To the Ministry of the Empire of France,

The Ministry of Foreign Affairs of the Republic of Thailand extends its greetings to the Ministry of Foreign Affairs of the Empire of France. We are writing to your esteemed ministry to convey Thailand's official stance on the ongoing military reform in France. Given the deep economic ties between our nations, Thailand and France have enjoyed a longstanding and close cooperation, including special privileges granted by the Ministry of Defense of the Republic of Thailand to France.

We wish to reaffirm our support for France's efforts in modernizing and reforming its Armed Forces, which aligns with our commitment to a policy of non-interference. However, as a valued partner of Thailand, we expect France to adhere to principles of transparency, good governance, and mutual respect, as enshrined in our Harmonious Accord. It is important to note that this correspondence is part of the diplomatic mechanism established within the treaty to openly and honestly express concerns, reflecting the goodwill that we hold towards each other.

As nations committed to upholding the principles of human rights, humanitarianism, and humanism, Thailand and France recognize our shared responsibility towards each individual. We understand that recent events, such as Canadian aggression, may necessitate a shift in the approach of the French administration, with a focus on assertiveness on the international stage, particularly within its Armed Forces.

While we regret the failure of international mechanisms to prevent conflicts that could have been resolved peacefully, we feel compelled to offer a cautionary note. We urge, in a non-binding manner, that France exercise restraint in its anticipated increased military engagement, ensuring that such actions do not result in civilian casualties or exacerbate humanitarian crises. It is our hope that France will navigate this challenging period with sensitivity and prudence, mindful of the broader humanitarian implications of its decisions.

Your Excellency,

Thank you for reaching out to us privately to discuss your concerns over the recent Le Monde article posted following the consecutive announcements from Her Imperial Majesty, the Minister of the Armed Forces, and the Chief of the Defence Staff.

While we are always happy to answer questions regarding French policy, especially international ones, we are somewhat uncertain what in these announcements has prompted these concerns.

All three of the announcements were careful to maintain that the goal of the reforms is to create a more agile force to protect French and allied security interests, as well as provide the means to engage in peackeeping operations across the world. The Empire of France has never engaged in an offensive war, and the Empress in today's announcement again clarified that the first avenue of France in any dispute will always be diplomacy. As can be seen in practice with our attempts to pursue a peaceful solution with Canada using all channels available and despite their murder of thousands of innocent French citizens in Guiana. Even now despite having superior firepower Her Imperial Majesty has still made a final attempt to achieve a ceasefire before responding to Canadian aggression in kind.

Until stated otherwise, the Empire of France stands by the 2002 Déclaration sur les objectifs du nouvel empire français when it comes to its military policy. The Empire of France will not declare war on another state unless all diplomatic measures have been exhausted, the state poses a critical risk to the security of France, her citizens, or her allies, or in the context of a peacekeeping operation sanctioned by the Global Assembly or an equivalent organization. The only other scenario where France may engage in military action under its law is when it or an ally have fallen under attack, in which case it will use all its rights under the principles of self-defence.

As you can see, France has operated as a force for peace in its statements, laws and actions. However France has the largest Exclusive Economic Zone in the world and territories on nearly every continent. Furthermore with alliances such as our own shared one, and the stated goal to protect French-speaking and Catholic nations from unprovoked aggression, it is essential that France can deploy its forces anywhere in the world with very little notice. This is not an aggressive or provocative doctrine but instead the bare minimum to meet our duty to protect our people and our commitment to aid our allies in times of need.

We appreciate your clarification regarding the French modernization of its Armed Forces. Thailand understands the sensitivity of the matter at hand, and we apologize if there has been any inconsistency in the interpretation of our previous correspondence. We hold firm confidence in our esteemed partner, France, and its unwavering commitment to the promotion of peace and human rights. However, Thailand also recognizes the importance of pragmatism and responsibility in any adjustments to military posture, particularly in light of recent events such as the Canadian Aggressions.

The Ministry of Foreign Affairs wishes to clarify our previous correspondence concerning our concerns regarding the anticipated increase in French engagement capabilities. Thailand acknowledges the advancements in defense technology within our ally's sector, and our intention was simply to highlight the potential for unintentional civilian casualties or exacerbation of humanitarian crises. The Ministry of Defense of the Republic of Thailand diligently conducts analysis and assessments of global military developments, keeping us informed of potential ramifications. We apologize for any confusion our previous message may have caused; our sole intent was to provide a subtle caution to France in accordance with diplomatic tradition. However, the Minister of Foreign Affairs has directly conveyed an observation to the Minister of Foreign Affairs of France regarding what he perceives as an unprecedented decrease in global trend toward diplomatic communication etiquette and protocol. We value our diplomatic relationship and seek to maintain open and respectful dialogue as we address mutual concerns.
