Pope Hadrian had kept the Cardinals in the Casa Santa Martha as Cardinal Ratzinger vetted them and now he had the 161 Cardinals who survived the purge were seated in the Sistine Chapel again. This time there were 14 more prestigious seats set aside at the Pope’s right hand. Seven of those seats were filled with existing cardinals, but seven remained empty. And seated at his left hand, in austere blacks designed similar to his Cardinals Outfit, was Cardinal Ratzinger looking like a panther ready to pounce on any heresy. After bringing the Consistory to order with prayer, Pope Hadrian spoke up.

“Blessings be upon all of you. It is with great admiration that We are able to address you this day, after so many of your Brother Cardinals have found themselves reassigned. Let us all pray that their new labors are fruitful, and cleansing for their souls. Do not feel that this will be the end, as the Inquisitors are embedded into dioceses many more of our Brothers in Christ will find themselves reassigned. We expect full commitment from all of you in Our endeavors to purify the Church. I also assure you that this will not be the last change that will happen during Our Pontificate. But after this Consistory there will be no turning back.” Pope Hadrian said ominously while staring out a the assembled cardinals from his elevated throne, and from under his Papal tiara.

“But We remind you all of your Vows of Obedience, as you will most assuredly object to changes that happen here today. But We also urge you to remember that unlike all of you I am not here by politics and favour trading to get here, We are here solely by the will and intervention of the LORD GOD!” Hadrian said pointing to the sky.

“Now onto the business of this Consitory. First off We are declaring that the Tridentine Mass is to be given a place of preference and honor within the church. Though it can be rendered in the authorized vernacular translation on all major feasts. With the exception of Christmas & Easter Vigils which are to be done solely in Latin. As well, every diocese is to designate a parish to offer solely the Tridentine Rite in Latin on all days, so that the Catholics in the area that feel called by the Spirit will have a home within the church. Though deference to the Tridentine Rite is to be given, it is not mandatory other than as We have stated. Thus every parish priest and bishop is free to choose either the Tridentine or Novus Ordo rites at all other masses.” Pope Hadrian explained, there were obvious signs of discomfort from those Cardinals whose seminary training and further learning was not as traditional or good as others. Hadrian estimated form what he saw that over half of the assembled Cardinals obviously would struggle with this first change of affairs.

“Our second point that needs addressing are these empty chairs to my right. We acknowledge that over the past decades having a completely Roman Centric hierarchy serves only to hinder the churches ability to grow in the world. As such there will be a shake up in the means by which We administer our Patromony. We shall be elevating several new Regional Patriarchs who shall sit on a special advisory council to Us on those matters pertaining to the church in their regions. They shall be the highest authority in the church save for Us.”

The pope then starts calling forth some of the cardinals and sending for some people outside to be appointed. First he calls Olutosin Cardinal Abdullahi, former Archbishop of Abuja, and Regional Patriarch of Africa. Next he calls Ricardo Cardinal Vidal, former Archbishop of Cebu, to the position of Regional Patriarch of Asia. Then Jorge Cardinal Bergoglio, former Archbishop of Buenos Aires, as Regional Patriarch of South America. Next he called upon Georges-Joseph Cardinal Toussaint, past Apostolic Nuncio to the Court of Saint James, as Patriarch of Europe. Ilia Cardinal Petrovic, former Metropolitan Archbishop of Bar, as the Regional Patriarch of the Middle East. Then Thomas Cardinal Williams, former Archbishop of Wellington, as the Regional Patriarch of Oceana. With one throne left he nodded to the Swiss Guard by the door who opened it and signaled for a man to come in. A middle aged slightly balding, heavyset man, comes. He is dressed in a thread bear black cassock that is obviously cheaply made and intended for altar servers more than priests. He walks to the foot of the Papal Throne and kneels, kissing the Pope's right foot.

“You knelt as the Anti-Pope Micheal I, and now rise as David Cardinal Bawden, Regional Cardinal of North America.” The Pope announces to the gasped surprise of the few Cardinals who knew he was. He went and took a seat on the last throne. After a moment the pope continued.

“Lastly, We have been heartily sorrowful due to the actions the local churches around the world have taken in regards to Homosexuals within their parishes. This must stop, for it is not a Sin to be Gay or Lesbian, it is only it committing homosexual acts that is a Sin. And not because it is innately Homosexual, but because It is Adultery. It doesn't matter who your sexual partner is, if you indulge in sex before marriage, then it is Adultery. As such We hereby declare amnesty and an end to the persecution of homosexuals within the church and within the priesthood specifically. As along as a Homosexual remains celebate, he or she may take Holy Orders, or may live in a healthy supportive non-sexual relationship with the person they love. There will be no debate on this matter. We have already spoken to the Grand Inquisitor, and he has agreed with us. You are all dismissed. Please pray for us, and for the Holy Mother Church.” With that Pope Hadrian got up and exited the Consistory.
