Dear Minister Borusewicz,

I hope this message finds you well. I am writing to you today on behalf of the Government of Thailand to express our strong interest in establishing a formal and friendly relationship with Poland. Our goal is to deepen our economic ties and create new opportunities for collaboration between our two great nations. We believe Poland is a critical partner for Thailand, with a dynamic and growing economy, strong cultural ties, and a shared commitment to democracy and human rights. As such, we would like to initiate contact with you through diplomatic missions, trade missions, and cultural exchanges to explore opportunities for cooperation and understanding.

I want to highlight that Thailand has recently invested $20 billion in the Mass Rapid System in Bangkok, which has revolutionized public transportation in our city. We are planning another $16 billion infrastructure project called the Double-Track Railway Initiative Projects that will construct and upgrade over 5,500 kilometers of railway. We believe that these investments demonstrate our commitment to developing world-class infrastructure that can drive economic growth and create new opportunities for trade and investment.

We are eager to learn more about Poland's economic priorities and explore ways we work together to promote greater economic cooperation between our countries. We believe that our shared values and commitment to excellence make us ideal partners in this endeavor. Greetings Ambassador,

First I would like to congratulate you on your appointment as Ambassador to Poland. We here at the Ministry of Foreign Affairs looked forward to working with in the the coming days, months, and years.

Unfortunately Minister Borusewicz is current indisposed and I have been assigned to take care of his work load while he is out of the office. But I speak for the both of use when I say that Poland is looking forward establishing Diplomatic Relations with the Thai government. I'm afraid to say, besides Korea and Vietnam, we have had little diplomatic communication with Asia as a whole. And for that we apologize for neglecting our cousins in the east.
Poland has been a long time proponent for educational exchange programs, started with our friendship with Korea some time ago, and feel that Poland would benefit greatly from such a program with Thailand, who would bring unique cultural, religious, and economic diversity to your nation and its citizens. We also feel Thailand has began to become a powerhouse within the Asian continent and would be a great honor for Poland to begin a friendship with you. We feel Thailand will become a major powerhouse within the coming months and years, easily surpassing the Chinese, and we wish to assist Thailand in this endeavor, if that is the goal.

Like Thailand, Poland has recently began the undertaking of a $1 billion dollar project to begin modernizing of Poland's rail systems to be within the 21st century. We have also undergone a $1 Billion dollar Healthcare modernization program a few years ago that will enter the second phase shortly. We have also assisted the Vietnamese Government in a $2 billion dollar telecommunications project that modernized their telephone lines, cell phone towers, and internet infrastructure.
As for our goals of economic priorities, we wish to promote economic cooperation throughout Europe, focusing on the often repressed Eastern Europe first. We have made some headway there with our sister nation Ukraine as well as Serbia and Bosnia. We have made some attempts with Western Europe with Germany and Ireland. We have also made attempts into cooperation with the African continent with the Empire of the Congo. Our main goal with foreign relations is to insure citizens of the world are well cared and provided for. While governments may bicker and fight, the common man should not be punished for those transgressions.

We agree that our shared values and commitment to excellence make us ideal partners in these trying times and we look forward to establishing a burgeoning friendship with the Land of Smiles.

Attached is a preliminary copy of a Memorandum of Understanding for Educational Cooperation we wish for the Thai Government to look over and decide if it is something they wish to become apart of.

Treaty on Establishing a Comprehensive Strategic Partnership and Framework for Enhanced Cooperation between the Republic of Thailand and the Kingdom of Poland


Preamble

The Government of the Republic of Thailand and the Government of the Kingdom of Poland (hereinafter referred to as the "Parties");

Deeply appreciative of the rich historical ties, shared values, and common aspirations that bind the two nations and their peoples, and recognizing that these connections form the basis for a strong and enduring friendship;

Inspired by the determination to build upon the existing relationship and to elevate the level of cooperation between the two countries to new heights, to foster a mutually beneficial partnership that advances the interests of both nations and contributes to regional and global peace, stability, and prosperity;

Mindful of the need to adapt and respond to the changing international environment, characterized by complex and multifaceted challenges, as well as emerging opportunities, and acknowledging that closer collaboration between the Parties is essential to effectively address such challenges and capitalize on opportunities for the benefit of their peoples;

Reaffirming their commitment to the principles of the Charter of the Global Assembly, the Universal Declaration of Human Rights, the Vienna Convention on Diplomatic Relations, the Vienna Convention on Consular Relations, and other relevant international instruments and norms, as well as to the promotion of democracy, good governance, the rule of law, and respect for human rights and fundamental freedoms;

