To the Ministry of National Defense of the Kingdom of Poland,

The Office of the Thai Ambassador to the Kingdom of Poland extends its cordial greetings to the Ministry of National Defense of the Kingdom of Poland. In the spirit of our enduring strategic partnership, we wish to discuss recent developments concerning the Polish acquisition of Russian equipment. Following a directive from the Supreme Court of Thailand, our government has been advised to address corruption concerns related to the unauthorized sale of 10 Gepard-class frigates. This advisory opinion underscores the imperative to assess the implications of Russian geopolitical assertiveness, particularly its effects on the international stage and efforts to bolster its economy in the aftermath of its collapse mayhem.

The Republic of Thailand is engaged in providing economic support to the Russian Federation, framed as a compensation package. This measure has become necessary in light of demands from the Russian administration that Thailand adhere to a contract established in 1999, despite its termination following the collapse of two successive Russian administrations. Thailand is committed to promoting a balanced distribution of global power and expresses concern over the possibility that our ally may be subjected to undue pressure from the Russian Federation to meet its contractual demands. In past disputes with Russia, the Russian administration has alleged that Thailand infringed upon its defense exporter's intellectual property rights. While such a claim may align with Russian domestic legal principles, its validity and enforceability on an international stage, especially in relation to sovereign entities, have been subjects of considerable debate for many years.

Thailand harbors the hope that Poland is not embroiled in a potential conflict with the Russian Federation. We aspire that the acquisition of Polish equipment might serve as a catalyst to open borders with Russia, thereby mitigating the prevailing severe economic challenges faced by their nation. In pursuit of broader insight into the global economic climate, we have extended inquiries to the United States, the United Kingdom, and Sweden. Regrettably, the Ministry of Foreign Affairs awaits responses from these engagements.

It is important to underscore that Thailand's advice is offered in a spirit of non-binding goodwill, motivated by a sincere concern for the well-being of individuals in Russia. Should Poland find itself navigating a potential dispute with Russia, our earnest hope is for our ally to engage in diplomatic and peaceful interactions with the Russian Federation.
