My Congratulations from the Ministry of Foreign Affairs and the Republic of Turkey! This Unification is a monumental global event that ten years ago many would of considered a fantasy but here we are watching it happen today, I would like to have you know that President Demirel has been following these events closely and he is ready to extend his hand to help the RoK in the economic rebuilding of the former DPRK as a sign of friendship between our two nations. Additionally Prime Minister Yılmaz on the behalf of President Demirel would like to set up a state visit to Seoul to negotiate a potiental Diplomatic and Economic alliance between our Nations. The President would of liked to attend but a State visit to Saudi Arabia in the next month as well a the worsening Relations with the Syrian Arab Republic have filled most of his time slots up for a great deal of time. The visit will include the Ministers of commerce and Industry and tourism as well. Seeing that the RoK is becoming a larger and larger world power and definitely one of the key players in Eastern Asia it was seen as an absolute necessity to arrange this meeting and we can Set up the meeting whenever your Ministers are available in the next month-2 months and we have the necessary aircraft and such to make it to the meeting when ready. Currently we are procuring a transport aircraft to carry the presidential escort vehicles and limousine so No assistance in that sector will be necessary but additional details can be discussed on the phone or an additional email regarding anything else. Again, congratulations and Turkey is ready to help wherever necessary to help the rebuilding process begin!

We are forever thankful for the assistance provided during the 06.25 War, and once again you offer to assist us as we move forward to rebuilding Korean as a unified country. Please pass President Kim's appreciation for the support President Demirel has shown.

We would be honored to host H.E. Prime Minister Yılmaz and his delegation to the Republic of Korea on an official visit to the Republic of Korea to discuss a number of issues pertaining to the bilateral relationship between Seoul and Ankara. We would suggest the official visit take place between 1998.07.10 to 1998.07.13 as the National Liberation Day is commemorated on August 15 and is a public holiday. As the date gets closer, the relevant security and protocol officials will be in contact to ensure a safe and smooth visit by the Prime Minister. We look forward to advancing Korean-Turkish relations and advancing Asian-European cooperation and development.

The Republic of Korea looks forward to cooperation with Turkey and hope that we can set a strong tone in the relationship. With the Korea-Turkey Summit a month away, H.E. President Kim looks forward to the official visit by H.E. Prime Minister Yılmaz to the Republic of Korea. We hope to cover a number of agenda items including ROK-Turkish relations, arms cooperation, student visas, trade, and foreign policy. Ahead of the visit, we would like to have a list of those who will accompany the Prime Minister and the delegation. We have taken the liberty of setting the agenda and itinerary. Please find the items attached below. For the official visit we have the following itinerary proposed.

Visit Agenda

Incheon International Airport
H.E. Prime Minister Yılmaz will be greeted by the Head of Protocol at the Ministry of Foreign Affairs, the Turkish Ambassador to Korea, H.E. the Deputy Prime Minister, and a welcoming committee of parliamentary officials.

• Official welcome and visit to War Memorial of Korea
H.E. Prime Minister Yılmaz will be invited to the War Memorial of Korea to visit the Statue of Brothers, a symbol of the Korean War at the War Memorial of Korea in Seoul. The Prime Minister, Deputy Prime Minister, Foreign Minister, and staff will tour the War Memorial Museum.

• Meeting with the President
H.E. the Prime Minister after the flight line and arrival ceremony, and War Memorial Visit will be welcomed at the Blue House by H.E. President Kim Dae-jung. Honors will be be presented and an inspection of the honor guard will proceed. H.E. Prime Minister Yılmaz will then be invited inside to meet with H.E. President Kim. The two will have a brief conversation. H.E. The Prime Minister is asked to pay a courtesy call to the Speaker of Parliament during the meeting.

• Official Meeting
The Korea-Turkey Summit will take place after the meeting with the President. H.E. Kim Dae-Jung will lead the Korean Team consisting of: H.E. The Foreign Minister, H.E. The National Defense Minister, H.E. The Director of National Intelligence Service, H.E. The Minister of Health, H.E. The Minister of Economy and Finance. The meeting will cover the items and agenda.

