The United States has continually given the Spanish government every opportunity to make right on the trespasses that they have made against America. The Spanish Foreign Minister demanded repeatedly that the United States must hand over Puerto Rico to Spain. I then summoned the Spanish Ambassador to the White House to clarify her government's position, and then she berated Secretary Fitzgerald and myself in the Oval Office. This behavior was not only inappropriate, but inexcusable for a representative of a foreign government. I was left with no choice, but to expel her.

My administration has earnestly and repeatedly strived to take the diplomatic option in countless scenarios since I was sworn in as President in 1995. Even in this situation I, and the State Department, have repeatedly offered the Spanish government multiple opportunities to clarify their statements and retract their transgressions. But there is only so much goodwill that we can offer while still maintaining our dignity, and national sovereignty. The fact that Puerto Rico is part of the United States, and that Puerto Ricans are American citizens, is not open to negotiation. It is my hope that the Spanish government does not continue to escalate this situation, and that we can resume the path to friendship that we were previously on. It is entirely up to them.
