the whole army. They have placed three divisions in the Savannakhet Province, which they have sent the reconnaissance mission to control areas before the peace negotiation. The 1st station around the Ban Phosay. The 2nd Infantry Division is at Ban Xènouan. The 11st Infantry Division is at Xeno. The 2nd Cavalry Division is still at Sekong city. They are trying not to mess with the locals like the others. The 9th Infantry Division is at Attapeu city.

The Second Army

The Second Army has been fighting to control Laos' capital until the ceasefire. They have already spread their control around the province since most of the opposite soldiers are in the city. They have suffered a pretty challenging time, especially for the high command regarding how they should transport the reinforced equipment to cross the river without the bridge. Most infantry and existing supplies have crossed, but hundreds of mobility vehicles are left to get moved. The Thai generals have compromised with the Marine Corp that they want to use the 15 of Mannok-Class Landing Ship to transport the new reinforcement. They hired a local company that favored the armed forces to deliver the LCU to Nong Khai province. They got transported across the river, which the location is far from the Vientiane.

The Third Army

The Third Army has two divisions currently on the frontline. The 7th Infantry Division is at Luang Prabang, where they should have survived the bombardment and controlled the city. The 4th Infantry Division got sent to the Muang Souy in Xiangkhouang. They haven't done any damage since it is in a ceasefire and moved to the destinated location.

All Chinese aircraft would withdrawal from their assigned positions to Beijing. All Necessary Measures would be taken to get the aircraft from the south to Beijing, this includes fueling, arming, and directing the aircraft. Ground crews would prepare the aircraft for Operation Mongoose, a forthcoming military Intervention that will stabilize the region.

The Thai Armed Forces have personnel and equipment ready to go further into Laos if the second round of negotiations fails. In less than a month, the Lao dictatorship will end. Since the massive conflagration accident in Champasak, the Lao Army has been afraid of invading the Thai Army since they know that a million square kilometers of land around them got destroyed in less than half a minute by a single artillery regiment. The Thai Army still possesses 52,176 soldiers in four organized Infantry Divisions ready to reinforce the conflict, with 80 percent being Monarchist Insurgency veterans from Southern Thailand. The Thai Prime Minister is waiting on A General Secretary to settle the war. At the peace talks in Bangkok, the Thai Army deployed 500 soldiers, the best of 400,000 active soldiers. Every day, all of the chiefs of the Armed Forces branches meet to discuss the present situation of the conflict. Even though they are well aware of how much they have already achieved, a threat from the Chinese to intervene appears to be possible. The Thai government and Armed Forces have no intention of inciting a multi-nation conflict.


Note for Axis12 : Kelly is on a Partial LOA until the 22nd of this month. All posts since the last Kelly response are that I have told him in advance. He might not be much active.

After receiving the invitation from the Thai, the General Secretary finally acknowledged that a peace must be negotiated. He once again boarded his private plane, this time guarded by a single private from the military who had been passing by, trying to reach a lookout point, as by now the Lao were attempting to fortify the capital as best they could. Land mines, both anti-personnel and anti-tank, were being planted within buildings and shops, in doorways, on the streets, and below lamp posts. Civilians had been evacuated from the majority of the city and were set up in shanty towns and tent camps outside of the city limits, administered and protected by militias. But this single low-ranking soldier had been pulled aside, personally questioned by the General Secretary, then loaded onto the plane and flown to Thailand with no warning. In the General Secretary's mind, if they were clueless they couldn't plan another attack.

Upon arriving, the two men would exit the craft, the General Secretary unarmed and the soldier armed with just a standard-issue rifle and a dirty combat uniform after weeks of urban warfighting and hunkering down in piles of rubble. They waited to greet whoever was there to meet them. He carried a single briefcase with him, filled with notes, typed up and printed for him.

