The Ministry of Foreign Affairs of the Republic of Thailand extends its warm greeting to the Department of Global Affairs of Canada.

Thailand is pleased to note the sustained peace and cessation of hostilities between the Empire of France and Canada. It is with the firm conviction that our two nations uphold shared foundational values that we address your esteemed Ministry. In order to safeguard the interests and welfare of our respective citizens, Thailand proposes the reinstatement of diplomatic missions, including Embassies and any consulates established throughout the course of our diplomatic history.

Moreover, to ensure that substantial development in diplomatic relations between Thailand and Canada manifested, we are hereby extending our intention to dispatch diplomatic envoys to Canada. Upon your country favorable acceptance, we respectfully request clarification regarding the established diplomatic protocols your esteemed nation adheres to, with the expectation that our visiting diplomats will observe them diligently. Our delegation will consist of eight members from Thailand, and we are also exploring the feasibility of including three armed guards for their protection. However, we fully respect Canada's discretion in this matter and are prepared to withdraw this request if deemed unnecessary. In lieu of armed escorts, we trust that appropriate security measures will be provided to safeguard the well-being of our delegation during their visit.

Thailand eagerly anticipates the promising trajectory of our cordial and strategic diplomatic ties with Canada. We hold the firm conviction that our two nations can collaboratively contribute to the advancement of global communities, safeguarding the longevity of our shared and individual interests.

I must thank you for reaching out, I do agree that the peace is needed within the globe however we still do hold the Kingdom of France accountable for the recent attacks within the territory of Canada.

We are more than happy for the Thai people to be represented by your administration in a newly opened embassy here within Canada. As Canada is apart of the Global Assembly, we go by the Global Assembly legislations when it comes to the security of the foreign diplomatic buildings within our lands. You maybe permitted Armed Guards while on diplomatic grounds however when travelling through the streets of Canada, no weapons are permitted to be carried.

The Diplomatic Security Liaison Office along with the Royal Canadian Mounted Police will provide all nescessary protection while on both diplomatic grounds of your respected nation and the streets of Canada. If you have anymore questions feel free to reach out and I shall do my best to answer them.

The Ministry of Foreign Affairs of the Republic of Thailand would accept the recipient of the Canadian Department of Global Affairs. After necessary arrangement being discussed and implemented between Thailand, the Thai delegations of eight diplomats and three security detail would take off from the Suvarnabhumi Airport using the RTAF charted aircraft, heading toward the Pearson International Airport. The aircraft would head toward the international airspace, avoiding cruising close to any national airspaces.

With the arrival of the Thai Delegation preparations were made from the Royal Canadian Mounted Police to secure a route along with the a 4 car motorcade for the Thai to travel on. Once the Thai made it into Canadian Air Space, the Aircraft was then instructed to follow all instructions from the ATC to land at the specified airport, where the motorcade would be awaiting to take the Thai delegation to the embassy before onto the residence.

The Thai delegation, under the guidance of Canadian authorities facilitating their official visit, proceeded with gratitude evident at every turn—whether traversing from the airport to their accommodations or in interactions with the Canadian hosts. Eight individuals comprised the delegation, accompanied by security personnel who, notably, remained unarmed throughout their stay.

With arrangements set in motion by the Canadian Government, the Thai delegation prepared for bilateral discussions, likely to be hosted at the Ministry of Foreign Affairs. Here, the Thai Director-General, Phinsuda, anticipated a meeting with the Canadian Secretary Spencer, responsible for Asian and Oceanic Affairs.

"Secretary Spencer, I extend my heartfelt gratitude for the warm hospitality extended to us in Canada," Phinsuda conveyed, her handshake firm yet imbued with cordiality. "While Thailand celebrates the return of peace between France and Canada, we remain steadfast in our stance that those responsible for the recent terrorist attacks must be held accountable." Her smile, though reassuring, carried the weight of diplomatic assertiveness.

"Yet amidst these pressing matters, I trust there's ample ground for discussions on Thai-Canadian relations," she continued, gesturing towards a seat. "Our global landscape stands at a crossroads, Secretary Spencer. Thailand contends that the time has come for nations to unite in safeguarding the future of human civilization." Pausing, she fixed her gaze on her Canadian counterpart. "However, before embarking on such a grand endeavor, let us take measured steps forward."

"Thailand seeks to cultivate a robust relationship with Canada—one founded upon a shared belief in the transformative power of collective action," Phinsuda expressed earnestly. "We envisage a partnership rooted in the mutual acknowledgment that without coordinated efforts, lasting peace, stability, and prosperity in our region and beyond remain elusive. As a representative of the Canadian Government and your nation, do you resonate with this vision? Ultimately, our goals align: the advancement and welfare of our peoples and the broader region."

