Dear President Trần Đức Lương,

I am the Minister of Foreign Affairs of Thailand. I have recently sent a message to the Vietnamese ambassador to Thailand before the war between Thailand and Laos to notify the Vietnamese government of the war threat in the region. The war began two weeks ago, and we are looking forward to the peace talk between our leader and Lao. The government is looking forward to establishing military access and a joint program to protect their citizen in one another country. Thailand wants to end the war and cooperate with Laos, which we believe will benefit Vietnam. Vietnam mentioned that a free trade zone of ASEAN got blocked by Laos. We see this opportunity as a prospect for AFTA. We could convince Laos to join the program and start trading resources from our country with one another. We also want to establish a military base in Lao, and we want to offer them as well. Thailand inquires if your administration is interested in founding an installation base in Thailand and Laos. This step will significantly develop our collaboration to secure peace and stability in Southeast Asia. This plan is one of the visions that I have proposed to the Thai parliament to grow the connection inside the region. I believe if we can initiate the joint military program, we could guarantee peace. I have the support of the parliament, and we only need Vietnam to achieve it. I want to hear and respond from a competent leader like you.

Due to the recent election it would seem that this notice and message never reached my desk. I must say war right on our border is a troubling thing. Very troubling indeed and while you mention that we had brought up before the trouble we would have with over land trade due to Laos not being in ASEAN we were not expecting such a direct route? I believe we should deescalate this situation as quickly as possible as the eyes of the world fall on our region. Would you be willing to agree to a ceasefire? I believe that diplomacy can still win out here while still hitting upon some of your desires. Admittance of Laos into ASEAN would be great, but they and their people will never trust us unless something is done and quickly. In this case, I believe you should agree to a cease fire, and then allow us to arbitrate a lasting peace.

We can bring Laos into our free trade area thus allowing the direct routes we require. However, I dont think Thailand should have a military presence. That will present the wrong message. Especially after a war correct? Instead, if I may propose. Thailand should in this case agree to help us with something I heard was discussed. The building up of South East Asia. We can as a part of "reparations" agree to both fund the repair of any damages to Laos and then go further in building up infrastructure in Laos. Rail, Road, and Airports which can be used for the trade of goods while also helping them out and hopefully building a confidence in ASEAN as peace makers and deal makers. While it would be a rocky start we can make this work.

Vietnam can provide a peace keeping force to keep the area stable. How is all of this sounding to you? I hope you can agree that desculation and negotiation are the best way forward? Also this isnt to say that perhaps Laos would not agree to a military base? It all depends on what would happen at the negotiating table.

Firstly, I want to congratulate Vietnam on having multiple parties election in the country. Thailand is content to see Vietnamese people express their views on the election. I have talked to my prime minister about everything regarding the war with Laos, and I am happy to announce that we are deescalating the conflict. We have a problem with the autonomy system of the Armed Forces that we are dealing with corruption. Laos has officially announced ceasefire status with Thailand after us. I heard that the General Secretary of the Lao People's Revolutionary Party has arrived in Bangkok with a private jet and some delegates, which my prime minister is now unavailable. I have forwarded your message to the prime minister. He can discuss it at the peace table. No one in the government wants to allocate the funds to the military that will use as the infrastructure from next month to the end of this year. I have discussed the military presence with the prime minister again, and it seems to be the Armed Forces' intention. I can ensure as the Foreign Minister that Thailand is willing to defray some money for the reparations of Laos. We have many projects that will launch next month. We might not be able to provide financial support to the process as much as Thailand is capable. We expect to transform our country into a developed country in the next two years. Thailand's Defence Ministry has $9 billion worth of orders from both domestic and foreign. The value is frightening, although we can fundraise in two months. I have suggested to the Finance Ministry to allocate some budget from them to the reparations effort.

Thailand would be open to any peacekeeping force to keep the peace. Have China threatened us to retreat our military back to Thailand in seven days, but we surely can't do that in that amount of time. They have a demand to push their army into Laos and continue the fight while clearing that Thailand and Laos are negotiating peace and any hostility is unacceptable. I have direct communication with the Chinese Foreign Minister, and I am using my best effort to restrain the Chinese aggression. I admit that we attacked Laos first because they abused the human right of our citizens. I ensure again that we will end the conflict soon. I am waiting for our former Foreign Ministry, Surin Pitsuwan, to bring the ASEAN documents to ratifying process.

If what you are saying is true and that your military acted on its own mostly, then there is a larger issue we must work on together. I fear for the civil aspect of your government should. We will have to plan accordingly and perform those exercises we had discussed during meetings. Regardless, that is a discussion for another time as I am very glad to hear that the situation has deesculated at this time.

I would like to insist that you invite us to Bangkok where we be given a seat at the negotiating table. This is due to the proximity of the conflict and the ways it involves us. We wish to ensure a satisfactory outcome as well as make sure that this conflict does not restart.

I will add that threats from China are in my opinion not acceptable.

Thailand would be happy if you assist us in correcting the military autonomy system. Our democracy date back to the 1932 revolution, in which the military was the one who was passionate about the western outlook and decided to start the event that changed Thailand. I will skip this discussion for further emails. I want to officially invite the Vietnamese ambassador to Thailand to the government house. We have the negotiation started, and the Australian ambassador is also there. I am watching it on the television. I would suggest you promptly alert them. I will be sitting here in my office to watch the negotiation. You may email me if you still want to discuss cooperation between our countries.

I will send an ambassador right away. Together we will work to resolve both situations in an amicable fashion. I have spoken with my partners in the military and they have recommended an immediate exercise involving your officers. They apparently suggest a top down approach when it comes to this. If you can contact the military I can help arrange a meeting where they can work out the style of exercise and the when and where.
