Good morning,

With the ratification of the Transatlantic Security Arrangement by all three of our governments, the Federal Government feels compelled to inform both of your governments that the United States Embassy in the Republic of The Congo has been destroyed. Our intelligence has confirmed to us with 100% certainty that our embassy was destroyed due to a major, indiscriminate attack from the Imperial State of The Congo, which is currently invading the Republic. At this time we do not believe that our embassy was intentionally hit. However, the White House feels that we have no choice but to respond.

Right now, preparations are under way to deploy a task force to the West Coast of Africa. The mission of this task force will be to send forces into the Republic of The Congo to evacuate any living Americans and to repatriate bodies from the destroyed embassy. A secondary objective of this mission will be to get both sides of this conflict to declare a ceasefire for enough time for us to conduct this military operation. A tertiary objective will be bring both sides to the negotiating table.

Our intelligence has also informed us that the Russia Embassy in the Republic of The Congo was also destroyed. We have submitted an offer to the Russians to conduct a symbolic joint operation, and to stand together publicly to pressure both sides to come to the negotiating table. If either side attempts to prevent us from evacuating our civilians or is hostile to our presence, then that will possibly require our forces to respond kinetically.

If either of your governments would like to participate in our deployment, we would be willing to make a rendezvous point somewhere west of Cabo Verde. If you have any questions, please feel free to respond to this message.​

Dear Clay Moon,

For your awareness I have copied in the Ambassador for Great Britain to the Transatlantic Security Arrangement into this response.

Your message had stuck us with with great concern in Stockholm. Please allow me to be the first to pass the message of our deepest condolences for the United States government and the families effected by this devastating attack. Whether intentional or not this new strikes an abhorrent violation of the fundamental protections afforded by international law during wartime - violations which will not and should not be ignored by our security arrangement, moreover the international community. I concur that an overt response in absolutely necessary to reinforce the position of the United States internationally.

I have linked in with the Department of Foreign Affairs who will, with immediate effect, begin the processing of consular services for United States citizens, in possession of a valid passport and travel documentation, in the Republic of the Congo. In conjunction with this the Office of Global Coordination has advised for a domestic travel ban to be issued; this is still under review as we assess real-time intelligence to establish the threat, harm and risk posed to travelling Swedish nationals. I would appreciate the stance of both the United States and Great Britain on this subject.

At present we are hesitant to interfere with any ongoing conflict in Africa. However, we support the deployment of your task force and can offer the services of military infrastructure in South Africa in order to facilitate mission support. This includes the use of military hospitals and the hospitality facilities on-base. Please advise us in advance of your intention to take this offer to properly coordinate this with the Department of Defence. Should this matter continue to escalate we will not hesitate to publicly support the Unites States in your endeavours and pledge the full capability of the Swedish Armed Forces to ensure mission success.

Thank you for your condolences and supporting words.

The State Department has updated its travel recommendation for the Imperial Congo to "Do Not Travel". We also are no longer accepting Visa requests from the Imperial Congo. The United States currently does not have an ambassador or diplomatic mission there. From what we know as of now, our embassy has been entirely destroyed. Our intelligence shows that there are surviving Americans in the Republican Congo and that they are in a position to be extracted. I would recommend, on behalf of the Federal Government, that both of your governments issue "Do Not Travel" orders for both the Republican and Imperial Congos. It is clear that the ongoing war is directly targeting civilians.

Thank you for the offer of assistance of military infrastructure in South Africa. I would like to specifically request that a port in northwest South Africa be made available for the Navy to refuel its replenishment ships. I do not think that this will be necessary, but the Navy would like the option.

Is there any intelligence that your government can share in regard to the situation in the local area? At this time, we believe that both governments will permit us to extract our citizens.​

Thank you for the informing us of your intent and the stance the US and Sweden are taking at this time.

Naturally, echoing what has already been said, we are in support of the US Task Group to evacuate those stuck in between the conflict and would be happy to support this through logistical efforts, whether that be rotary or fixed-wing aircraft to support evacuation efforts.

