Prime Minister Adams,
The attacks in London have shocked me, and the Federal Government, by total surprise. While we are only starting to put the pieces together of what happened and who was behind the attacks, it appears clear to me that civilians, and not military or strategic targets, were the focus of these attacks. These events go beyond barbarism and bring forth the very idea of evil in our world. I am outraged by what has happened and I want you to know that the United Kingdom has the full support of the United States of America in every capacity: economically, politically, and militarily. There is no excuse or reason that can justify these attacks. I have directed the CIA and the NSA to turn over any possible information to Mi5 regarding foreign chatter or evidence that may show what has happened or who was behind these events.
I have also spoken to Ambassador Cook in London. There is a small contingent of FBI personnel at the embassy who could assist in the investigation, or at least help identify and process the remains of any American citizens who may have been victim to the attack. I trust that Mi5 or the Foreign Office will keep the American Embassy in London in the loop if any Americans were killed in these attacks.
Finally, I want to emphasize the United States's commitment to the special relationship between our two countries. When you, or other representatives of Her Majesty's government, are ready I have tasked Ambassador Cook with meeting with them to determine if this attack - if done by other state actors or a foreign organization - constitutes the activation of Article 3 of the Treaty of Washington. If it does, then the United States armed forces stand fully prepared to assist in any capacity, anywhere in the world.
Please give the condolences of myself and the American People to the British People, and Her Majesty the Queen.