• Official Dinner
H.E. The Prime Minister will invited to a halal dinner with guests from the Turkish community in Korea, Korean expatriates living in Turkey, members of the Korean Business Committee, and other public officials. H.E. The President will be in attendance and the occasion will occur at the Blue House. Any specific dietary constraints or needs should please be brought up now.

• Meeting with the Minister of Foreign Affairs
The following day, H.E. The Prime Minister will be invited to the Foreign Ministry where a second round of ROK-Turkey talks may proceed. These talks will cover the foreign affairs portfolio and discuss in-depth ways to build upon the previous day meeting. Following the wrap up of these talks, the official matters of the visits will be complete.

• Visit to the Busan UN Memorial
H.E. The Prime Minister and his delegation are invited to Busan to attend a wreathe laying ceremony at the UN Memorial where Turkish Soldiers amongst other UN troops are buried. The Prime Minister of Korea will attend this event.

• Visit to Busan University of Foreign Studies
H.E. The Prime Minister is invited to speak at BUFS to talk with students of the Turkish language program, and for a closed seminar to discuss with students of the Foreign Studies program about their role in peacemaking, bilateral relations, and unification of Korea.

Agenda of Discussion

1. ROK-Turkey Relations:
Establishing Korean-Turkish relationship based on the principles of mutual respect, peaceful cooperation, bilateral security arrangements, cultural exchange, and so forth is crucial to developing a strong and well-founded relationship. Managing the Turkey-ROK trade relations are also crucial to Korea as an export-oriented nation. The Trade Ministry hopes our two countries can agree on a framework for free trade or a specific trade agreement to be mutually beneficial. The wider relations discussion is aimed at advancing diplomatic mission capacity, cultural centers, and linguistic opportunities as well as community outreach initiatives within our respective nations. Developing a strong relationship based on trust and friendship.

2. ROK-Turkey Defense Cooperation:
The Republic of Korea and the Korean Defense Industry Association hope to provide a basis to advance ROK-Turkey cooperation on defense. Primarily, supplying Turkey with advanced weapons such as the T-155 previously designed for Turkey. Additionally, we hope to allow our advanced industrial sector to procure weapons on a limited license for the Turkish Armed Forces. We hope that such cooperation will improve our relationship and ensure Turkey maintains a robust national defense sector.

3. ROK-Turkey Partnership:
H.E. The President hopes Turkey and Korea can announce a Partnership, upgrading our bilateral relations to a partnership level would signal close relations and prove beneficial to our interests. Such an announcement would strengthen existing relations and pave the way for stronger and more intricate relations. This partnership would be based on shared values and interests, and our mutual commitment to maintaining peace, stability, and human progress.

As the Summit is just one month away I am pleased that we could begin forming the itinerary for the occasion so that we can be best prepared for what we are to do. I have discussed with my fellow Ministers and the Prime Minister and the are appreciative and confirm that this is An excellent way to further relations. I would also like to inform you that the Deputy Defense Minister İsmet Sezgin will be attending to discuss a potential deal regarding the T-155 Fırtına SPG.

Regarding Security, the prime Minister believes that the South Korean Security forces will be sufficient on the trip and has requested that only 2 Armored Vehicles from the NIO be present alongside 3 Otokar Akrep(Unarmed) vehicles for Rapid Response also procured from the NIO. These vehicles would stand by at the airport next to the Airbus A330 PA2 that will transport the PM and various Ministers. Additionally, an A319 Federal Transport Aircraft will be flown out of Ankara Esenboga Airport carrying additional 10 Security detail(20 will already be on the flight with the PM) and support staff(this includes the Deputy Minister of Defense and also 10 RRT personnel. The A319 will have a quick layover to refuel and change pilots in New Delhi before departing to Seoul. We understand that the Indian Security situation is not at its best but the aircraft will be guarded and we will Contact Indian Authorities to alert them of our flight. The A319 will leave four hours earlier than the PM’s aircraft so that the two aircraft should arrive within an hour between each other for the ease of South Korean Security. At the moment we are still having trouble procuring the needed transport aircraft for vehicles and support equipment due to delays by some of our sources(Hollie Sparrow Industries) in the production. We though expect this to be resolved in the next week or so and should have the aircraft ready. We will have these flown in the 2 days before the trip and have the vehicles set up for whatever they should be needed. We can send additional security if it is needed by the South Korean officials but at the time it is assumed that security procedures are already underway. Have an excellent evening and I hope to continue communication further in the future.