Recognizing the importance of a comprehensive strategic partnership based on mutual respect, trust, understanding, and shared interests, and aspiring to create a solid and concrete foundation for the very relationship that will prevail for both Parties in the future, making them trustful allies and internationally recognized partners;

Convinced that the establishment of a Comprehensive Strategic Partnership and Framework for Enhanced Cooperation will serve to strengthen the political, economic, social, cultural, educational, scientific, technological, environmental, and security ties between the two countries, and will contribute to the realization of their shared goals and objectives;

Desiring to further intensify the dialogue and consultation mechanisms between the Parties, to facilitate the exchange of views, experiences, and best practices, as well as to promote mutual learning and understanding, and to identify new areas and opportunities for cooperation;

Emphasizing the need to enhance people-to-people contacts and cultural exchanges, to foster a sense of mutual affinity, respect, and friendship, and to promote the values of tolerance, diversity, and intercultural understanding;

Determined to work together in pursuit of common objectives within the framework of regional and international organizations, and to actively support the efforts aimed at promoting multilateralism, global governance, and the effective functioning of the international rules-based order;

Committed to promoting sustainable development, environmental protection, and the responsible use of natural resources, and recognizing the importance of international cooperation in addressing global challenges, such as climate change, biodiversity loss, poverty, inequality, and infectious diseases;

Have agreed as follows:

Article I
Principle

1. The Parties shall establish a Comprehensive Strategic Partnership and Framework for Enhanced Cooperation based on the following principles:

a. Mutual respect's sovereignty, territorial integrity, and political independence, recognizing that the observance of these principles is essential for the peaceful coexistence and harmonious relations between nations;

b. Non-interference in each other's internal affairs, respecting the right of each Party to choose its own political, economic, social, and cultural systems, in accordance with the will of its people and in conformity with the principles of the Charter of the Global Assembly and other relevant international instruments and norms;

c. Equality and mutual benefit, ensuring that the relationship between the Parties is characterized by a spirit of partnership, shared responsibility, reciprocity, and the pursuit of common objectives, in order to promote the well-being and prosperity of their peoples;

d. Peaceful resolution of disputes, committing to address any differences that may arise between the Parties through dialogue, negotiation, and other peaceful means, in accordance with the principles of the Charter of the Global Assembly and international law;

e. Promotion of trust, transparency, and confidence-building measures, recognizing that the fostering of mutual understanding and goodwill is essential for the development of a stable, enduring, and productive relationship between the Parties;

f. Cooperation and coordination in regional and international fora, acknowledging the importance of working together in the pursuit of shared goals and objectives within the framework of multilateral institutions, as well as in addressing global challenges and opportunities;

g. Respect for human rights and fundamental freedoms, upholding the principles enshrined in the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, and other relevant international instruments and norms, and committing to the protection and promotion of the rights of all individuals, without distinction of any kind;

2. The Parties shall uphold the purposes and principles of the Charter of the Global Assembly, the Universal Declaration of Human Rights, and other relevant international instruments and norms, including but not limited to:

a. The principles of sovereign equality of states, good faith, and the peaceful settlement of disputes;

b. The promotion of friendly relations and cooperation among states, based on respect for the principle of equal rights and self-determination of peoples, and the obligation not to threaten or use force against the territorial integrity or political independence of any state;

c. The respect for and promotion of human rights and fundamental freedoms for all, without distinction as to race, sex, language, or religion;

d. The commitment to the rule of law, both at the national and international levels and the maintenance of international peace and security, in accordance with the principles of justice and international law;

e. The promotion of social progress and better standards of life in larger freedom, including through the achievement of the Sustainable Development Goals and other internationally agreed development objectives;

f. The protection and preservation of the environment, and the promotion of sustainable development, in recognition of the interdependence between the well-being of present and future generations and the health and productivity of the planet;

g. The support for the strengthening of international cooperation, the enhancement of the role and authority of the Global Assembly, and the promotion of multilateralism, global governance, and the international rule of law.

