Top Secret/Secure Information
Operation Background

Due to the abhorrent atrocities that Turkey knows were definitely committed by Congo against Saudi Arabia it‘s been decided by the president himself to show the Saudi Government that Turkey stands against this horrific attack and will not allow further action to be taken against Saudi Arabia. This means the complete destruction Of the Congolese Air Forces without mercy, these targets will be exclusively military targets unlike the Congolese and are designed to cripple the entire Congolese Air Force in a single blow. Using public information(no encryption on armed forces pages) the strikes will be as precise as possible and limited but are to maximize their effect against the Congolese. Systems are under joint command of Operation Ilk Atak but all related actions and files regarding this will be stored separately to allow for better organization. Absolute Secrecy will be vital and it’s expected that launch sites could come under attack by other powers via their own missiles so launch sites that participate will fire all missiles and evacuate for 72 hours following the launch.

[ Axis12 do note that the DF-5B (WIth MIRVs) was produced in 2015 and should not be available. Instead you will have to use the DF-5 with just one warhead.]

DF-5 ICBM Launching with a target for N'djili Airport
Missile systems were already ready due to Operation Ilk Atak and it wouldn’t take long for command to program and lay out the premise for the attack and which targets were deemed suitable for strike. Knowing that the Congolese had zero Air Defense systems capable of shooting down the Missiles this would be an excellent test of Turkey’s new ICBM abilities against aggressors. Military command including Hulusi Akar would watch a private live stream of the launch site where the DF-5s would launch towards their targets. Slowly the command center would make it public to all command staff the intended targets for the missiles, with the authorization of the command area officer who would put in place a key to allow for the firing of missiles from that site. The president had already personally authorized it along with his security council meaning the systems could fire when ready. A countdown would be heard over the speakers of the center from 30 seconds.

”30, 29, 28, … 5, 4, 3, 2, 1, Launch”

The Missiles would fire out of their seperate silos and into the area, shocking many citizens as great balls of fire sped upwards into the sky and shaking the area. Immediately following this the command center would be evacuated by army personnel and S-300 and HQ-9 SAM systems nationwide would be put on high alert to intercept any incoming ballistic or cruise missiles.

Arcing into the air the missiles would quickly reach the stratosphere and begin to disperse slightly to ensure missile accuracy. The Targets were as follows: N'djili Airport, Kinshasha(7 Missiles), Banana Port(8 Missiles,). The targets were selected due to the fact that the Congolese had unwisely stationed their entire navies and Air forces in these two locations and they could be dispatched quickly. The unusually high number of missiles for only two targets was to ensure nothing would survive the attack, 100% kill rate was only acceptable. The Missiles would follow the path KM, KL, KK, KJ, JJ, JI.

Nearing the end of their journey the missiles would break apart to launch their warheads each with enough explosives to level a small town easily. Without warning the first strikes would hit N'djili Airport, blowing to pieces the main terminal, hangers, and permanently damaging the runway with massive craters. It Was expected that some civilians could die from the attack but that was acceptable to command. Most if not all aircraft civilian and military would be destroyed from the attack, 250 Aircraft are stored at the airport.

Less than 60 Seconds later the port would be hit from the massive barrage of Missiles, impacting whatever vessels stationed there and likely sinking them and killing their crews in the resulting fireball. Over half of all vessels stationed at the port would be destroyed

The president would keep close tabs on the situation and smile as he was notified on his computer that the targets had successfully been hit.

Voronezh radar station located on the Crimean peninsula.

Secret

As per Operation Chernoye, the Imperial Russian Space Forces had been deployed and various radar stations in southern Russia had been at the ready, monitoring Turkey. These radars had a range of 6,000 km and slightly higher vertical detection. This meant that the moment the Turkish ICBMs rose to a few dozen feet from their launching locations, the radars detected them. The station personnel quickly rose the alarms, and the Russian air defense systems were raised to high alert.

However, as the radars continued to monitor the locations of the missiles, the personnel realized that they were not aimed towards Russia.

"Status?" Asked the commanding officer.

"Heading south it seems." Responded one of the radar moderators.

"Cyprus? Israel?"

"Negative. They're following a parallel path from both locations."

"So somewhere more south." The officer thought for a moment. There were only two locations south of Israel that he believed the Turks would attempt to strike. He contacted the Kremlin using the radar stations encrypted line and informed them of the situation.

