FROM: Lincoln Johansson, United States Ambassador to the Kingdom of Sweden
Secretary Wallström,
The devolving situation in France has become exceptionally concerning, especially because there are over 150,000 Americans in the country. The Department of State has changed its travel recommendations for France to "Do Not Travel" and has encouraged all Americans in France to leave the country as soon as possible. However, if they are not able to get a direct flight back to the United States, Americans in France are being encouraged to travel to the United Kingdom or Sweden and then return home from there.
I regret that this action has taken place without advanced notice to your office or to the Prime Minister. The American Embassy in Stockholm is prepared to house and process as many Americans as possible, and American airliners are redirecting more flights to and from the United Kingdom in preparation for an influx of Americans. The Federal Government requests that the Swedish Government give refuge to any American citizen with a valid passport that is attempting to enter Sweden.
I have also been directed to inform you that the President is considering deploying a carrier strike group to the Celtic Sea. The purpose of this operation would be to assist with the evacuation of Americans from France. If such an operation were to occur, the Navy would be open to coordinating military operations with the Swedish Navy.