Article II
Political Cooperation

1. The Parties shall enhance high-level exchanges and visits, including but not limited to meetings between their respective Heads of State, Heads of Government, Ministers, and other high-ranking officials, parliamentary exchanges, and consultations between relevant governmental bodies, with the aim to:

a. Strengthen political dialogue, mutual trust, and understanding between the Parties;

b. Identify new areas and opportunities for cooperation, and formulate joint strategies and initiatives to advance shared interests and objectives;

c. Enhance coordination and collaboration on regional and global issues of mutual concern, and promote common positions and actions within regional and international organizations and fora;

2. The Parties shall hold regular consultations and dialogues on regional and global issues of mutual interest, including at the level of Permanent Representatives to the Global Assembly, and other relevant international fora, with a view to:

a. Exchanging views and assessments on political, economic, social, and security developments, as well as on emerging trends and challenges in their respective regions and the world at large;

b. Identifying areas of convergence and divergence in their respective positions, and exploring ways to bridge differences and forge a common understanding on issues of shared concern;

c. Coordinating their actions and initiatives in the framework of regional and international organizations and processes, in order to advance their shared goals and objectives, and to promote peace, stability, and prosperity in their respective regions and the world;

3. The Parties shall cooperate in the fight against terrorism, organized crime, corruption, and other threats to peace, security, and stability, by:

a. Sharing information, intelligence, and best practices, as well as conducting joint investigations, capacity-building initiatives, and training programs, as appropriate;

b. Strengthening legal frameworks, institutions, and mechanisms for the prevention, detection, investigation, prosecution, and punishment of acts of terrorism, organized crime, corruption, and other threats, in accordance with their respective national laws and international obligations;

c. Enhancing collaboration between their respective law enforcement agencies, intelligence services, and other relevant institutions, with a view to strengthening their collective ability to prevent, combat, and address such threats, in a manner consistent with the rule of law, human rights, and fundamental freedoms;

4. The Parties shall work together to promote democracy, good governance, the rule of law, and respect for human rights and fundamental freedoms, by:

a. Exchanging experiences, best practices, and lessons learned in the fields of democratic governance, electoral processes, constitutional reforms, human rights protection, and the strengthening of the rule of law;

b. Supporting initiatives aimed at strengthening the capacities of public institutions, civil society organizations, and other relevant stakeholders, in order to enhance their ability to promote and protect democracy, good governance, the rule of law, and human rights;

c. Collaborating in regional and international organizations and fora, with a view to advancing the promotion and protection of democratic principles, good governance, the rule of law, and human rights, and supporting the efforts of other countries in their democratic transitions and consolidation processes.

Article III
Economic Cooperation

1. The Parties shall promote trade and investment liberalization and facilitation, with the aim to:

a. Enhance the flow of goods, services, and capital between the two countries, and create new opportunities for economic growth, job creation, and sustainable development;

b. Foster closer economic ties and interdependence between the Parties, as well as facilitate their integration into regional and global value chains;

c. Support the development and diversification of their respective economies, with a view to increasing their competitiveness, resilience, and capacity to respond to emerging challenges and opportunities;

The Parties shall enhance the role of the private sector in the bilateral economic relationship, and encourage the establishment of business-to-business contacts, joint ventures, public-private partnerships, and other forms of cooperation, with a view to:

a. Stimulating innovation, entrepreneurship, and the transfer of knowledge, technology, and best practices between the Parties;

b. Promoting the expansion of trade, investment, and business ties between their respective enterprises, particularly small and medium-sized enterprises (SMEs), and facilitating their access to new markets, technologies, and resources;

c. Supporting the growth and development of strategic sectors and industries, including but not limited to the digital economy, green technologies, renewable energy, advanced manufacturing, and life sciences;

2. The Parties shall work together to improve the business environment, create a favorable climate for investment, and ensure the protection of intellectual property rights, by:

a. Strengthening legal frameworks, regulatory regimes, and institutional capacities related to trade, investment, and intellectual property protection, in accordance with their respective national laws and international obligations;

b. Promoting transparency, predictability, and consistency in the application of laws, regulations, and procedures affecting trade and investment, and ensuring that such measures are proportionate, non-discriminatory, and consistent with the principles of due process and the rule of law;

c. Facilitating the resolution of disputes between investors and host states, as well as between enterprises, through the establishment of efficient, fair, and transparent dispute settlement mechanisms, and the promotion of alternative dispute resolution methods, such as mediation and arbitration;

3. The Parties shall cooperate in the fields of agriculture, food security, tourism, infrastructure development, transportation, and logistics, with the aim to:

a. Enhance their respective capacities to achieve food security, sustainable agricultural production, and rural development, through the exchange of expertise, technology, and best practices, as well as the promotion of joint research, innovation, and capacity-building initiatives;

b. Foster the sustainable development of the tourism sector, and promote the diversification of tourism products and services, through the enhancement of cultural, historical, natural, and other attractions, as well as the improvement of infrastructure, connectivity, and human resources;

c. Support the planning, financing, and implementation of infrastructure projects, in areas such as transportation, energy, water, and telecommunications, with a view to enhancing the connectivity, competitiveness, and resilience of their respective economies, and to promoting sustainable development and regional integration;

