ENCRYPTED/SECRET/PRIVATE
Mr. Prime Minister,

I have been commissioned by The Grand Vizier of Turkey, Olağan Bilgelik, to relay a formal request regarding the opening of diplomatic relations between our two nations. In addition to seeking permission to begin the process of possibly opening official diplomatic staffs in our respective countries, we also wish to relay that there is a general agreement in the cabinet that there should also be a real push towards forging ties in more than just the usual formalities.

Yours faithfully,
Kanat Ozbek, Vizier For Foreign Affairs

Dear Kanat Ozbek, Vizier For Foreign Affairs,

I would like to begin by thanking you for your letter, it has been well received and we are happy to hear of Turkeys interest in opening relations with the United Kingdom.
I personally have a meeting to attend shortly, however, I am able to authorise one of my aides to arrange a phone call with yourself to discuss such relations, or, if you'd prefer, we could potentially arrange a visit to have such discussions in person?

Kind Regards,
JBourne

Mr. Prime Minister,

Thank you for your swift reply. In regards to your query regarding how we shall discuss what form our diplomatic relations will take, I believe that it is best if I, along with the individual selected to be the head of the diplomatic mission in The UK, if discussions go smoothly, visit The United Kingdom to engage with yourself, if possible, and your secretary of state in person.

Yours faithfully,
Kanat Ozbek, Vizier For Foreign Affairs

Dear Kanat Ozbek, Vizier For Foreign Affairs,

This is something we would be happy to accommodate, and welcome you to the United Kingdom for these discussions.
We have quite an open-calendar at the moment, so we are happy to work around yourselves, if you could confirm some dates that could work for you to visit the UK?
We will ensure security arrangements are in place, as well as accommodation for your stay.

Kind Regards,

Mr. Prime Minister,

Due to our being a provisional government, I must confess that we are also not as busy as we probably should, since we're caretakers until elections can be performed in January. As such, the pair of us are more than happy to fly to London tomorrow, if that isn't too quick for you. As for security arrangements, I must confess that the current cabinet is not firmly in the public eye, since it's not imbued with the legitimacy to do whatever it likes, as you would expect from a fully elected government. However, that will be rectified once the elections are finished. Until then, we are able to enjoy a degree of privacy that most government ministers can only dream of. As such, the pair of us are more than happy to hop on a standard passenger flight to London and drop in at The Foreign Office Building on King Charles Street to meet The Foreign Secretary. We can then be escorted to Downing Street under the supervision of Mr. Norris with minimal fuss and expense on the part of The Metropolitan Police.

Yours faithfully,
Kanat Ozbek, Vizier For Foreign Affairs

Mr. Prime Minister,

I write to inform you that I, and the individual chosen to be Turkey's official ambassador in London, will be flying to The UK tomorrow. We are most eager to meet you and your colleagues, and will arrive at Stansted airport, London, at 12:30 GMT +0.

Looking forward to meeting you,
Kanat Ozbek, Vizier For Foreign Affairs

The day after the email was sent informing The UK government of the Turkish delegation's arrival time, the pair, Kanat Ozbek in his usual brown suit, burgundy tie, black homburg, briefcase and overcoat, and his companion, a man with a black jumper, trousers, military ankle boots and a leather pea coat, boarded the standard passenger plane and flew to Stansted. Once they landed, the pair disembarked and busied themselves with tracking down their luggage as it was removed from the aircraft, before approaching the security detail The Prime Minister, Jericho Bourne, had mentioned to them.

"Good afternoon," Kanat greeted the group from the Parliamentary and Diplomatic Protection branch of The Metropolitan Police. "My name's Kanat Ozbek, Vizier For Foreign Affairs for Turkey. This man is Doctor Foster, the individual selected to be Turkey's ambassador to The United Kingdom. Are you the security detail The Prime Minister told us about?"

The Head of the Security Detail was quick in taking the Turkish Delegates to the side, away from public eye to check their identities matched what was expected and made sure they contained nothing that could be considered a weapon before confirming their assumption. The Security Detail for the Turkish Visitors contained officers specialized in Diplomatic Protection, armed with MP5 Submachine guns, Glock 17s, cuffs and a tazer along side their normal body armour. Two black SUVs were waiting outside with an escort of a few different Diplomatic Protection Group red-marked vehicles as they escorted the Turkish Delegation to 10 Downing Street for their anticipated appointment with the British Prime Minister, Jericho Bourne. The trip wasn't long, just over an hour, before it arrived and passed the security gates at Downing Street where the British Prime Minister waited for his guests,

Neither of the Turks had any weapons of any kind, unless ballpoint pens were considered offensive weapons in The UK. Once they had arrived at 10 Downing Street, they offered their hands in greeting.

