The Ministry of Foreign Affairs of the Republic of Thailand extends its cordial greetings to the Ministry of Foreign Affairs of the French Empire. Following the National Assembly's deliberation on the proposed military technology and arms exchange agreement, spearheaded by Her Imperial Majesty, the Empress of the French Empire, and in collaboration with Defense Minister Surin Klungsang, the National Assembly has voted in favor of this agreement, surpassing a supermajority of three-fourths in both houses.

As part of the approximate $16 billion bilateral agreement, the Republic Government will produce 20 FREMM-class Multipurpose Frigates for the Imperial Navy over the span of the next four quarters, delivering 5 FREMMs per quarter. In exchange for the French Empire’s request to utilize Thailand’s shipbuilding expertise and infrastructure, the French Empire will transfer technology and grant permanent domestic production rights for the Horizon Class Destroyer, Rubis Class Nuclear Attack Submarine, FREMM Class Frigate, Charles de Gaulle Class Nuclear Aircraft Carrier, and Dassault Rafale M, respectively, over the next four quarters.

The first batch of FREMM production will commence as soon as the Ministry of Finance allocates funding to the Ministry of Defense, which will use these funds to hire local shipbuilding worker-cooperative enterprises.

Your Excellency,

I am glad to hear your legislature has seen fit to approve the proposed agreement. Now that ratification has taken place we would be happy to proceed to the implementation of the phase.

As agreed upon in bilateral discussions, the production of the FREMM vessels will be split up in 4 tranches, each corresponding to a single quarter. With each tranch a license for domestic production is transferred to the Republic of Thailand. Upon construction of the first tranch commencing a license will be granted for the Horizon Class destroyer, followed by the Rubis Class Nuclear Attack Submarine for the second tranch, the FREMM Class (and its subclasses) Frigate for the third tranch, and the Charles de Gaulle Class combined with the Dassault Rafale M for the fourth and final tranch. Licenses will be perpetual and for the exclusive use by the Thai Armed Forces. The Republic of Thailand may not sell or transfer any license-produced equipment to a third party without explicit permission from the Ministry of Europe and Foreign Affairs of the Empire of France. To allow for Thai crews to gain familiarity with French equipment and military designs the Marine Nationale will allow a limited number of Thai sailors and officers to rotate onto ships of the Imperial Navy, by the end of one year this should give your personnel the required expertise to implement the license produced equipment without a learning curve. Finally, we will also open up 20 seats annually for the next five years for Thai Cadets to attend the French Naval Academy.

After consulting with the Ministry of the Armed Forces, I have been informed that we would like to request the following ships to be constructed as part of each tranch:

  • 10x FR-ASW in the Bretagne subconfiguration (16x SYLVER A50 and 16x SYLVER A70) (first 5 in tranch 1, second 5 in tranch 2)
  • 4x FR-AAW (tranch 3)
  • 6x GPe (1 in tranch 3, final 5 in tranch 4)

The Ministry of Foreign Affairs of the Republic of Thailand extends its cordial greetings to the Ministry of Foreign Affairs of the French Empire. The Air and Coastal Defense Command (ACDC) is considering the acquisition of a sophisticated and cost-effective air defense system with anti-ballistic missile capability as part of the expansion of the Republic Thai Air Defense System program. While the process typically involves multiple rounds of consultations and demonstrations, the Republic Government is offering the French Empire the privilege of showcasing its air defense system. Specifically, the ACDC is interested in the detail and preposition of the Aster 30-SAMP/T Missile System, which the Imperial Air and Space Force currently operates six of them. Thailand requests information regarding such a system for the deliberation of the ACDC and the parliamentary committee.

With the Polish Office of State Protections continued monitoring of Thai communications channels, the previous communications would have been securely intercepted, categorized by nature of communication, and then filed within secured servers within the headquarters of the OSP for further analysis. Analysts would then carefully comb through any such communications for actionable intelligence before they would be escalated up the chain of command where leadership would look over the results. From there they would determine if the intelligence contained was immediately actionable. Actionable intelligence would be passed along to the Ministry of National Defense and the Council of Ministers where they would decide on the national stance for the information.