4. The Parties shall work together to promote regional economic integration and support the implementation of the 2015 Agenda for Sustainable Development, by:

a. Strengthening their cooperation within the framework of regional and international organizations and initiatives, with a view to advancing the goals of economic integration, liberalization, and development;

b. Supporting the efforts of developing countries, particularly least developed countries and small island developing states, to achieve their sustainable development goals,

Article IV
Social and Cultural Cooperation

1. The Parties shall encourage people-to-people exchanges, with the aim to:

a. Foster mutual understanding, friendship, and respect between their peoples, and promote the appreciation of their respective cultures, traditions, and values;

b. Strengthen ties between their respective civil society organizations, academic institutions, youth organizations, and other relevant stakeholders, in order to facilitate the exchange of ideas, experiences, and best practices on a wide range of issues of mutual interest;

c. Support the organization of cultural events, exhibitions, performances, festivals, film screenings, book fairs, and other initiatives that showcase the richness and diversity of their respective cultural heritages, as well as the creativity and talent of their artists, writers, and performers;

2. The Parties shall enhance cooperation in the field of education, by:

a. Promoting student exchanges, academic cooperation, joint research projects, and the establishment of partnerships between their respective educational institutions, with a view to enhancing the quality, relevance, and accessibility of education at all levels, and to fostering the development of human capital and innovation capacity;

b. Supporting the development of vocational education and training (VET) programs, internships, apprenticeships, and other initiatives aimed at improving the employability of their respective youth, and at addressing the skills mismatches and labor market needs of their economies;

c. Encouraging the mobility of faculty members, researchers, and administrators, as well as the sharing of teaching materials, curricula, and innovative pedagogical approaches, in order to enhance the quality and effectiveness of their respective educational systems;

3. The Parties shall support the development of language learning and cultural exchange programs, with a focus on the Thai and Polish languages and cultures, by:

a. Encouraging the teaching and learning of the Thai and Polish languages in their respective educational institutions, and supporting the establishment of language centers, libraries, and other resources that facilitate the access to and dissemination of language learning materials and opportunities;

b. Promoting the exchange of artists, writers, scholars, and other cultural professionals, as well as the organization of joint artistic, literary, and scholarly projects, with a view to deepening the understanding and appreciation of their respective languages, literature, and cultural expressions;

c. Supporting the translation, publication, and dissemination of literary works, scholarly texts, and other cultural materials, in order to enhance the visibility and accessibility of their respective cultural heritages and contemporary cultural productions;

4. The Parties shall work together to promote gender equality, social inclusion, and the protection of the rights of vulnerable groups, including children, persons with disabilities, and migrants, by:

a. Exchanging experiences, best practices, and lessons learned in the design, implementation, monitoring, and evaluation of policies, programs, and initiatives aimed at addressing discrimination, inequality, and exclusion, and at promoting the full and equal enjoyment of human rights and fundamental freedoms by all individuals, regardless of their sex, age, race, ethnicity, religion, disability, or other status;

b. Supporting the capacity-building of public institutions, civil society organizations, and other relevant stakeholders, in order to enhance their ability to develop, implement, and monitor effective policies, programs, and initiatives in the areas of gender equality, social inclusion, and the protection of vulnerable groups;

c. Collaborating in regional and international organizations and fora, with a view to advancing the promotion and protection of the rights of women, children, persons with disabilities, and other vulnerable groups, and to support the efforts of other countries in their pursuit of social justice, equality, and human dignity.

Article V
Scientific, Technological, and Environmental Cooperation

1. The Parties shall promote cooperation in science, technology, and innovation, with the aim to:

a. Advance the frontiers of knowledge, and contribute to the development and application of new technologies, products, and services that address the needs and priorities of their respective societies and economies;

b. Foster the exchange of scientists, experts, researchers, and students, as well as the sharing of scientific information, data, resources, and best practices, with a view to enhancing the quality, impact, and relevance of their respective scientific and technological research and innovation ecosystems;

c. Support the organization of joint research projects, conferences, workshops, training programs, and other initiatives that facilitate collaboration, networking, and capacity-building in areas of mutual interest, including but not limited to health, energy, agriculture, transportation, and materials science;