"Hello, Prime Minister!" Kanat said jovially. "May I first say how grateful I am that you have agreed to a meeting with me and Doctor Foster, the man who will, hopefully, be your first port of call with any future dealings with us."

The doctor gave a brief smile and nod after Kanat had finished his opening statement.

The Prime Minister stood in a cold silence until the Turkish Government Officials exited the vehicle before stepping forth and extending his hand to shake both individuals hands separately. "It's a pleasure to welcome you both to the UK, I do hope you had a safe and comfortable trip!" he spoke optimistically to the pair, allowing time for the three to pose together for the ever-present news teams, "Come, we'll get in the warmth." he smiled, the temperature in London was rather cold.. leading his guests into his private office "Please, take a seat. Would you both like a drink?" he offered.

"I'm fine, thank you," Doctor Foster replied curtly, while taking his seat.

"I'll have a glass of water, sir," Kanat replied as he opened his briefcase and began rummaging through the variety of papers within. "My government has decided that we shall, if it is permitted by yourself, your cabinet and parliament, continue occupying the embassy previously used by the republican government in 43 Belgrave Square here in London. I have the authority to buy the aforementioned property on behalf of Turkey, all that is required is a price. I am sure your civil service will be able to furnish you with an accurate valuation."

One of the Prime Ministers Aides, upon request, ensured water was brought in for the guests, as well as the Prime Minister himself, before the aide left the office with the door closed. Ensuring privacy amongst those involved, even with the media forbidden. "Fortunately, in gesture of good will but also the intention to maintain a respectable method of communication between the United Kingdom and Turkey, the Embassy at Belgrave Square has been confirmed to welcome the continued occupancy of Turkish Delegates; it is not a requirement for you to make a pitch to purchase the establishment, it is also protected by the Global Assembly's resolution for the International Relations. I do hope to see a continuous investment in cooperation and communication between our countries."

"That as may be, sir, but my government would still like to purchase the property as a sign of our confidence that we shall maintain a permanent presence here within The United Kingdom," Vizier Ozbek replied. "That, and we would also like the ability to, if need be, make alterations to the property. Before you panic, the current interior and exterior of the building on the ground floor and all floors above will not be changed, unless we have sought permission from The Historic Buildings and Monuments Commission for England. After all, the address we will be occupying is currently a Grade I Listed building. It would be tantamount to criminal behaviour if we were to be so callous as to disregard the tireless efforts performed by those who wish to preserve as much of The UK's cultural and architectural heritage. No, sir, we shall endeavour to preserve the parts of the building that are visible. However, we may, if necessary, consider construction work for a basement, which we would expect to not need to consult Historic England, since it would not affect the parts they are interested in."

There was a short silence whilst the Prime Minister listened, slightly nodding. "Well, we'd be happy to arrange a price for the sale of the property.. bare with me" again, a few moments whilst Jericho was occupied on his computer before returning to the discussion. "We'd be happy to arrange the sale for the property for 300,000. Which, of course, the sale of the property is still under UK law and planning permission would be needed for any exterior changes... such as excavating beneath the building if that was your desire. But other than that, we have no problem for a sale of the embassy to yourselves, in.. good-faith of long-lasting relations."

"That is fine, sir," Kanat replied. "We are happy to pay that price for ownership of the property! As soon as the deeds have been handed over to the good doctor here, we can wire the entire balance to your Chancellor. Which reminds me, if you can, would you be able to have your foreign secretary inform us of the individual you will be dispatching as your reciprocal ambassador? Turkey has very stringent immigration controls and, well, if he does not have the correct paperwork, they will not be able to set a single foot on Turkish soil. In addition, we would need details on the location of your reciprocal embassy in Istanbul. The government has plans on changing the capital of Turkey back to Istanbul, so it would be better to have the embassies situated there in preparation for that move. After all, most government business is already performed there anyway."

There was a short pause whilst the transfer of the deed was processed to the Turkish Visitors, a swift process to ensure an easy transition for a Turkish Embassy in the UK. "At the moment our Foreign Secretary is otherwise engaged, however, as soon as he is available, I will ask him to contact you soonest to discuss the ambassador. He will be able to discuss the legal paperwork behind a British embassy. Nonetheless, the UK Embassy to Turkey, we would be happy to have it re-located to Istanbul to take your change into consideration if it goes ahead. Is this something you would be arranging, or is there anything we ought to do to accommodate for this move?"

"Well, the address you wish to move your embassy to in Istanbul would be most helpful!" Kanat mused. "For obvious reasons. As for the money, I'll put in a request immediately."

The Vizier swiftly retrieved his mobile phone from his pocket and tapped it on for a moment.

"And done!"