We don't believe it viable to get involved in a greater capacity, e,g, boots on the ground in such a conflict but do support calls for both involved parties to negotiate peace.

In support of the operation, we can offer the infrastructure at Ascension Island if deemed suitable for evacuation-objectives only, this can include re-supplying. If the mandate was to change beyond evacuating, this would need to be discussed further.

I can confirm to you both that our carrier task force has crossed the equator and is heading towards the African coast. Right now we expect that there are anywhere from 75 to 200 living Americans on the ground that we will bring home. If your governments have any intelligence of your citizens being there, on the ground, we would be willing to evacuate them as well. If our forces encounter any British or Swedish civilians who want to be evacuated, we will rescue as many as possible and repatriate them to your countries. I will inform you once the evacuation is complete and I will keep you in the loop. It is expected that President Gore will make a public statement on the situation in the coming days.​

Dear Clay Moon and Matthew Cooper,

Firstly allow me to thank you for your transparency in the first real-world test of our alliance, it has been greatly received in Stockholm and undoubtedly shows a clear commitment to one another on an unprecedented level. We remain committed to this open line of communication in ensuring a healthy and intelligence-based approach to ensuring the safety of Swedish, American and British nationals around the world.

I have liaised with the Department of Defence who have moved Saldanha Naval Base into a higher level of readiness in anticipation for your Carrier Task Force, in the event it is required - there is no requirement for further contact should you feel the need to use this base other than via usual radio frequencies for save navigation in international and territorial waters. We are beginning the redirection of a number of ongoing, up-to-now unrelated, military operations, in order to assist the ongoing effort in Congo - these details, I must stress, are to be retained at 'TOP SECRET' level. I have been directed to make you aware of the following operation: Operation Boron is an ongoing international intelligence building operation which is in a midst of an African campaign, purely by coincidence. We have real-time intelligence from operating spy planes identifying a huge naval contingent positioned at the Port of Banana however the entirety of the remaining coastline is barren for military activity. This intelligence is recorded and in the process of being analysed but we will have the necessary detailed projections forwarded to your respective departments as soon as possible to aid in your response. At the direction of the Secretary of Defence these operations are to be moved to focus on the attack in and around the Embassy of the United States, Embassy of Great Britain and Embassy of Sweden however will remain in an entirely covert capacity.

It is no secret that Congo has long opposed to Swedish operation in the African region and as you now know an active terrorism investigation has been ongoing for some time against operatives of their government. Do either of you have any information which may suggest Congo will actively hinder or prevent humanitarian efforts within their territory?

The Federal Government is very pleased to hear that Saldanha Naval Base has been made available to us, in the event that it is needed. I can assure you that this will provide a level of comfort to the Pentagon, as they always prefer to have multiple options. I will also pass this information that you have shared to the Office of Naval Intelligence - I am sure that they will be thankful and not forget this action. Please share with us any intelligence that shows that naval assets are being moved from Port of Banana.

In regard to your question on Imperial Congolese attitudes towards humanitarian assistance: the State Department has been in communication with Imperial Congo for some time now, and they are opposed to even American boots on the ground in the Republic of The Congo, let alone the Imperial State of The Congo. In fact, the Secretary of State was told that, "Unless absolutely, unavoidably necessary, we want to avoid foreign boots on the ground in Africa," and "Unless absolutely, unavoidably necessary, we want to avoid foreign boots on the ground in Africa," by the Imperial Congolese Minister of Foreign Affairs, Baatsi Bankole. Minister Bankole went as far to offer Imperial Congolese forces to bring our civilians from Brazzaville to our task force off the coast of Africa. Considering that those same forces had just raised the City of Brazzaville and bombed our embassy, the White House was not open to entertaining this idea.

As I am sure you are aware, President Gore has made a statement on the situation in The Congo, which is now the foreign and military policy of the United States. At 1200 tomorrow, Brazzaville time, we will be declaring a No-Fly Zone over parts of the Republic of The Congo for a period of 72 hours. During those 72 hours we plan to evacuate all of our civilians from Brazzaville. The Secretary of State has made it abundantly clear to the Imperial Congolese government that we will not tolerate incursions into the No-Fly Zone, or the incursion of ships or aircraft into a 150-mile radius around our task force. We will also be enforcing a ceasefire in the ruins of Brazzaville itself. Secretary Fitzgerald also urged the Imperial Congolese government to come to the negotiating table with the Republic.