2. The Parties shall collaborate in the fields of information and communication technology, space exploration, and the development and application of advanced technologies for peaceful purposes, by:

a. Strengthening their cooperation in the design, development, deployment, and operation of information and communication technology (ICT) infrastructure, applications, and services, with a view to enhancing the digital connectivity, resilience, and security of their respective societies and economies;

b. Supporting joint initiatives and partnerships in the field of space exploration, including the development and launching of satellites, the establishment and operation of ground-based facilities, and the conduct of scientific research, experiments, and missions, in accordance with their respective national laws and international obligations;

c. Encouraging the development and application of advanced technologies, such as artificial intelligence, robotics, nanotechnology, and biotechnology, for peaceful purposes, and promoting the responsible and ethical use of such technologies, in order to maximize their benefits and minimize their risks and unintended consequences;

3. The Parties shall enhance cooperation in the field of environmental protection, with the aim to:

a. Address the causes and consequences of climate change, biodiversity loss, and other environmental challenges, through the development and implementation of policies, programs, and projects that promote the transition towards low-carbon, resource-efficient, and sustainable economies and societies;

b. Strengthen their capacities to monitor, assess, and manage environmental risks and impacts, including those related to natural disasters, pollution, and resource depletion, through the exchange of expertise, technology, and best practices, as well as the promotion of joint research, innovation, and capacity-building initiatives;

c. Collaborate in regional and international organizations and fora, with a view to advancing the global agenda on sustainable development, climate action, and environmental protection, and to support the efforts of other countries in their pursuit of environmental sustainability, resilience, and justice;

4. The Parties shall work together to promote the integration of scientific, technological, and environmental considerations into their respective policy-making processes, and to foster the development of evidence-based, participatory, and transparent approaches to decision-making, by:

a. Enhancing the role of scientific, technological, and environmental expertise, research, and assessment in the formulation, implementation, monitoring, and evaluation of policies, programs, and projects, at all levels of government and across all sectors of their respective societies and economies;

b. Encouraging the engagement of civil society, academia, the private sector, and other relevant stakeholders in the development and dissemination of scientific, technological, and environmental knowledge, as well as in the identification and implementation of innovative solutions to the challenges facing their respective societies and economies;

c. Supporting initiatives aimed at strengthening the capacities of public institutions, civil society organizations, and other relevant stakeholders, in order to enhance their ability to generate, use, and share scientific, technological, and environmental

Article VI
Security Cooperation

1. The Parties shall enhance cooperation in the field of defense and security, with the aim to:

a. Strengthen their respective defense capabilities, interoperability, and readiness, through regular high-level dialogues, joint military exercises, training programs, and capacity-building initiatives, while respecting their respective national laws and international obligations;

b. Foster mutual trust, transparency, and confidence-building measures between their respective defense and security institutions, including through the exchange of visits, information, and experiences, as well as the establishment of consultative mechanisms and communication channels to prevent and manage incidents and crises;

c. Promote cooperation in defense technology, research, development, and procurement, including through the facilitation of partnerships and collaboration between their respective defense industries, research institutions, and other relevant stakeholders;

2. The Parties shall work together to address non-traditional security threats, by:

a. Enhancing their cooperation in the fight against cybercrime, through the exchange of information, expertise, and best practices, as well as the development and implementation of joint initiatives aimed at improving their respective cyber defenses, resilience, and capabilities to prevent, detect, investigate, and prosecute cyber threats;

b. Collaborating to combat piracy, illegal fishing, and other maritime security threats, through the strengthening of their respective maritime domain awareness, law enforcement, and search and rescue capacities, as well as the promotion of regional and international cooperation and coordination mechanisms;

c. Cooperating to address the illegal trafficking of drugs, weapons, and human beings, by strengthening their respective capacities to prevent, detect, investigate, and prosecute such crimes, and by promoting the exchange of information, intelligence, and best practices, as well as the provision of technical assistance and capacity-building support to other countries affected by these challenges;

3. The Parties shall cooperate in the field of disaster risk reduction and management, with the aim to:

a. Improve their respective capacities to prevent, prepare for, respond to, and recover from natural and man-made disasters, through the sharing of information, technology, and best practices, as well as the development and implementation of joint initiatives, projects, and programs;

b. Enhance their cooperation in the provision of humanitarian assistance and disaster relief, including through the establishment of coordination mechanisms, the development of joint capabilities, and the facilitation of rapid and effective responses to disasters affecting their respective territories or other countries in need;

c. Support the development and dissemination of disaster risk reduction and management knowledge, expertise, and tools, in order to build the capacities and resilience of their respective societies, economies, and ecosystems, as well as to contribute to regional and global efforts to reduce disaster risk and promote sustainable development;

