A highly confidential electronic message was sent directly to the Office of the President of the Russian Federation, bearing the seal of the Prime Minister of Thailand. The message made it clear that the Thai Prime Minister was urgently requesting an immediate, top-secret conversation with the Russian President.
The message read:
"President Nemstov, I apologize for the urgency of this request. I’m on my way to Hanoi for a meeting with the Vietnamese President, a close ally. But this can’t wait. I need a private and secure call with you as soon as possible. There are forces within our governments and security agencies working to provoke conflict between our nations, threatening global peace and stability. I hope to speak with you soon."