The General Secretary of Laos and his single guard would land at the same airport, Don Meuang. The second peace negotiation is officially announced by the government spokesperson a day before they would arrive, which makes most Thai citizens acknowledge the arrival of the foreign leader. The private jet would land at a specific landing place where the Lao leader would appear. Because of airport traffic, the pilot parks in such a region if he is a legitimate one. Many Thais and foreigners have gathered to witness another modern-day peace negotiation. Officials, security personnel, and government agency personnel are all waiting. The moment that the jet has landed, a staff will pave out the red carpet to the airplane entrance and set up a staircase. A person then paves the carpet to different sides instead o directing it to the terminal, which is a place for helicopter landing. A Kamov Ka-226 painted in a military camouflage is waiting for them. Such a person then signals to anyone inside that they are green to get out. The Thai Prime minister and his assistant appear from the terminal entrance and walk straight along the carpet to welcome the Laos General Secretary. There are three soldiers armed with M4A1 carbine and SOPMOD Kit, necessary equipment, and they are in full-clean combat suits. Thaksin would then find himself with a Laos General Secretary at the front of the staircase from the private jet. He then Wai. "Mister Khamtai, it's a pleasure to see you again. I must warn you that we have a few or possibly ten snipers on the premises. Please excuse us while we check the security." A soldier would use a metal detector to scan the Lao General Secretary and his guard. They must hand over their belongings, including a briefcase, and themselves for an X-ray scanning and perform admirably in the terminal. The Thai employees will acknowledge any gadget, such as an explosion or a handgun, and they won't find anything this time because Laos hasn't brought anything dangerous with them. They can't conduct an attack.

The Lao General Secretary and his guard get released with a standard rifle. Thaksin leads them to the helicopter near the terminal entrance, which they will use to transport to the government house. "I'm hoping you've had a helicopter ride. With a plane, it's not the same. The Suvarnabhumi airport is currently under construction. It's on the opposite side of the city. It will be one of the most significant." Three soldiers and two pilots would board the helicopter, and one of them would welcome the General Secretary. "Khun(Mister) Khamtai, I have always wanted to meet you. When the French took control of Laos, my great-great-grandparents emigrated. Communism shows promise, yet I will remain in this country. Don't get me wrong: I still have Lao blood in my veins." His partner then expresses. "What?" They finally take off the helicopter after some chitchat and mock each other. The Lao General Secretary will see a tremendous Bangkok Metropolitan Area from the bird-eye view, and he will see a rush hour that happens every hour here in Bangkok. He will see many skyscrapers are building and many constructions happening in almost every building. Thaksin talks to him. "The governor does a great job modernizing Bangkok. Right now, we are growing and refurbishing every city in our country. Even though we are at war, a lot is going on. Imagine how effective it will be following a conflict. Our railways are also changing." They will land at the government house after ten minutes.

The Thai government's magnificent government house's courtyard gets approached by the chopper. Outside are government officials, the military, media, and civilians. The pilot makes a gradual landing as the aircraft marshaller instructs them to land safely. The Thai staff and the guard are the first to come at the helicopter, but their speed is far behind the reporter. The Thai Prime Minister gets down first, followed by the Lao General Secretary. The journalist throws many questions at them, and the Lao lead will have a chance to say anything before the security escort them inside the building. Some ministers and government officials will greet the Lao General Secretary, such as the Foreign Minister of Thailand. All of them will pass another security check by the staff before entering the Ivory room. The room gets recreated with new furniture and more broadcasting equipment. There is a Thai Prime Minister, Lao General Secretary, The three chiefs of the Armed Forces, the opposition leader, the Foreign Minister, the Defence Minister, and five other politicians. They will exchange greetings for friendlier before the negotiation begins. There are many security and soldiers around like the last time. The broadcasting crew will broadcast the event on channel five with a proper formal announcement of themselves to let the viewer at home understand the situation. The crew signals to the opposition leader to let him know they have started.

