To: <Department of Foreign Affairs of the Kingdom of Sweden> Connor From: <Office of the Thai Ambassador to the Kingdom of Sweden> Subject: Preliminary Discussion Regarding Potential Trade Agreement Security Type: NSST Architecture 1.5 | Secret and Encrypted |
To the Department of Foreign Affairs of Sweden,
The Office of the Thai Ambassador to the Kingdom of Sweden extends its compliments to the Department of Foreign Affairs of the Kingdom of Sweden. Under the Strategic Partnership and Democratic Alliance Treaty signed by our respective national leaders in April, Thailand and Sweden now openly recognize their alliance and strategic partnership. As our country will have a general election in February 2007, the Department of European Affairs has tasked my office to seek a preliminary discussion with the Swedish Department of Foreign Affairs regarding a potential trade agreement.
The Department of European Affairs is certain that the next Thai administration will continue to solidify its alliance and strategic partnership with Sweden. Therefore, we seek information in advance for politicians directly elected to the next government. Specifically, would the Swedish government agree that increased economic cooperation will deepen the already existing strategic partnership with Thailand? We believe that our country's extensive public infrastructure, when driven under the same overarching goal, will benefit our citizens more effectively.
Moreover, Thailand and Sweden have historically exported similar categories of goods to the international markets. Any economic integration would naturally introduce new competitors to sectors our countries have already mastered. Therefore, would the Swedish believe that economic integration through the decrease or removal of trade barriers can symbolically foster cooperation and trust between our non-public sectors? Thailand believes that such a measure could contribute to our existing effort toward a long-lasting people-to-people tie.
The economic cooperation prospect between Thailand and Sweden represents a critical avenue that can symbolize our countries’ commitment to a comprehensive strategic partnership. Indeed, our respective governments have maintained high regulatory standards. However, challenges will persist under our different economic, political, and legal frameworks. Thanks to both our past administrations, our respective populations have already fostered a deep sense of fraternity and solidarity. Any economic integration effort is likely to be palatable to the general populace.
The Office of the Thai Ambassador to the Kingdom of Sweden reiterates that this communication is part of the Department of European Affairs’ effort to prepare for potential trade negotiations between the Swedish government and the future Thai administration. We would be grateful if the Swedish Department of Foreign Affairs could share its opinions on our inquiries and propositions. Please accept the assurance of our highest consideration for your country and its people.
