Greetings to Minister of Finance Vladimir Panskov,

We have heard reports regarding your country’s economic situation. Given the correlation between the success of the Russian economy and the Eastern European economy as a whole; Given the threat of violence and instability which arises during times of great economic recession, as seen during 1993 and 1995; And given the shared goal of strengthening ties between the Russian Federation and the independent Republic of Ukraine, we would like to offer assistance.

The Republic of Ukraine, with Kopiyka Group, is able to offer the Russian Federation a loan. However, before we agree on the amount and terms, we ask that you disclose a list of Russia's debt including the amounts owed, the interest rates, and the lenders. We are also curious about your government owned stocks and the recent corporate auction. Would you be able to summarize how it has impacted the federal deficit? The better we understand the situation the better support we can provide in addressing it.

Independent of our loan proposal, we believe a free trade deal between Russia and Ukraine would be beneficial. We never finalized the agreement for a no tariffs and no non-tariffs policy as was previously suggested by your Foreign Minister. We would be willing to move forward with such a policy—minus the previously suggested joint tariffs on goods from outside Ukraine and Russia. We also continue to decline the admittance of any armed-forces escort. At least for the present time. Ukraine has three containerships in it’s merchant fleet which could be set aside for this endeavor.

What else can we do to assist our sibling state?
