The Ministry of Foreign Affairs of the Republic of Thailand extends its highest regard to the Ministry of Foreign Affairs and Trade of the Commonwealth of New Zealand and is honored to communicate a proposal on behalf of the Ministry of Defense. In the spirit of deepening bilateral defense cooperation, Thailand offers New Zealand an exclusive opportunity to explore the potential procurement of the First Win Mine-Resistant Ambush Protected (MRAP) vehicle.

The First Win MRAP, developed by Thailand's premier defense cooperative, features cutting-edge technology designed to withstand modern battlefield threats, including mines and improvised explosive devices. As the sole operator of 1,000 units currently in service, Thailand is keen to enhance the defense capabilities of trusted allies. We recognize New Zealand as an esteemed partner and believe that the First Win MRAP would significantly bolster the operational effectiveness of the New Zealand Armed Forces.

Powered by a Cummins diesel engine paired with an Allison 3000 SP automatic transmission, the First Win MRAP achieves speeds of up to 100 km/h. Its advanced design includes powered steering, independent suspension, and run-flat tires, while offering superior protection with STANAG 4569 Level 3 ballistic defense and mine protection up to Level 4A. Additionally, the vehicle is equipped with a Remote-Controlled Weapon System (RCWS), capable of being armed with various weapons such as a 7.62 mm machine gun, a .50 caliber heavy machine gun, or a 40 mm automatic grenade launcher. Its spacious interior accommodates up to ten fully equipped personnel, along with a dedicated driver, ensuring both versatility and effectiveness in the field.

In recognition of our strong relations, the Ministry of Defense offers New Zealand an exclusive price of $500,000 per unit for this robust defense platform. We await with great anticipation your favorable consideration of this proposal and remain committed to fostering mutual defense cooperation for our shared security interests.

With the Polish Office of State Protections continued monitoring of Thai communications channels, the previous communications would have been securely intercepted, categorized by nature of communication, and then filed within secured servers within the headquarters of the OSP for further analysis. Analysts would then carefully comb through any such communications for actionable intelligence before they would be escalated up the chain of command where leadership would look over the results. From there they would determine if the intelligence contained was immediately actionable. Actionable intelligence would be passed along to the Ministry of National Defense and the Council of Ministers where they would decide on the national stance for the information.