4. The Parties shall support international efforts to prevent the proliferation of weapons of mass destruction and their means of delivery and to promote disarmament, arms control, and non-proliferation, by:

a. Complying with their respective obligations under the relevant international instruments and Global Assembly resolutions, and cooperating in the implementation, verification, and enforcement of such instruments and resolutions, as well as in the development of new norms and mechanisms, as appropriate;

b. Enhancing their respective capacities to detect, interdict, investigate, and prosecute the illicit transfer, trafficking, and brokering of weapons of mass destruction, their means of delivery, and related materials, technologies, and know-how, as well as the financing and support of proliferation activities;

c. Promoting dialogue, cooperation, and confidence-building measures between their respective defense, security, and non-proliferation communities, as well as with other countries and regional and international organizations, in order to address the threats and challenges posed by the proliferation of weapons of mass destruction

Article VII
Regional and International Cooperation

1. The Parties shall support each other's active participation in regional and international organizations, with the aim to:

a. Strengthen their respective roles and contributions to regional and international peace, stability, development, and cooperation, as well as enhance their mutual understanding, coordination, and collaboration on issues of common concern and interest;

b. Promote dialogue, confidence-building, and conflict prevention and resolution mechanisms within and between regional and international organizations, in order to address the root causes and consequences of disputes, tensions, and crises, and to foster a more inclusive, secure, and resilient international environment;

2. The Parties shall collaborate in promoting regional peace, stability, and development, by:

a. Supporting the efforts of regional organizations and initiatives, such as enhancing their respective capacities, coherence, and effectiveness in addressing the challenges and opportunities facing their respective regions and the broader international community;

b. Encouraging the development of regional norms, principles, and instruments, that reflect the diversity, aspirations, and needs of their respective regions, and that contribute to the promotion of human rights, democracy, rule of law, good governance, sustainable development, and regional integration;

c. Facilitating the exchange of experiences, best practices, and lessons learned between their respective regions, in order to foster mutual learning, innovation, and cooperation, as well as to support the efforts of other countries and regions in their pursuit of peace, stability, and development;

3. The Parties shall cooperate in addressing global challenges, such as climate change, poverty, and infectious diseases, by:

a. Developing and implementing joint initiatives, projects, and programs, that contribute to the achievement of the 2015 Agenda for Sustainable Development, the Paris Agreement on Climate Change, and other relevant international commitments and frameworks;

b. Supporting the efforts of the Global Assembly, the World Health Organization, the World Bank, and other international organizations and initiatives, in their respective roles and mandates to address these challenges, and in their promotion of global norms, principles, and instruments that foster equity, resilience, and sustainability;

c. Enhancing their respective capacities to generate, use, and share knowledge, expertise, technology, and resources, in order to address these challenges, and to support the efforts of other countries and regions in their pursuit of global public goods, solidarity, and justice;

Article VIII
Regional and International Cooperation

1. The Parties shall establish a Joint Committee, co-chaired by their respective Ministries of Foreign Affairs, with the aim to:

a. Oversee the implementation of this Memorandum of Understanding, ensuring that the provisions herein are effectively translated into concrete initiatives, projects, and programs that advance their mutual objectives and interests;

b. Review progress on a regular basis, in order to assess the outcomes, impacts, and sustainability of their cooperation, and to identify lessons learned, best practices, and opportunities for improvement, innovation, and scaling-up;

c. Provide strategic guidance, coordination, and support to their respective stakeholders and partners involved in the implementation of this Memorandum of Understanding, in order to foster synergies, complementarities, and coherence, and to avoid duplication, fragmentation, and inconsistencies;

2. The Joint Committee shall hold annual meetings, alternating between Thailand and Poland, and shall:

a. Establish sub-committees or working groups, as necessary, to facilitate cooperation in specific areas, with a view to enhancing the effectiveness, efficiency, and adaptability of their cooperation, as well as to responding to emerging issues, challenges, and opportunities;

b. Encourage the participation of representatives from their respective government agencies, civil society, academia, private sector, and other relevant stakeholders, in the meetings and activities of the Joint Committee, sub-committees, and working groups, in order to promote inclusiveness, transparency, and accountability, as well as to enhance the quality, relevance, and ownership of their cooperation;

c. Exchange information, experiences, and best practices, as well as monitor and evaluate the performance, results, and impacts of their cooperation, by using evidence-based, participatory, and transparent approaches to data collection, analysis, and reporting;

3. The Joint Committee may hold extraordinary meetings or convene in a virtual format, as deemed necessary, by mutual agreement between the Parties, in order to address urgent matters or to respond to unforeseen circumstances or opportunities that may affect the implementation of this Memorandum of Understanding.

