To whom it may concern,

I write to you with a sense of urgency and profound disappointment in light of Rosoboronexport's recent actions against the Republic of Thailand. This letter is a formal diplomatic protest against the unjustified and ill-conceived sanctions imposed on our country by your state-owned enterprise.

Our main point of contention is how we define the term "equipment" in our agreement. According to well-established contract law principles, any ambiguity should be construed against the drafter, in this case, Rosoboronexport. Our interpretation that the modified Gepard-class frigates fall outside the scope of this term, particularly after significant re-purposing for non-military applications, is legally sound and adheres to contractual interpretation standards

Rosoboronexport's actions, effectively backed by the Russian government, show a flagrant disregard for the Republic of Thailand's sovereign rights. This is contrary to international law and diplomacy. Our Gepard-class frigate modifications are well within our sovereign capabilities and meet international standards. As a result, the sanctions imposed are not only unjustified but also disrespectful of our national sovereignty.

The decision to prohibit Thailand from future transactions is an overreaction and unjustified coercion. Such actions are in violation of international trade and diplomacy principles. We are convinced that this decision should be overturned, recognizing our right to use the purchased equipment in accordance with our national interests and legal interpretations.

The Republic of Thailand has always maintained a progressive stance on policies, technological advancements, and a strong commitment to international peace and stability as a leading world power, particularly in Asia. Rosoboronexport's actions not only violate these principles but also fail to recognize Thailand's significant regional and global influence and capabilities.

We are seeking to take this issue to the highest levels of international legal and diplomatic forums. Any future unsubstantiated charges or threats will be deemed a significant breach of diplomatic conduct, and the Republic of Thailand will respond with the most stringent sanctions feasible.

In view of the overwhelming arguments stated herein, we insist on the prompt withdrawal of the unjustly imposed penalties by Rosoboronexport. This demand is more than a request; it is a stipulation based on the principles of fair and just international behavior. We expect, in no uncertain terms, formal recognition and respect for the Republic of Thailand's sovereign rights.

Furthermore, it is critical to emphasize the importance of the Russian government's active engagement in this subject. The contract's ambiguity, as exploited by Rosoboronexport, should raise severe questions inside your government about the legal team of your state-owned enterprise's expertise and ethical foundation. Such lapses in contractual clarity not only imperil our bilateral relations, but also throw a pall over Russian state firms' worldwide reputation.

We highly advocate a complete re-evaluation of Rosoboronexport's legal methods, as their current approach may have significant diplomatic and legal ramifications far beyond our current disagreement. The resolution of this crisis is not just a matter of respecting our countries' bilateral ties, but also a critical step in preserving Russia's integrity and credibility on the world venue.

Let this serve as a warning: the continuance of such inappropriate activities by Rosoboronexport might lead to irreversible harm to our bilateral relations. It is in our common interest to avoid such a result. As a result, we anticipate an immediate and beneficial result that is consistent with international law norms and the respect for sovereign states.

In light of Thailand's violations of Russia's arms export laws as administered by Rosoboronexport, the Russian Federation's Ministry of Justice has launched an official investigation into Thailand's state conduct and consequentially this diplomatic complaint has been copied for storage within the Russian Justice Ministry.

Pursuant to Resolution No. 84 of November 21, 2003 following conversation has recorded and transported to the Federal Security Service for archive and use in their investigation alongside the Ministry of Justice and shall be done discreetly.

In response to the recent developments involving the Ministry of Justice, Ministry of Foreign Affairs, and the Republic Ordnance Manufacturing Company in a scandal concerning the purported unauthorized transfer, premature decommissioning, sale, and transportation of ten decommissioned Gepard-class Frigates, the Internal Security Operation Command, under the purview of the Ministry of Interior, exercises its authority to freeze, lock, archive, and indefinitely postpone the disclosure date of the relevant documentation.