The Kremlin would send encrypted faxes to the following to locations: Ministry of Defense of the Congolese Empire, Department of Defense of Sweden. The faxes would be sent within the first twenty minutes of detection and read as such:
MOST IMMEDIATE
GOVERNMENT OF THE RUSSIAN EMPIRE
to
CONGOLESE EMPIRE AND KINGDOM OF SWEDEN
FEBRUARY 2000

To: Secretary Peter Hultqvist & Minister Hamisi Falana
From: Russian Ministry of Defense
Subject: Threat Detected to National Security of the Kingdom of Sweden and the Congolese Empire

Within the last few minutes, the Imperial Russian Spaces Forces have detected the launch of multiple ballistic missiles originating from the nation of Turkey. Following close monitoring of the path of these missiles, it has been believed that the location of these missiles are neither Cyprus nor Israel. As such, we believe that the Congolese Empire and South Africa may be the targets of these missiles.

Evacuate your capitals immediately to assure as minimal loss of life as possible. Furthermore, military bases and units may also be targets of these missiles - assure proper precautions.

God's Speed.

As soon as the Turkish missiles would reach their cruising altitude, the Congos PAVE PAWS systems would immediately pick up on the swarm and release an alert to all branches of the military and to civilian institutions. The DF-5 missiles, covering the distance dictated, would take just over 16 minutes to reach their destinations. With immediate warning, all branches launched into action to remove themselves from their publicly known positions. The 6 naval craft stationed in Banana (most vessels are deployed to the Mediterranean) would quickly start up their engines and, under emergency orders, sail directly away from the port and into the Atlantic. In the allotted time, the following ships would be able to get multiple miles out into the ocean: Az-Pt-99-01, Az-Pt-99-02, Az-Pt-99-03, CNV "Oaxaca", Ox-Pt-99-02, and Ox-Pt-99-04. No other naval ships would be present at port, and thus the 8 Dong Feng 5 missiles would fling themselves unto empty port spaces, the open water, and surrounding buildings. Several docks were blasted apart, repairs to be performed shortly after. Massive waves would crash onto the shore following the detonation of multiple missiles in the water, throwing more than one small fishing vessel onto the walls of the port. Several commercial warehouses would be struck, sending burning material skyward, raining down onto surrounding woods and wildlands. In the end, these missiles would kill 8 fishermen and 32 civilians working in the warehouses, as well as wounding over 100 people in the surrounding area. All naval vessels operated by the Congo would go unharmed in the ocean. Soon, the fires from flying debris would begin a wildfire. Local civilian implements would attempt to recover the wounded and stop the fire.

---
At N'djili Airport, immediately after the air raid sirens began to sound, and internal bells rang to announce an immediate aircraft scramble, Pilots jumped into their aircraft and without arming or topping off fuel, took off down the runway one after another, with minimum distance between them. While the larger transport aircraft started up, all 72 Su-25 aircraft would line up, two wide, and without clearance take off. Without their armaments or full fuel tanks, the first aircraft would be off the ground within 2 mintutes. After 10, all of these aircraft would be airborne, destined for Charlie Field, to either land or to refuel and continue on to other airfields. After 12 minutes, the CN-235s and Harbin SH-5s would take off, and finally a number of MiG-23s would take off. The first aircraft to take off, however, before the fixed wing aircraft, would be the dozens of helicopters who did not need to wait for the runway to open up. 6 Mil Mi-6 aircraft would stay behind until the twelve minute mark to load up the staff of the airport who were essential to the evacuation of aircraft. At this mark, they would evacuate the staff to Charlie Field. The remaining MiG-23s that were unable to take off in time would taxi across the dirt sorrounding the airfield several thousand feet to help avoid any of the primary blasts. As this is all taking place, all civilians are evacuated from the airport, ushered out by police and infantry forces.

In total, about 32 of the 72 MiG-23s stationed at the air field would be unable to take off in time. These pilots would be evacuated by helicopter. All Tu-16s and 12 MiG-23s would have already been stationed elsewhere during Operation Overflow and therefore not present. When the DF-5 missiles came raining down on the airfield, as warned by the PAVE PAWS systems, as well as the Russians, all people would have been evacuated, as well as the vast majority of aircraft. While two missiles would slam into the runway, and one into the terminal building, the rest of the highly innacurate ICBMs would be flung into the woodland to the North of the field, as well as the residential housing to the South. Immediately, massive fires would begin burning, and in short order emergency services would arrive at the residential buildings. A fire had begun spreading through the buildings, and many people had gathered on the streets, their faces painted with expressions of shock. For about a half-mile across the city, windows would shatter, and the shockwave could be felt through the ground throughout the city. At the Palace of the People, every man and woman would jolt up. In the trade building, the Minister of trade would duck under her desk, whispering prayers, puking out of sheer stress. About 40 civilians died in the strikes, over 250 injured, and multiple city blocks burnt to the ground. 24 of the aircraft left behind at the airport would be destroyed beyond repair, and the remaining twelve would be damaged but recoverable, with a good degree of work.

