I am contacting you with permission, and at the direction of, the White House. The Department of Defense feels that we need minimal assurances that we could operate and transport military assets in the Southern Atlantic. Therefore, I would like to establish a formal treaty that would allow the United States to construct and establish a Naval Air Station and Navy Base in South Africa. The location of where we would like to build this facility is the unpopulated Dassen Island.
The primary purpose of these facilities would be:
1) To enable the United States armed forces to operate in the Southern Atlantic and have a safe place to replenish and base operations from;
2) To further the United States's commitment to TASA and to Sweden, in which we are committed to guaranteeing the Swedish Realm's territorial sovereignty.
