Security Type: NSST Architecture 1.5 | Secret and Encrypted

Dear Deputy General Secretary,

The Office of Foreign Intelligence (OFI) of the Socialist Republic of Thailand wishes to communicate crucial information from the Ministry of Foreign Affairs (MFA) to the Confederation of Turkish Trade Unions (CTTU).

Following internal deliberation and democratic process, the confederal Thai government desires to initiate an official mediation and comprehensive dialogue between the CTTU and the Turkish government. The OFI will intensify its intelligence-gathering efforts in Türkiye in the light of increased volatility and potential threats of counter-revolution. While this communication remains a suggestion, we advise the CTTU to inform its MPs inside the Grand National Assembly to advocate for a reconciliation with the Turkish government.

Per MFA’s guidance, this initiative does not aim to dilute the CTTU’s crucial role during the revolution. In contrast, the confederal government has consistently and successfully negotiated with the Turkish executive branch to recognize your organization’s role as part of our joint communique. However, the MFA disapproves of the ongoing sectarianism among the Turkish left, especially considering the fragility of the country’s economy and persisting threats of foreign interference.

Therefore, the OFI suggests that the CTTU pause its planned general strike, as we have a credible apprehension that an organized infighting among the revolutionaries may lead to an advantageous outcome for the counter-revolutionary forces. The MFA is committed to pressuring the Turkish government to enter a dialogue with your organization, and we expect that the CTTU will also put constructive and fraternal requests in the legislature. A high-level official of the confederal Thai government will contact the Turkish government shortly. Rest assured, the revolution has not been lost.

Sincerely,

Internal Workers' Council

Dear Comrades,

We extend our sincere appreciation to the Socialist Republic of Thailand, its Ministry of Foreign Affairs, and the Office of Foreign Intelligence for your continued solidarity and your steadfast commitment to international revolutionary coordination.

The Confederation of Turkish Trade Unions acknowledges receipt of your communication and welcomes your initiative to facilitate a process of structured mediation between the Union and the Turkish government. In light of recent volatility and the intensification of state pressure, we agree that strategic dialogue, if entered into with seriousness and sincerity, may serve as a stabilizing force, not only for Türkiye but for the broader revolutionary project in the region.

The Union is, and has always been, guided by the principle that the revolution must be safeguarded not merely through resistance, but through the construction of enduring democratic structures. Our vision remains one of democratic confederalism, rooted in local governance, collective decision-making, and the radical inclusion of workers, women, and marginalized communities. We recognize that such a vision can only survive if it does not fracture from within.

Therefore, while we are prepared to participate in good-faith mediation, we respectfully submit the following conditions for meaningful dialogue:

Return of the President:
The President’s return from international consultations is essential for any high-level negotiation to proceed. Her presence ensures that commitments made during mediation are actionable and reflect the full constitutional authority of the state.

Dismissal of the Prime Minister:
The current Prime Minister’s role in exacerbating internal divisions and enabling reactionary policies renders her an unfit partner in any reconciliation process. A reset in the executive leadership is required as an outcome our mediation to yield substantive outcomes.

Postponement, Not Abandonment, of General Action:
While we acknowledge the risks involved in escalation, the Union must balance strategic caution with its duty to defend the revolution’s gains. We are willing to pause planned strike actions during initial diplomatic overtures, provided that all parties engage constructively and in good faith.

We share your concern over the increasing sectarianism within the Turkish left. The revolution must be defended not only from external threats but also from internal fragmentation. However, the long-term solution is not the suppression of plurality but its organization into a cooperative, bottom-up structure, where ideological differences are mediated through democratic institutions, not repression or forced unity.

We thank you for your continued pressure on the Turkish government and remain committed to ongoing cooperation. We await further communication regarding the arrival of a high-level Thai envoy and look forward to working together to stabilize, defend, and ultimately fulfill the revolutionary process.

In solidarity,
Nazmi Irgat Vesikalık