4. The Parties may, by a mutual written agreement, amend, supplement, or modify this Memorandum of Understanding, as deemed necessary to enhance their cooperation, by:

a. Taking into account the evolving nature of their respective needs, priorities, and capacities, as well as the changing regional and international context, and the lessons learned, best practices, and innovations emerging from their cooperation;

b. Ensuring that any amendments, supplements, or modifications to this Memorandum of Understanding are consistent with their respective national laws and international obligations, and are conducted through a transparent, inclusive, and consultative process that involves their respective stakeholders and partners;

c. Communicating any amendments, supplements, or modifications to this Memorandum of Understanding to their respective government agencies, civil society, academia, private sector, and other relevant stakeholders, in order to facilitate their understanding, compliance, and adaptation to the changes introduced, as well as to promote their continued engagement, support, and ownership of their cooperation.

Article IX
Regional and International Cooperation

1. Entry into Force: This Memorandum of Understanding shall enter into force on the date of its signature by both Parties, subject to the completion of their respective internal legal procedures, and upon the exchange of diplomatic notes confirming such completion. The Parties shall notify each other in writing of the completion of their respective internal legal procedures.

2. Duration:

a. This Memorandum of Understanding shall remain in force for a period of five (5) years from the date of its entry into force unless otherwise agreed upon by the Parties in writing;

b. This Memorandum of Understanding shall be automatically renewable for successive periods of five (5) years, unless one of the Parties notifies the other Party in writing of its intention not to renew, at least twelve (12) months before the expiration of the current period;

c. Any amendments, supplements, or modifications to this Memorandum of Understanding shall not affect its duration unless expressly agreed upon by the Parties in writing.

3. Termination:

a. Either Party may terminate this Memorandum of Understanding by giving six (6) months' written notice to the other Party, specifying the reasons for termination and proposing, if applicable, alternative arrangements for their cooperation;

b. The termination of this Memorandum of Understanding shall not affect the validity or duration of any ongoing projects, programs, or activities undertaken pursuant to this Memorandum of Understanding unless otherwise agreed upon by the Parties in writing;

c. The termination of this Memorandum of Understanding shall not affect the rights and obligations of the Parties under other bilateral, regional, or international agreements, treaties, or conventions to which they are both parties or under customary international law.

4. Post-Termination:

a. The Parties shall continue to implement any ongoing projects, programs, or activities undertaken pursuant to this Memorandum of Understanding until their completion unless otherwise agreed upon by the Parties in writing;

b. The Parties shall, within a reasonable period following the termination of this Memorandum of Understanding, settle any outstanding issues, claims, or disputes arising from their cooperation, in accordance with the provisions of this Memorandum of Understanding, and in the spirit of good faith, mutual respect, and amicable negotiation;

c. The Parties shall, following the termination of this Memorandum of Understanding, maintain their commitment to the principles, objectives, and values enshrined herein, and shall continue to explore opportunities for collaboration, partnership, and dialogue in the areas of mutual interest, at the bilateral, regional, or international levels, in line with their respective national interests, priorities, and capacities.

IN WiITNESS WHEREOF, the undersigned, being duly authorized by their respective Governments, have signed this Memorandum of Understanding.

Done in duplicate at Warsaw, on this 8th of March, 2002, in the Thai, Polish, and English languages, all texts being equally authentic. In case of any divergence in interpretation, the English text shall prevail.

Your message did indeed find us in good health and high spirits here at the Foreign Affairs Ministry. We hope that this message finds you and yours in the same manner. We here in Poland share your enthusiasm for the coming months and are truly blessed that you have enjoyed your time within Poland so far. Like Thailand, Poland is a country ripe with history and culture and one day hope that Thai and Poles can share with each other their respective rich history and culture.

We appreciate Thailand recognizing our attempts at bettering the lives of our citizens and the citizens of the world. We would like to offer our own recognition on Thailand's part for doing the same. We have seen the news regarding the projects that Thailand has undertaken recently. Such as the Disaster Recovery & Resilience planning, the Water Supply development and improvement, and the Sustainable Energy Pilot Program. While we are sure there are probably projects being undertaken that are not open to the public, these few we listed go to show that Thailand truly does want the best for her people and His Majesty would like to wish the Thai people the best in the coming months.

