Esteemed Minister Aya Tanaka,

I hope the recent tragedy in Japan won’t diminish your high strength and spirit to serve your nation in this trying time.

Allow me to speak on the behalf of the Republic of Thailand Government and the people of Thailand, I wish to express my deepest condolences to the people of Japan in the recent incident during the New Year Celebration, as we wish to express our condolences to the people of Japan. Thailand and Japan have a sturdy foundation for democratic values and commitment to human rights and dignity. In this grim time, we believe that it is a testament to our resilience and devotion to humanity.

The Thai Government has acknowledged the statement from the Foreign Ministry of Japan regarding their needs for medical personnel assistance and resources. Our administration has conducted a thorough examination of the situation, and we are advising you that we have finalized the decision to send 6,000 medical personnel from our army and another 1,500 Humanitarian volunteers from other branches. We are requesting the authorization to send them to Japanese soil.

The immense amount of this tragedy is nothing but a concern and a declaration of war against humanity. I will be eager to wait for your reply, as the Japanese people's lives are on a threadbare basis.

Your Excellency,

Thank you for your condolences and support, the Japanese nation appreciates these more than you likely can imagine. You are more than correct in stating that those responsible have declared war on all of humanity and this action has made them nothing more than inhuman.

At this stage in time due to the scale of disaster all forms of aid are welcome. We have cleared our airspace to only allow rescue and aid flights and dedicated our airports and airbases to receiving international flights.

I have attached an overview of the locations in order of priority from the Ministry of Health, Labour, and Welfare. Once again thank you for your support.

Esteemed Minister Aya Tanaka,

The Republic of Thailand has commenced the Humanitarian Aid Force to Japan (HAFJ) with the transport of 17 Landing Platform Docks and 3 Frigates for escort. In the light of this, the Thai Government wishes to request the permission form the Japanese Government and as an offer to the safety and stability of Japan that counter-terrorism unit and the intelligence analyst from our Army to assist Japan in its effort during this trying time.

We want to reiterate that such a request for military deployment is not to diminish the sovereign of Japan and its democratic constitution, but as an act of friendship and integrity of human brotherhood where we aid our fellow human friends. Our government shares the Japanese government's stance on zero-tolerance against terrorism and we believe this is an exceptional opportunity for us to combat this atrocious organization.

Your Excellency,

We truly appreciate the aid you have offered already and your offer of aiding with the security challenges. While we do appreciate the offer, we must reject the deployment of independently commanded foreign military forces on Japanese territory. Especially ones engaged in law enforcement operations against Japanese civilians. While the Japanese state has no doubt about the professionalism of Thai special forces, the language barrier and other factors simply create too many risks. Especially because Japanese security forces are already managing to engage the terrorists effectively and on the condition of secrecy I can reveal we are about to capture their leader.

We would be willing to permit Thai forces to act as security for your aid workers provided they are lightly armed and accompanied by the NPA or Prefectural Police who would have the final say on the use of force.