Secretary Spencer would listen in to what his Thai Delegation was saying before responding, Spender would also return a handshake firm but firm enough to show dominance before responding "Welcome to Canada. I do hope your stay here is enjoyable. Although the active war between Canada and France has ended, the Canadian Administration still holds the Kingdom of France responsible for the actions taken from the French backed terrorist organisations that committed to the attack on Canadian soil. "

Spencer paused clearing his throat, taking a seat before responding back to the Thai Counterpart "There definitely is room for progression on the Thai-Canadian relations. Do you have a topic, that you wish to start with?", Spencer paused once more pulling out his notepad and a pen to begin taking notes on the conversation.

"I cannot comment on the vision, until we've held such talks. Without understanding better what the Thai administration is wanting from these talks, and the outcome after the talks."

She leaned forward slightly, her voice firm yet inviting. “Thailand seeks to probe the potential for a strategic partnership with Canada—a partnership grounded in the principles of sovereign equality, mutual respect, non-interference, good faith, peaceful coexistence, international law, and sustainable development.” A pause followed, her gaze steady and reassuring. “We believe that the enhancement of our collective well-being hinges on concrete cooperation between nations.”

Taking a moment to gather her thoughts, Phinsuda continued, outlining the partnership. “We envision a comprehensive strategic framework addressing various mutual interests. This includes defense cooperation that stops short of a mutual defense pact. Furthermore, Thailand is eager to strengthen our political, legal, and judicial collaborations. Through sustained consultation and diplomatic exchanges, Thailand and Canada could spearhead global justice initiatives, particularly in addressing the roots of terrorism that has affected Canada.” She concluded with a confident nod toward her counterpart, her expression conveying both determination and hope.

"As Canada tirelessly champions justice for its people, particularly in holding France accountable, Thailand emerges as a fitting ally in this noble cause. Our proposed defense cooperation extends beyond borders, encompassing the crucial battle against terrorism. I emphasize Thailand's extensive political connections, including with France, assuring that any dispute can be resolved peacefully and fairly," Phinsuda stated, her conviction ringing through her words.

"Moreover, let's not underestimate the significance of cultural and educational exchanges. Through fostering strong, interpersonal connections, we lay the foundation for enduring positive relations that surpass transient political landscapes. With Thailand's steadfast commitment to long-term vision, we embrace interests in sustainable development and environmental stewardship as integral components of our partnership. What are your thoughts?" She concluded, her gaze expectant yet warm.

"I shall pass your comments on regarding the vision you seek to host with the Canadian Administration who will then in return seek out the Thai Administration if its something they wish to share with. You talk about Cultural and Educational programmes, what sort of programmes are you looking for?" the Secretary paused before continuing "Correct me if I am wrong, you talk about being a suitable ally however did you not side with the Kingdom of France recently when it came to the terrorism attacks and when we called out the Kingdom of France on said attacks? How do you think you could be a suitable ally if you sided with the enemy that caused notable destruction here within our lands?" the Secretary paused once again allowing the Thai to speak

"Secretary Spencer, I appreciate your concern and the chance to clarify our stance. Thailand's diplomatic engagement with France is not an endorsement of any terrorist activities. We aim to use our position to advocate for accountability and peaceful resolutions. Our balanced approach allows us to foster dialogue and encourage responsible actions.

Thailand is committed to addressing terrorism in all forms. Our proposal for defense cooperation specifically targets the root causes of terrorism, aligning with Canada's security interests. By collaborating on intelligence sharing, joint training, and strategic planning, we can enhance our mutual capabilities to ensure global security.

Our past diplomatic efforts have shown that balanced relations can lead to significant positive outcomes. We believe that through careful and strategic collaboration, Thailand and Canada can achieve our shared goals of peace, stability, and prosperity.

Furthermore, I must reiterate that during the Canadian-Franco War, Thailand did not voice support for either France or Canada. We worked with the Global Assembly and like-minded nations to ensure peace between both France and Canada at all levels. We constantly urged France to avoid violence, despite allegations of human rights violations by Canadian forces. On several occasions, Thailand reached out to the Canadian Government to express our concern and support for a peaceful resolution, despite their condemnation of Thailand. We remained committed to peace, and although our efforts were unsuccessful, the war eventually ended with the voluntary withdrawal of Canadian forces."
