The Ministry of Foreign Affairs of the Socialist Republic of Thailand presents its compliments to the esteemed Department of State of the Portuguese Republic and avails itself of this opportunity to convey its most sincere sentiments of goodwill and respect.

It is with considerable satisfaction that the Ministry acknowledges the enduring positive characterization of bilateral relations between the Socialist Republic of Thailand and the Portuguese Republic, as reflected in the informational resources of the Department of State, particularly following the recent general election in Portugal. While fully respecting the internal review processes of the Portuguese Government concerning its foreign relations, the Ministry of Foreign Affairs of Thailand firmly believes that the Socialist Republic of Thailand and the Portuguese Republic stand as natural partners, united by a shared dedication to the tenets of democracy, the fundamental principles of human rights, and the pursuit of peaceful coexistence on the global stage.

As the international community advances into the year 2006, the imperative for sustained positive momentum in international partnerships remains paramount. Thailand and Portugal, with their established history of constructive engagement, are uniquely positioned to contribute meaningfully to this global endeavor, guided by a mutual commitment to the prosperity and well-being of our respective peoples. It is the considered view of the Ministry that a more robust and deepened partnership between our two nations would serve not only our bilateral interests but also contribute substantively to the collective progress of the international community.

In this spirit of enhanced collaboration, the Ministry of Foreign Affairs of Thailand respectfully suggests the possibility of the Department of State, or the Government of Portugal, graciously hosting His Excellency Mr. Chuan Leekpai, Secretary to the Government of Thailand, on February 1, 2006. Such a meeting would afford an invaluable opportunity for direct and productive dialogue between high-ranking representatives of our governments. The Socialist Republic of Thailand envisages this potential exchange as being grounded in the principles of mutual respect, reciprocal understanding, and the utmost transparency, with the aim of exploring avenues for further cooperation.

The Ministry of Foreign Affairs of the Socialist Republic of Thailand looks forward to the favor of a diplomatic response from the Portuguese Republic and reiterates the assurances of its highest consideration for the Portuguese nation and its distinguished citizenry.​

The Department of State of the Portuguese Republic acknowledges and extends its regards to the Ministry of Foreign Affairs of the Socialist Republic of Thailand. Portugal values diplomatic engagement and remains committed to constructive dialogue with all nations in pursuit of mutual understanding and international stability.

We note the Ministry's expressed interest in furthering bilateral ties and the proposed visit of His Excellency Mr. Chuan Leekpai. While Portugal continues to assess its evolving foreign policy priorities following the recent general election, our administration is currently engaged in an extensive review of its diplomatic engagements and strategic partnerships worldwide. Given the scheduling constraints of key officials and ongoing governmental initiatives, it is unfortunately not possible to accommodate an official visit on February 1, 2006.

However, Portugal remains open to continued diplomatic exchanges through alternative arrangements. To facilitate discussions in a timely manner, we propose:

  1. A video conference between senior officials from the Ministry of Foreign Affairs of Thailand and the Portuguese Department of State at a mutually convenient time.
  2. A diplomatic meeting between our respective ambassadors at the Portuguese Embassy in Bangkok, where key matters of interest can be addressed in a more immediate setting.
We believe that either of these options would provide a productive avenue for engagement while respecting current scheduling constraints. The Portuguese Republic remains committed to maintaining diplomatic dialogue based on transparency, mutual respect, and adherence to international law.

We look forward to your response regarding these proposed alternatives and remain open to future discussions at an appropriate juncture.

To the Department of State of Portugal,

The Ministry of Foreign Affairs of the Socialist Republic of Thailand acknowledges the diplomatic correspondence from the Department of State of the Portuguese Republic.

The Ministry understands and respects the scheduling constraints that preclude the presence of an official delegation from Portugal on the proposed date of February 1, 2006. While we remain convinced that the participation of a dedicated representative would underscore Portugal’s valued commitment to constructive bilateral engagement, Thailand recognizes the circumstances communicated by the Department of State. In this regard, the Ministry commends the Department for its exemplary transparency in delineating these logistical considerations, a practice we believe is foundational to fostering even greater mutual understanding and openness between our nations.

In light of these scheduling factors, the Ministry notes with pleasure the Department of State's proactive approach in proposing alternative avenues for diplomatic dialogue. Following careful consideration, the Government of Thailand would be pleased to extend a formal invitation to His Excellency the Ambassador of Portugal to Thailand to convene at Government House for bilateral discussions with His Excellency Mr. Chaun Leekpai, Secretary to the Government of Thailand.

The Ministry of Foreign Affairs avails itself of this opportunity to reiterate the Republic Thai Government's commitment to sustainable urban development and its encouragement of the use of public transportation, in alignment with our national policies. While respectfully encouraging all diplomatic personnel to consider the utilization of Thailand’s efficient public transport network for both professional and personal travel, the Ministry, in the spirit of facilitating seamless diplomatic engagements, would be pleased to offer suitable transportation arrangements for the esteemed Ambassador, should this be deemed preferable. Alternatively, should the Ambassador choose to utilize personal or Embassy vehicles, we kindly request that such vehicles conform to Thailand’s established environmental regulations, specifically concerning vehicular emissions, in accordance with national law.

The Ministry of Foreign Affairs expresses its sincere appreciation for the Department of State's continued openness to international diplomatic engagement, particularly during this period of internal policy review. Thailand deeply values Portugal's consistent commitment to engaging on a basis of mutual respect and constructive dialogue, especially in a global landscape where such equitable partnerships are highly cherished. We eagerly anticipate welcoming the Ambassador of Portugal to Government House and extend our best wishes for safe and pleasant travel arrangements.​