If we are able to evacuate our civilians without interference, it is our plan to fully withdraw from the area as soon as possible and within the timeframe that the President has stated. I will continue to keep you both updated on the situation as it develops.​

Ambassadors Lindgren and Cooper,

The joint-force operation, called Operation Armed Valkyrie has been a total success. The combined assets from three different military branches make up "Task Force 101" which includes a carrier strike group as well as an excess of destroyers, an amphibious assault ship, multiple submarines, two Coast Guard cutters, a thousand Marines, and an entire carrier Naval Air Wing. Close to 150 civilians have been evacuated from Brazzaville and the surrounding area. This includes over 120 Americans, a Swedish civilian, and multiple South African civilians. All of these civilians have been given medical care and fresh food aboard the USS Wasp. Task Force 101 is currently sailing towards South Africa in order to repatriate Swedish and South African civilians, and to replenish.

As I am sure you are now aware, the Secretary of The Navy has released a summary of intelligence that was gathered by the Marine Corps, Navy, and the Office of Naval Intelligence throughout Operation Armed Valkyrie. While the numbers that Secretary put forward are stark, the CIA currently estimates that the death toll could double or triple if the Imperial Congolese forces to not undertake a massive effort to feed and care for the hundreds-of-thousands of Republican civilians that are now homeless and no longer live in functioning societies.

On behalf of the White House and the Department of The Navy, I would like to thank both of your governments for your cooperation and the assistance that you have offered throughout this operation.​

Dear Clay Moon and Matthew Cooper,

I have received your correspondence with great relief for the safe return of our citizens. In the past few hours I have received a memorandum from the Executive Office of the Prime Minister informing me that the Norwegian Government have similarly accounted for the safety of the entirety of their diplomatic staff despite the total destruction of their embassy in Kinshasa. Thus far is is undeniable that we have been lucky but we are certainly tiptoeing the line of this being one of the most devastating wars in terms of the civilians death toll in recent history, something we are obviously keen to avoid. The African economy cannot support sustained humanitarian aid on its own and unfortunately I suspect that any long-term treatment to casualties of war will come to a halt in the coming months.

On the subject of humanitarian aid we have been made aware that the Republic of Thailand is currently in the process of deploying a substantial naval fleet towards Central Africa in order to aid a humanitarian effort. I must stress that I am unsure of their security classification in relation to this operation and I share this with you due to the sheer volume of their fleet and any potential security risks which may come with them traversing their way towards the Congo. Our Department of Defence has enabled the use of the local facilities in South Africa in order to enable suitable replenishment - at the moment we are aware of seventeen Endurance-class Landing Platform Docks, five tankers, and 'perhaps' 4 to 10 warships as escorting vessels with a supporting 8,500 personnel total. We will update you with these figures and and when they replenish in South Africa.

In conjunction with this Operation Boron remains actively gathering local intelligence which will be shared upon their safe return and proper analysis.

It is essential we remain on-top of international assets in and around Central Africa - this poses a phenomenal national security risk. Not to mention the threat of escalation in the regional war.

It will be interesting to see if the Thai forces are able to manage logistics on the other side of the world given the assets and vessels that they have. Ambassador Lindgren, please continue to keep us updated on these matters.

While Task Force 101 and the USS Nimitz will be sailing back to the United States, we plan on repositioning the USS Nimitz and her carrier group to the Pacific. However, the newly Christened USS William J. Clinton is preparing for her maiden voyage along with her new carrier group. Ambassador Lindgren, while the Navy was planning on deploying the USS William J. Clinton to Europe, we could move the deployment to the South Atlantic in order to help observe foreign forces in the area, and to act as a deterrent for any kind of aggression against Sweden or South Africa. We would of course welcome the deployment of Sweden's carrier to the region as well, if this is something that your government would be interested in.

