Within the confines of the US Department of Defense, a secure and high-level line was requested from the fairly familiar connection. On the other side of the communication line, Sutin Klungsang, the Minister of Defense of the Republic of Thailand, was waiting for his direct call with the American Secretary of Defense, John Glass. At the moment of this phone call, given the time sensitivity of both nations, the call request was made at approximately two in the afternoon of the local time in the United States.

Secretary of Defense John Glass was currently busy with other diplomatic communications and coordinating an American response to the crisis in Canada. However, Deputy Secretary of Defense Stewart Hall was available. The call was forwarded to his office. Within a couple of minutes of the call being made, Deputy Secretary Hall answered on his secure line in his office.

"This is Deputy Secretary Hall," he said as he spoke in the private confines of his office.

Minister Sutin, addressing Deputy Secretary Hall with a blend of professionalism and courtesy, initiated the conversation. "Good Afternoon, Deputy Secretary Hall, this is Sutin, Minister of Defense for Thailand," he began, ensuring clear identification for the sake of formal diplomatic protocol.

With a subtle shift in tone, he respectfully steered the conversation away from the Canadian situation. "I extend my sympathies for the recent developments in Canada. However, our agenda today is focused on a different matter," Sutin conveyed with a tactful blend of empathy and decisiveness.

He proceeded to the core of the discussion, his voice carrying a note of earnest inquiry. "I am reaching out on behalf of the Thai Navy. We are keenly interested in discussing the potential acquisition of 32 AV-8B Harrier II Plus aircraft. I'm aware that arms sales are a subject of considerable sensitivity and require thorough deliberation within your government's administrative and legislative branches. Therefore, I'm eager to understand the stance of the U.S. Government regarding this matter. Could you share your preliminary thoughts or insights on how this proposal might be received by Congress?" Sutin's inquiry, balanced between formality and directness, reflected his understanding of the complexity and delicacy of international arms negotiations.
