From across the nation, delegates would begin the process of travelling to the meeting with various escort details. At the site itself, falling within the Federation of Bosnia and Herzegovina the police would cancel all leave and place extra security precautions at the venues. Riot police placed on standby as well as a special forces unit of the Bosnian police. A police EOD team and explosives detection dog will be on hand and conducting sweeps of the venue for any bombs, weapons or explosives.

Tensions remained high as the delegates began to arrive at the summit. A large reception meeting had been organised within the reception area of the museum, historical artefacts and photographs detailing the horrors of the Bosnian war had been placed on display for the delegates, a reminded of the price to pay for the failure to maintain peace.

Eventually, the delegates would move into a conference room for the beginning of the talks. The presidency members would be at the head of the table, with the Republika Srpska and Federation members on either side.

The chairman of the Federation would be first to speak, Gabrijel Kralj,

“Ladies and Gentleman thank you for joining us today on the first summit to bring about peace in Bosnia and Herzegovina. On behalf of my colleagues I would like to move onto the first topic of discussion, the demilitarisation of both states and the process of unification of our armed forces. Would the Republika Srpska like to start us off?”

President of the Republika Srpska Dejan Novak stands to speak;

"It is a proposal of great intrigue that is set out in front of us. We much like all members at this table wish to bring forth a future of peace and prosperity. However, this would be a proposal that is too far too soon for us. The territories of Srpska require strong protection, we will not be willing to forgo our current forces."

Antea Ilić rolls her eyes.

"President Novak, Bosnia and Herzegovina has no desire to invade or conquer the Srpska. However, the country continues to receive threats from Serbia. Whilst we appreciate you both hold strong ties, surely you can agree that a Serbian invasion would not be beneficial to both the Srpksa and to the Federation? We saw war during the 90s, lets not let the 00's descend into the same level of death and destruction. We have an opportunity to demilitarise our shared federation and move towards a peaceful future. Give peace a chance Mr Novak.

What we propose is a shared federal military force. As a stop gap, we would be agreeable to each of our nations retaining a small National Guard force, limited to 25% of our current military strength"

Dejan looks around at the advisors. A General in the previous war, Dejan is torn between the horrors of war and the pride of an independent Srpska

"That sounds.. permissible. It would need to go back to our parliament for debate."

Gabrijel Kralj would turn to speak

"The Federal force would start at 20% strong, with all units being deployed around the nation at large, Serb units would only be stationed in the Srpska and Croat/Bosniak units in the Federation. A upgrade fund would be shared amongst the units to acquire and equip new and upgraded weapon and equipment platforms.. Do we have an agreement in principle? Pending ratification at the respective parliaments?"

The table would nod in agreement, The Srpska delegation appeared slightly more muted however.

"Our next motion would be regarding the development of transport links. Who would like the floor?"

A weeks worth of negotiations had come to a climax. Back and forth between aides had led to the following agreement. The summit had now concluded and dignitaries returned towards their respective homes.




The Sarajevo Accords

Military Unification

The Republika Srpska and Federation of Bosnia and Herzegovina agree to the peaceful and goodwilled merging of their respective militaries, with equal representation of Serb, Bosniak and Croat units

A 10,000 strong National Guard force may be raised by each state if required, but full disbanding must be achieved by 2030.


Transport

Both sides will agree to the mutual development of highways, railways and airports between the two states.

The creation of a new military and commerical harbour at Neum will be supported by both states

Foreign Affairs

All external affairs will be conducted by the Federal government.
