The mission of the MSS is to ensure "the security of the country through effective measures against enemy agents, spies, and counter-revolutionary activities designed to sabotage, destabilize or overthrow China's socialist system." Article 4 of the Constitution gives the MSS the same rights as police and the ability to execute arrests of both foreign and domestic Targets within China and the MSS answers directly to the Chairman and State Council at all times.
