To the Ministry of Foreign Affairs of Vietnam,

The Ministry of Foreign Affairs of the Republic of Thailand extends cordial greetings to the Ministry of Foreign Affairs of the Socialist Republic of Vietnam. Prime Minister Thaksin Shinawatra conveys his personal regards and extends sincere wishes for Vietnam’s enduring peace, stability, and security. It is with utmost priority that Thailand reaffirms its commitment to fostering robust diplomatic ties with Vietnam.

In light of this commitment, we present proposals aimed at solidifying the bond between our nations. Firstly, to facilitate the well-being of five hundred thousand Vietnamese migrant workers in Thailand, we extend a formal invitation for Vietnam to re-establish its embassy and consulate in Thailand. Conversely, to uphold our unwavering support for Thai tourists in Vietnam, we express our intent to re-establish the Embassy of the Republic in Hanoi and the General Consulate in Ho Chi Minh City. We believe that these gestures will serve as tangible symbols of our renewed diplomatic relations and contribute to the mutual prosperity of our peoples.

While Thailand remains steadfast in its commitment to maintaining respectful relations with our former partner, Vietnam, we acknowledge any reservations Vietnam may harbor regarding Thailand's past involvement in Laos, Cambodia, and Myanmar. Thailand assures Vietnam that any decision to decline the continuation of our diplomatic relations will be respected without personal affront, as we hold Vietnam in high esteem as a valued ally in the pursuit of peace, prosperity, and security in Asia.

We respectfully note that Thailand has undertaken significant measures to enhance civilian oversight of the Armed Forces in recent years, following the regrettable overthrow of the civilian administration by the military. Since the cessation of the military junta in late 2002 and the subsequent reinstatement of civilian governance under Prime Minister Thaksin's administration, Thailand has demonstrated a steadfast commitment to accountability. We are resolute in ensuring that Thailand, and not solely its military, remains answerable for its actions during the Fourth Indochina War.

We trust that Vietnam will recognize the sincerity of our efforts to foster transparency and accountability within our nation and that our shared aspirations for regional stability will continue to guide our diplomatic endeavors.