If not for the early warning systems in place, the majority of the Congolese Air Force would be meshed into the earth at this very moment. Thankfully, all staff managed to make it out alive, though at the cost of many civilians. Immediately following the strikes, the Harbin SH-5s would take flight to the river, landing and loading up with river water. They would then take off to the raging fires inside and outside the city, dumping tens of thousands of pounds of water onto the fires at once, before going out and doing it over again.

This attack would not be forgoten, not now, not ever...

It was Highly Unlikely to impossible that the Congolese would be able to have their Entire Naval Fleet depart in the space of less than 20 minutes considering a variety of factors including fueling the vessels, having crew board the vessels, depart from docks in an orderly fashion, and be guided out of port. In fact the Congolese Vessels had not been Fuelled as this would take at least an entire hour to get the vessel(25+ Hours to even fully fuel the vessel) to a level where the vessels could be even capable of movement. Therefore the Congolese would try as the might but when they tried to depart the port their vessels would not start since they had no fuel and thus they were stranded and all but maybe one vessel were subsequently destroyed in the attack.
As for the Airport it was more reasonable that aircraft could take off in a space of 15 minutes but there is only one small runway in the entire airport and it takes 5-10 minutes for a single aircraft to depart even with a reduced fuel load so an estimated 25% of the Su-25 Would likely never make it off the ground since they were all waiting at the airport for a space to take off. Considering the size of the massive blasts and the fact that the airport was surrounded by forest and urban areas the aircraft wouldn’t be able to escape the explosions. All 32 Migs and around 20 Su-27 Would be lost in the attack definitely(due to the load of the ICBM) and though unlikely the other large aircraft which take a much much longer time to fuel and prepare for takeoff would somehow by the skin of their teeth take off.

Clapping could be heard from the Ministry of Defense as the men celebrated a great victory for Turkey, it was unlikely now that any of the Congolese would ever dare to strike back at Turkey again according to top officials or they would face the same wrath from Turkey that destroyed their armed forces. The President would be notified of the outcome while still on his call with the Israeli Prime Minister, he would order a day of military parades in Ankara demonstrating Turkish superiority and might against any who oppose the great nation.
Meanwhile the nation would be on high alert due to the attack and high tensions elsewhere, AS5 Readiness was imposed and patrols would begin nationwide to ensure Turkish Territorial supremacy.

ROLEPLAY NOTICE

Hello Kelly the Mad and Axis12 ,

Roleplay Post #05 confirmed that the majority of the Congolese Naval Fleet were deployed in the Mediterranean, leaving only six vessels stationed in Banana Port. It would be reasonable to assume that a few of these vessels needed refuelling, and would not safely escape the port into open water. 16 minutes is a reasonable amount of time to get a safe distance, saving the other four.

Fighter aircraft on average take 5 minutes to scramble and this can be reduced in certain conditions. However, this is the usually when the Air Traffic Control is fully manned, the engines are heated and the Launch crew and Pilots are in the immediate vicinity. According to an Naval Aviator as a similar question was asked online, launching all the aircraft will usually take between 20 - 40 minutes depends on the crew. An average would be 30 minutes. So it's reasonable to assume that 25% of the Sukhoi Su-25 were unable to take-off, leaving 52 of these aircraft intact. The CN-235 and Harbin SH-5 aircraft would not have had the opportunity to take off from the runway as this was occupied and it's to be assumed these was parked together as they're all logistical aircraft. Purely because of the size of the Harbin SH-5 that only 3 of these aircraft survived and the smaller CN-235 would all be destroyed.

In the interest of fairness, we have agreed that 35 out of 72 Mikoyan-Gurevich MiG-23's are destroyed. This is taking consideration that the missiles were launched across continents, and the fact that no intelligence has been gathered by Turkey to determine the exact locations of the aircraft present.

We have determined that the fatalities at N'djili Airport would be far higher as there's sixteen airlines that operate from this airport, not including the military presence there. We would expect around 2,000 civilian and military personnel are currently at the airport, when the evacuation begins. It would be unreasonable to assume that this many people could evacuate and get to a safe distance from the blast radius. We've determined that 750 of these have died, and 250 are seriously injured. The remaining people (1,000) would have either safely evacuated or have minor injuries.

These figures were decided and agreed alongside Connor , Drivindeath and JamieA.

Diagnostics would be taken and used to make more accurate missile strikes in the future. The future systems would be just a slight but more accurate as the operators got a feel for how the systems would work. Meanwhile the command center would come back to the evacuated launch site and begin to privately make preparations for a strike on RAF Akrotiri. Operation Concluded.