The opposition leader in the Thai parliament, a former prime minister of the Republic of Thailand, leader of the previous cabinet, Chuan Leekpai, would start the speech. "I assume everyone here is now ready for the second Thai-Lao peace talks. Please have a neat demeanor. I am the current session's host and a liaison between the Lao General Secretary and the Thai Prime Minister. I am pleased to announce that the peace negotiations will begin immediately." He brings out a paper to read. "We are going to start with the cause of the conflict. It is for both sides to understand each other. As we are aware, the official statement of the Thai government spokesperson is that The Thai government will overthrow the Lao regime. I presume that you referred to the whole government of General Secretary Khamtai? Thaksin nods and says yes. "The Thai side already knew their purpose. I want to ask the Lao General Secretary if you have anything to say. First, your law enforcement agencies got accused they had abused human rights. How true is it? We have evidence that appeared on the body of victims returning from Laos. They were Thai civilians that traveled to Laos two weeks before the war and went missing for a week. They told us you had detained them for ten days. I want to know your excuse and let you demand the Thai government as you are on a defender side.

The Australian Ambassador, William Fischer would arrive at the talks via private car from the Australian Embassy. He would have a few bandages on him from the suicide bombing that occurred a few weeks prior. He would have a range of advisors with him this time with Australia seeking a more active role in these negotiations to finally see an outcome. Upon arriving he would knock on the door.

The Chinese Ambassador to Thailand, Nui Fukui would leave the Chinese Embassy in his vehicle with two other staffers and a security guard armed with a QSZ-92 5.8mm Pistol who would drive the delegation to the meeting place. He would carry his briefcase full of government documents and paperwork outlining Chinese goals for the meeting. Once the Delegation arrived, they would allow security to scan them but insist that the firearm be brought for the security of the ambassador. The Chinese did not want a defenseless ambassador after the last ‘incident’ during peace talks.

While they were arriving the delegation would also see the Dirty Capitalist Australians who were waiting at the door, they would give a quick greeting to avoid an awkward situation where the two were just standing next to each other waiting. The Ambassador would speak in a heavy accent, he knew only rough English and was a political appointee after all.

”Ambassador Fischer, I have heard much about you. It is great pleasure to finally meet you. It is very good that you are back after horrible attack last time, I wish no violence this time so that peace can be made. Truly horrible this conflict, yes? What is stance of Australia, if I can ask?”

The Australian ambassador would arrive at the time before the start of the peace negotiation, the same as the Chinese ambassador. They would get a security checkup by the Thai guard, and the soldiers watched them. There are 250 soldiers in the Thai Government House area, and others 250 around the place. The Chinese ambassador gets allowed to keep his firearm, and the Australian ambassador will have no weapon. The reports and journalists there won't miss this temporary opportunity to write a scoop regarding the tension at the Second Thai-Laos Peace Negotiation. The typical question is: "What do you expect from this peace talk?" | "Does the Australian or Chinese government has any specific purpose to attend this occurrence?" They will have some time for the interview before getting an invite into the Ivory room. The Chinese ambassador will have a seat on the far left, while the Australian has one on the far right. The broadcast started at the time they entered the toom. Everyone inside the room will greet them courteously. Chuan Leekpai then informs tell. "I welcome the Australian and the Chinese ambassador to the peace negotiation. I am hoping that you two can work as a suitable intermediate person for both sides."

The Government Order

Following the significant military spending required to cover the costs of Operation Dutdang Thai, the government has issued an order to cut costs. The Thai government has reached an agreement to limit the Armed Forces' autonomy, which it now considers necessary to implement. The Ministry of Finance has admitted that it is wasting over $10 billion on personnel well-being expenses and that they need to dismiss the unnecessary troops. The operation's present deployed personnel totals the entire Thai Armed Forces, which is far too large to battle Laos with limited military capacity. The Defence Ministry has to call back most divisions from the Army to standby at their home base, so they can reorganize and take a rest. The Defence Minister has prepared a plan to withdraw troops from the frontline because all the Armed Forces branch chiefs are at the peace negotiation. The Thai Army will withdraw all forces from Laos except the 1st, 2nd, 3rd, and 7th Infantry Division. They will remain to deploy in Laos to serve operations with support from the Air Force. The Command Support Personnel will occupy the military installation in Laos.