I have taken the time to read over the MOU you have sent to my office and when I say it it is a beautifully written document, it does not do it justice. As a precaution, I sent a copy to His Majesty, the King of Poland, who was onboard with this proposed MoU. The proposed partnership and framework for enhance cooperation between the Kingdom of Poland and the Republic of Thailand is something my government is very much looking forward to proceeding with. His Majesty has signed of on the MoU and would like to inquire about having the Thai Government being hosted within Warsaw to sign a physical document so that the world may see that Thailand and Poland stand together. Or conversely, His Majesty has expressed interest in being hosted within Bangkok to have the signing.

We are gladdened to hear that Thailand is as eager for this burgeoning friendship to blossom as we are. We are all in agreement that the signing of this document will be the beginning a new era of friendship between our people and assist in setting a standard for the other nations of the world to follow. I would like to offer my congratulations on such an honor. It would be our honor to host the signing ceremony two weeks from today, at the end of April. We believe hosting the signing ceremony in the open air outside the Royal Castle within the Castle Square would allow as many people to witness the signing as possible. Does this venue suit you? We are acceptable to hosting it within the Royal Castle itself if a warmer environment is more desirable.

As for the ceremony itself, we understand that a large portion of Thailand's population is Buddhist and would like to offer the opportunity for a Bikkhu to bless the Ceremony as well as one of our Catholic Priests. In an attempt show the world that religion should bring people together not tear them apart. The idea was also floated around to have two Thai military jets fly alongside two Polish jets over the ceremony at the time of signing performing what is known as a break out where all four aircraft transition to separate directions over the spectator area. It is felt that it will show a dedication to Article VI of the Memorandum of Understanding. If this is acceptable, we can have the aircraft arrive as soon as possible to begin the cooperative training between our pilots and aircraft. If transportation is difficult, we can offer the use of our transportation wing and a C-5 Galaxy to assist in transferring the Aircraft.

Our hearts are warmed with the appreciation that you have shown us here at the Ministry of Foreign Affairs. We are glad that we have been able to satisfy your government in such a way.

As for the transportation needs, I have been in contact with our own Ministry of National Defense and we have assigned a C-5A Galaxy to transport the two aircraft as well as a Tupolev Tu-154 to transport your pilots, their support personnel such as mechanics, their family members so they can witness this historic moment, and the aforementioned religious personnel. There is a capacity of one hundred and fourteen for the Tu-154 and we will be waving visa requirements for these honored guests until our governments have been able to better discuss the movement of our citizens between nations. They will still need to provide a form of identification so that a proper manifest can be maintained.

To ensure timely arrival of the aircraft from Thailand to Poland, we have been informed to make sure the aircraft have had their fuel tanks empties, wings and tail section removed. The aircraft flight plan shall be sent once the aircrew and pilots have been rested and prepared for the nearly seventeen hour flight.

Dearest Deputy Minister Dudek,

The news of your warm and heartfelt response has brightened the day at the Thai Embassy, and we are deeply grateful for the generosity and understanding you have extended to us. Your attention to detail and tireless efforts to ensure a successful and historic partnership between our two nations have not gone unnoticed, and we are honored to work alongside you and your esteemed colleagues.

Per your message, I would like to confirm the specifications and numbers for the deployment, including aircraft, personnel, family members, and religious personnel. The two F-16 AM Block 20 MLU aircraft will be transported by the C-5A Galaxy, and we will ensure that the fuel tanks are emptied, and the wings and tail sections are removed for ease of transportation. Our technicians will oversee this process, ensuring that the aircraft is prepared for reassembly upon arrival in Poland.

For the deployment, we will be sending the following personnel:

1. Two pilots for the F-16 AM Block 20 MLU aircraft.
2. Two Crew Chiefs, responsible for the overall maintenance and preparation of the aircraft.
3. Four Avionics Technicians, ensure that the communication, navigation, and other electronic systems function properly.
4. Four Aircraft Maintenance Technicians, are responsible for the general maintenance and repair of the aircraft.
5. Six Weapons Load Crew members, responsible for loading, unloading, and arming the aircraft with various munitions.
6. Four Ground Support Crew members, are responsible for the operation and maintenance of ground support equipment.
7. One Flight Line Supervisor, overseeing the maintenance activities on the flight line.

In addition to the military personnel, we will also be sending a Buddhist Bikkhu to bless the ceremony, as well as the family members of the pilots and key personnel. The total number of personnel, including family members and religious personnel, is within the capacity of the Tu-154 aircraft provided by your esteemed government.

We appreciate the waiver of visa requirements for our honored guests and will ensure that all individuals provide proper identification for the maintenance of a manifest. We are eagerly looking forward to the ceremony and the strengthening of our friendship with the Kingdom of Poland.

Once again, I extend my deepest gratitude for your unwavering support and commitment to this historic partnership.