Regardless, we remain committed to our allies in both the United Kingdom and Sweden.​

Dear Clay Moon and Matthew Cooper,

Further to my earlier correspondence in-which I stressed that it is essential we remain on-top of international assets in and around Central Africa, I have important intelligence to divulge in relation to the movement of military assets from the Republic of Thailand towards South African territorial waters and onwards to Congo.

We are confident from working with Thailand, and our historic relationship with the nation through various different conflicts, that the objective of their mission is entirely humanitarian at this stage. They have informed us that their deployment will consist of 13,401 active personnel, 8000 'humanitarian volunteers' and 500 'well-recorded veterans' - they accompany a substantial flotilla namely their 'Auxiliary Fleet' consisting of seventeen (17) Endurance-class LPD and four (4) Tanker 23000, these will be escorted by their '3rd Frigate Squadron' which in itself consists of six (6) Naresuan-class Frigates and two (2) Gepard-class Frigates.

Whilst their cargo has not been specified in great detail I am aware that a total of 646 undefined vehicles are aboard the aforementioned Endurance-class vessels., in addition to humanitarian supplies.

As you can expect a deployment of in excess of 21000 personnel in varying capacities and a flotilla of 28 vessels is a phenomenal deployment from Thailand. Given the gravitas of the ongoing war I am conscious that their objectives could change should they be antagonised or error be made on the battlefield.

At present the security risk posed to Swedish overseas territory is somewhat low as we consider Thailand a strong international partner - any change to this assessment will be broadcast to yourselves as appropriate.

Ambassadors,

I am sure that your governments been watching the situation between the United States and Spain closely. After negotiations and an ultimatum issued by President Gore, the Spanish government has decided to retract their policy that Puerto Rico is, or should be, a part of the Kingdom of Spain. Just as this situation was coming to a close, the Federal Government has become aware of a large surface fleet deployment to the Atlantic Ocean by the Thai Navy. It was publicly stated that this deployment was being done to, in essence, enforce a peace between the United States and Spain. This kind of interference in Western affairs by an Asian nation is totally unacceptable, let alone an attempt in interference in American affairs.

The President has ordered the deployment of two carrier strike groups into the Atlantic to counter the Thai fleet and also prevent it from projecting any power. I can only imagine that this will be a delicate situation, however, the Navy will be fully prepared to engage the foreign fleet should it act aggressively or pose a direct threat to the United States, her TASA allies, the Western Hemisphere, or Europe. The White House is hoping that, in a show of unity for our alliance, your governments make navy deployments into the Atlantic, or at least condemn the Thai deployment.

The Navy is prepared to work with our partners in the United Kingdom and Sweden. Please let me know if you need any further information or clarification.​

Good Morning,

Thank you for your email and recognition of the deployment of the Thai Navy. Whilst we are in agreement that the numbers deployed are designed for hostile action, statements from the Thai government advise of a peacekeeping deployment to facilitate peace between the US and Spain. Although this is a questionable motive and unjust movements from the Thai navy, the UK and Sweden both have solid ties with Thailand and their peacekeeping efforts have been well noted over the last few years with a number of large-scale deployments.

Therefore, I do not think their is any maliciousness in their deployment other than a poor doctrine from lack of experience or understanding.

In light of this, and we considering it a low threat. The UK Government do not believe matching them with an equivalent or larger force is something that can be justified without discussions taking place to understand their intentions further. Any deployment of two US CSG joined with Sweden and British fleets has a significantly higher risk of collision or a misunderstanding that could escalate further.

I would propose a discussion taking place, either between all of us and the Thai Government or a single ambassador to represent TASA in any talks - simply to understand the situation. If it is true that the operation was for Peacekeeping purposes between the US and Spain, the ships should be stood down given recent developments that the US-SPA saga is coming to a close.

