To the Ministry of the Empire of France,
The Ministry of Foreign Affairs of the Republic of Thailand extends its greetings to the Ministry of Foreign Affairs of the Empire of France. We are writing to your esteemed ministry to convey Thailand's official stance on the ongoing military reform in France. Given the deep economic ties between our nations, Thailand and France have enjoyed a longstanding and close cooperation, including special privileges granted by the Ministry of Defense of the Republic of Thailand to France.
We wish to reaffirm our support for France's efforts in modernizing and reforming its Armed Forces, which aligns with our commitment to a policy of non-interference. However, as a valued partner of Thailand, we expect France to adhere to principles of transparency, good governance, and mutual respect, as enshrined in our Harmonious Accord. It is important to note that this correspondence is part of the diplomatic mechanism established within the treaty to openly and honestly express concerns, reflecting the goodwill that we hold towards each other.
As nations committed to upholding the principles of human rights, humanitarianism, and humanism, Thailand and France recognize our shared responsibility towards each individual. We understand that recent events, such as Canadian aggression, may necessitate a shift in the approach of the French administration, with a focus on assertiveness on the international stage, particularly within its Armed Forces.
While we regret the failure of international mechanisms to prevent conflicts that could have been resolved peacefully, we feel compelled to offer a cautionary note. We urge, in a non-binding manner, that France exercise restraint in its anticipated increased military engagement, ensuring that such actions do not result in civilian casualties or exacerbate humanitarian crises. It is our hope that France will navigate this challenging period with sensitivity and prudence, mindful of the broader humanitarian implications of its decisions.
