The Ministry of Foreign Affairs of the Republic of Thailand extends its cordial greeting to the Ministry of Foreign Affairs of the Kingdom of Poland.
The Republic of Thailand is writing to the Kingdom of Poland to formally establish a direct and secure line of communication between our respective Ministries of Foreign Affairs. Following the unwarranted actions taken by the Australian Prime Minister to dismiss the Thai Government Secretary from the multinational forum, we have been diligently exploring avenues to maintain communication with our partners regarding the ongoing evacuation campaign.
It is pertinent to highlight that the Thai intelligence community has been collaborating closely with the NIA to establish a secure communication channel with the leader of the Kanak Independence Movement through our human intelligence (HUMINT) efforts. We have become aware that, during a phone call between the Foreign Minister of Thailand and the leader of the Kanak Independence Movement, an unexpected system check interrupted the secure communication, resulting in the an unknown identity eavesdropping on the conversation.
As Poland is a valued ally of Thailand, and given that the NSST 1.0 Architecture has not identified any security breaches beyond the aforementioned incident, we interpret this event as an indication of the our own failure in intelligence gathering around New Caledonia. Concerning the system failure affecting current communications from Thailand, the Republic Government is in the process of upgrading the NSST Architecture from version 1.0 to 1.5. The NSST Architecture 1.5 represents a significant advancement in our national security system, specifically designed to prevent mass and state surveillance by the Republic Government. At present, the Thai Intelligence Community has identified Éloi Declerc as the leader of the Kanak Independence Movement. Declerc, a young adult whose father was killed by French authorities during the initial phase of the revolt two years ago, is known to be perpetually accompanied by at least two guards and harbors a profound disdain for foreigners. The Thai intelligence community is leveraging Thailand’s revolutionary history to create a psychological impact that could potentially make this insurgent leader more amenable to our perspectives.
The Republic Government reaffirms its unwavering commitment to maintaining the status quo in the region. We emphasize that any decision regarding New Caledonia's independence should be determined through a referendum as ordered by the French authorities, adhering to international norms and respecting the principles of self-determination.