Ambassadors Cooper,

The United States and the Kingdom of Spain have been engaged in diplomatic dialogue over the past few weeks. In this time, the Spanish government has demanded that the United States cede Puerto Rico - an integral American territory - to their country. We denied this "request" not twice, but thrice. Even after publicly declaring our outrage at this afront to our sovereignty, we heard nothing but a deafening silence from our ally, the United Kingdom. After intense internal negotiations from Spain and the United States, we have come to a mutual understanding. But, before that understanding could be declared, the Thai government announced that they would be making an armed deployment of some 20+ destroyers into the Atlantic Ocean, between the United States and Spain. This deployment comes after we have done nothing but engaged in diplomatic dialogue and rhetoric, and is a clear escalation from a country on the other side of the planet. What is their intention? To intimidate us, or the Spanish, or both? Are our allies in TASA comfortable with other countries attempting to intimidate us into taking policy actions that we would not be comfortable in taking? If the Russian Navy were to sail into the North Sea as a "Peacekeeping Mission" to intimidate the United Kingdom into changing their foreign policy, would you expect the United States to support Russia?

Thailand is currently making clear military movements that are not, in any way, diplomatic in nature. They have escalated a diplomatic situation that involved no military deployments, and was simmering down. However, with that being said, even if the situation was worsening between the United States and Spain, a military interaction from a country in Asia would not be acceptable. If anything, we would have at least hoped for a public statement of support.

Your response is disappointing.​

Good Morning,

Firstly, I apologize if you think that the United Kingdom does not value your stance, we will abide the Transatlantic Security Arrangement as written which, for reference, I refer to Article III, Collective Defence, which states:

Signatories agree that an armed attach against one or more member of the Transatlantic Security Arrangement shall be considered an attack on all members. Any such attack and all measures taken as a result shall immediately be reported to all members of the alliance. For the purposes of Article III, an armed attack is considered:
- Military attack or invasion on the territories of any party.
- Military attack on the forces, vessels or aircraft of any of the parties.
- Any form of intelligence operations against a member or in the form of cyber attacks.


Neither Thailand or Spain have carried out an attack, invasion or intelligence operations against a TASA member that we have been made aware of, the issues you refer to could be or have been resolved via dialogue. I have also not yet heard the request for Article III to be activated.

I agree, the movements from the Thai Government should not be happening and feel that conversing will resolve that rather promptly, not the deployment of costly strike groups which could easily be seen as a hostile retaliation.

The United Kingdoms own foreign policy is to first work any lines of communication possible before opting for a military response, this permits us to offer an objective view and it's certainly not something we feel intimidated by. It must also be noted, to answer your question, if the Russian Navy were to sail in the North Sea, competent crews from our Navy would shadow them during their passage and react accordingly. Article III would only be activated if the criteria were met.

Ambassadors,

The United States Navy has deployed two carriers to the Atlantic to intercept any Thai vessels. While we are aware of the public statement from Thailand that their ships are returning, or have returned, home the Pentagon wants verification before we send our fleet back to port. Right now, the Air Force is conducting a top secret operation in the Pacific to get visual images of the Thai Navy bases on the Pacific side and confirm that the destroyers are in port. However, our reconnaissance assets do not have the range to take pictures of Thai navy bases in the Andaman Sea without going into Thai airspace.

At this time, the Air Force is requesting permission to send a reconnaissance vehicle to Diego Garcia so that they can get images of these navy bases in the Andaman Sea. Or, if there are British/Swedish reconnaissance assets already in place there, we would greatly appreciate support from your side in taking photographs of the following navy facilities:
Phuket Naval Base,
Phangnga Naval Base.

We appreciate your support and hope to hear back from you as soon as possible.​

Dear Ambassador Moon,

This is certainly something we can work to accommodate but would require some further information due to the sensitive nature that Diego Garcia operates under. We would only be able to grant access for a short period of time which we can negotiate with you further but based on your email, I suspect the period of June may be sufficient? With your forces leaving Diego Garcia at the end of June.

I would require a list of equipment or personnel, and modes of transport for those you intend to operate from Diego Garcia. If you could please send this across ASAP for me to relay to the Ministry of Defence to admit access.

Observers from the Ministry of Defence will also be present at Diego Garcia for the duration of the operation due to sensitivities of the facility.

