TO: The Office of His Excellency Boris Nemstov, President of The Russian Federation ( Jay )​

FROM: Andrew Olegovich, United States Ambassador to The Russian Federation

Good evening,

The White House has directed me to request a private meeting between myself and President Nemstov at his earliest convenience to discuss the United States's new "Strategic Accountability" policy. Myself, and the White House, believes that there may be a few misunderstandings between our governments regarding the policy, and what the intentions are behind it. I would be more than willing to come at a time of the President's choosing so that I can explain the fine details of the policy, the intentions behind the upcoming summit, and also a direct message from President Sinclair which he felt would not be appropriate to have over a telephone call.

It is my sincere hope that we can discuss this matter in person as two international partners, instead of both of us potentially going back and forth on the international stage. This new policy is not an attempt by our government to work against or belittle the Russian Federation. The Sinclair Administration feels that there is still an immense amount of progress that our governments can make by working together, instead of against each other. I hope that is something that the Nemstov Administration feels is true as well.​