"Our stance is that we will not give up any land in our nation, and we will not give up any control over our own people who elected us. The human rights violations by our police are notable, however, the Thai government made no attempt to contact us about the incident. We were not aware of its occurrence until Thai troops were in our lands. And speaking of, for something to sudden as a few days' advance notice, it is shocking that the Thai would be able to mobilize and prepare for war with their ENTIRE armed forces. I am not to believe that by default you had your entire army on the border with a friendly nation, am I? My goal for this negotiation is to arrange a Thai withdrawal and a return to the status quo. That is all."

The people in the Ivory room would carefully and quietly listen to the Lao General Secretary's statement. They must maintain a tranquil atmosphere, especially when many influential Thai politicians are present in the same room as the Chinese and Australian ambassadors. Chuan Leekpai would continue after the speech was over. "So, I believe the Lao General Secretary has made it plain not to give away any territory from his country. I recommend that someone in this room reconsider their decision based on reports I've heard." The mood in the room deteriorates, especially around the chairs of the Defence Ministry and Armed Forces. "I read the probe document and am looking forward to hearing what the Foreign Minister says. I would be happy if you tell the truth."

Surakiart then starts. "I'd want to express my dissatisfaction with the attempt to contact the Lao government. On May 11th, my Foreign Ministry's Southeast Asia Division notified the Lao Foreign Ministry and its minister. We have confirmed Five missing identities from our country who traveled to Laos on April 25th. I'm confident that Chong Mek Customs House has information about their crossing on that particular day. Two days later, we contacted again to confirm that we had located our citizen in the police station near the Customs House. The ignorance of the crime is nothing different than supporting it. As a Foreign Minister, I am confident that your legal department will have a problem if you ignore human rights violations by your enforcement forces." Chuan interrupts the discussion. "You two may leave it at that." He takes a breath, trying to improve his Lao accent. "I'll have the Defence Minister respond to Mister Khamtai's question about military mobilization. I'm sure you're not the only one who doubts the deployment's quickness."

Chavalit Yongchaiyudh continue the discussion. "To answer that, I must clear things up. We couldn't deploy the entire Armed Forces into Laos in just a few days. I had deployed some of the 2nd and 3rd Armies divisions in advance since we were on high alert with an external threat. We have recently built more military bases near the neighboring countries to take care of the local drug dealer route. We restructured our military last year. It gave us a more efficient mobilization. I must inform you that my Ministry has called for General Mobilization during the United Coalition War or the Arab War. It has nothing to do with Laos, and it was for the security despite that they are far away. At the start, we only had 40 percent of our strength in Laos. The Northern front and Vientiane front are not much successful at first. You might wonder how we could capture your southern territory rapidly. The forces we deployed were the First Army. They can deploy in any part of our country within a day. I can't lie that they got minimal sleep to travel to the border. It took us four whole days to take 160,000 forces into Laos. I think you can now see why. I apologize that I had to deploy about 40,000 troops at your border." He takes a breath before getting disrupted by Thaksin.

"Mr. Khamtai. I have to tell you something. I comprehend that you want us to withdraw our forces, but there is a stipulation. We have already recalled 340,000 troops from Laos to their homeland. Only 60,000 people remain in your country. I hope this news brings you delight." He takes a breather. "I want you to take the abuse of human rights by the police and others more seriously. I don't want a country that cruelly treatment against its citizen next to mine. If you ignore this crime, the International Court Justice will be furious. I want our Intelligence Agency and Secret Police to investigate this terrible system and exterminate it. I also want to send our private construction to work in Laos to repair the damage during the conflict. What do you say?"

Thousands of civilians are dead, towns and villages have been smothered by shelling, and wildfires rage across the nation, blocking roads, torching communities, laying waste to farms and hunting grounds, and disrupting the lives of each and every Lao native. It will take decades for us to recover. We are not interested in helping along your industry by allowing it to expand into our lands, and we are not interested in allowing your clearly biased secret agents to infiltrate and 'exterminate' my government."

He would take a second, breathing hard, before continuing.

"When you informed us that tourists had gone missing, that is a very common occurrence, our immediate thoughts were not on kidnapping and torture.