Our assets in the Pacific are already in place and awaiting orders to deploy to conduct reconnaissance on the majority of Thailand's naval facilities. We would need to deploy as soon as possible, so yes a June timeframe would be appropriate. This operation would not take a long period of time to conduct, so this timeframe would be appropriate. With that being said, this operation will not be possible unless we are able to land and refuel our aircraft in South Africa.

Ambassador Lindgren, I hope that your government would permit the Air Force to land in South Africa to refuel? We would request to fly the three above aircraft to Air Force Base Langebaanweg where they would land, refuel, and then take off again and land at Air Force Base Durban where they would land, refuel, and take off to fly to Diego Garcia. They would have to take the same flight path back through South Africa once this operation would be over. Would this be acceptable?

Ambassador Cooper, these are the assets that we would deploy to Diego Garcia, pending a green light from the Swedish government:
x2 U-2S Dragon Lady
x1 pilot each

x1 C-40C Clipper
x5 Flight Crew

x32 U.S. Air Force ground forces
These ground forces will act as a security ground forces unit for the U-2S while they are in place, as well as the C-40C clipper. They will fly in on the C-40C. From the point that all aircraft are wheels-down at Diego Garcia, we suspect the entire operation will not take more than four days, however we appreciate the window of one month in case there are any complications.

As I said before, our assets in the Pacific are already in place and we would just need a green light from Sweden/South Africa to move forward. Is this acceptable, Ambassador Cooper?​

Dear Clay Moon and Matthew Cooper,

I have forwarded the appropriate sections of your correspondence onwards to the Department of Defence in Stockholm for the identification of providing replenishment facilities within South Africa. Preliminarily I do not see any reason as to why this could not be facilitate on the provision - this is a strategic tactical option we have previously offered and provided to members of TASA. Could you please confirm whether the aircraft listed in your correspondence will be clearly identifiable as United States Air Force aircraft from the exterior? This will have relevant security implications for the forces on the base.

Whilst we were delayed in responding to your correspondence prior to the Thai deployment reaching Europe - we are overtly aware of the situation surrounding Spain, Thailand and the United States. I think it be key to provide de-classified information to members of TASA on this basis, in order to remove any potential conflict of interest; our commitment is to this alliance and the interests of its members. Attached is correspondence received from the Defence Information and Space Technology Department, Royal Thai Armed Forces Headquarters in relation to Operation Oceanic Peacekeeper. It should be noted the Department of Defence never responded to this message, but we are very aware of the strategic importance of South Africa for intercontinental warfare.

Ambassadors Cooper and Lindgren,

The mutual aid and cooperation offered by both of your governments and armed forces is greatly appreciated. Please take note of the information below, and respond if final approval for this operation is granted.

The Air Force has passed on a correction to me for this upcoming operation. The aircraft involved will be:
x1 KC-135R
x3 Flight Crew (x2 pilots, x1 navigator)
x3 Reserve Crew (x2 pilots, x1 navigator)
x32 Airmen (ground forces for security)

x2 U-2S
x1 pilot each

The U-2S aircraft are painted black and only have minor identifying markers (painted in crimson) on the vertical stabilizer, however these markers do not identify them as United States aircraft. The KC-135R will be clearly identified as a United States Air Force aircraft.

Ambassador Lindgren, the following is the finalized itinerary that the Air Force would like to request:
1) The KC-135R will land at Air Force Base Langebaanweg around midnight, South African time. It will refuel, and then continue east to Diego Garcia.
2) Both of the U-2S will land at Air Force Base Langebaanweg at approximately one in the morning. They will refuel and then continue east to Diego Garcia.
3) After the operation is complete, the aircraft will return home in a similar fashion (with notice given to the Swedish Air Force).
4) At this time, the Air Force does not think it will be necessary to utilize Air Force Base Durban; however, they request that it be available in the event of an emergency. In return, the U.S. Air Force will keep Sweden intimately informed on the timing of our operation so that your military knows exactly when we will be flying into, and over, your airspace.

Once you can both give me final approval for this operation, the Air Force will set this entire operation in motion as soon as possible.​