Thank you for your response. We are glad to hear of your receptiveness on the agenda and desire to move ahead. If I am to understand correctly, the Turkish delegation will consist of H.E. the Prime Minister, and H.E. the deputy Defense Minister. Will any high ranking officials be joining this delegation? We will need a full list of delegation members including spouses and guests of the officials to allow the processing of necessary diplomatic status as guaranteed by the General Assembly Resolution on International Diplomacy.

With regards to the security arrangements. We will permit the 3 Otokar Akrep to be stationed at the Airport, but must be stored inside the aircraft that ic carrying the additional equipment. The ROK Air Force can assist with mid-air refueling over the South China Sea if this is required for your government. Additionally if a transport aircraft procurement is causing issues, the ROK Air Force operates an Il-76m transport aircraft unrest the 52nd Air Mobility Squadron. This aircraft can transport the needed equipment and support vehicles. Additionally, the Presidential Security Service has a convoy of vehicles for protecting Korean officials and can use this fleet to transport the Prime Minister. The Presidential Security Service has already arranged the security of the venue and summit, and please be reassured of their planning and capability. The Agency is entrusted with the care of our President and other government officials and those standards of care apply to all our guests.

This should be the entire delegation with the remaining group including security staying near the Aircraft and in local hotels during the stay. In regards to security, we have determined that the Armored vehicles will not be necessary for the trip but it is requested that in place of these two vehicles that 2 Toyota Century Armored Cars be present outside of the Aircraft for the transport of the Security group that will go with the Ministers. Of course this can be denied if the ROK feels that it is unnecessary in any way. Also a mid air refueling of the South China Sea would be excellent as our aurcraft have been outfitted with Mid Air refueling ports of the need arises. The IL-76m will also be needed unfort as our supplier(Sparrow Industries) has yet to complete our order or even respond to Emails requesting the order be completed. The Aircraft can Take off from Ankara the day before the rest of the delegation departs. Finally I would like to inform you that(OOC Reason, sorry) that we would like to push back the trip to September (7th) due to Diplomatic proceedings with Argentina and a major law making session which is in progress in the National Assembly that is holding some Ministers up for prolonged periods of time. The trip will still be on the same day but a month back and we are extremely sorry for this massive inconvenience.

Dear H.E. Minister Cem,

I hope this email finds you in good health. Thank you for the full delegation list. We fully respect the need to postpone the summit. I hope your summit with Argentina goes successfully. They are a major partner in the globe and we hope that fruitful Turkish-Argentine relations will bring stronger global security and economic cooperation. We will make arrangements for the summit and its postponement.

For matters of sensitivity the ROK will decline for Turkey to bring the Toyota Century to Korea. The Presidential Security Services operate a number of German and Korean vehicles for transporting and are ready to offer the armored Mercedes Benz S400 or Mercedes Benz E-250 for H.E. The Prime Minister to use during his stay in Korea. if Turkey operates another vehicle for Presidential Security, and they are not comfortable with the P.S.S. fleet we would prefer they bring that over the Toyota Century.

The 52nd Air Mobility Squadron can deploy to Turkey on September 2 and all assets can be securely fastened. A ROK Air Force Lockheed HC-130J Hercules apart of the 51st Air Mobility Squadron will be deployed for in-air refueling of the Turkish Delegation Aircraft and an escort of four KF-16s can be arranged should you believe security over South East Asia and the South China Sea is concerning.

The ROK Government would recommend the Millennium Hilton Hotel in Seoul for the visiting delegation. With whatever accommodation you decide, please forward it to us so that we can secure the building and make necessary arrangements. H.E. President Kim looks forward to the summit.
