Minister Bankole,

The United States has irrefutable evidence that our diplomatic mission in Brazzaville has been destroyed by a bombing/artillery strike from your country's armed forces. We have lost contact with our embassy, and we believe this may have been a high-casualty event. This attack was done without any warning to the United States or other countries who have embassies in Brazzaville. Also, it appears that it was a purposeful attack on civilian areas in the city of Brazzaville, which is in direct violation of the Geneva Conventions as well as numerous other ratified Global Assembly resolutions.

I am writing to you to receive answers to the following questions:
1) Did your country's armed forces intentionally attack the United States Embassy in Brazzaville?
2) Our government intends to evacuate all remaining Americans from the Republic of The Congo, and also to repatriate the dead from our Embassy in Brazzaville. Will your government or armed forces attempt to hinder either of these operations?
3) Would your government be willing to go to the negotiating table with the government of the Republic of The Congo?​

Mr. Fitzgerald, I was fearing this call would come, and it seems that now we must explain the situation. Unfortunately for all parties, the Republican army has decided to utilize civilians as a shield against our vastly superior army. We tried to focus initially on only Republican government buildings and major infrastructure- highways, power stations, stadiums- however, the Republicans began to shell us from positions within residential districts, and we were forced to respond in force in order to preserve our city. We intentionally avoided residential areas and attempted to avoid international embassies, however, it appears secondary explosions may have caused the destruction of several. We do not know for certain yet, however, we are investigating the fact that there were munitions planted near these locations as a means of framing us and hurting our reputation. I assure you, we tried to prevent tragedy to the best of our abilities while still protecting our people.

For your evacuation attempts, we will not hinder you, and in fact, would be interested in aiding these recovery operations as soon as possible. We want nothing more than an end to these hostilities and the wicked Republican government and are willing to go to the negotiation table to achieve this. We have also immediately halted our bombardment, and do not intend to continue it unless we are fired upon. We would be willing to sign a ceasefire in the twin capitals. However, in the north, where militias allied with the corrupt republican government have massacred thousands already, we will not stop our pursuit of justice until all who perpetrated the attacks are held accountable. I have also heard recent news of an attack on a military base, as well as several towns, on imperial soil around the region of Dongo. We believe that up to 30,000 people have already been raped, injured, or killed by the marauding forces. I reiterate we will not accept a ceasefire with militia forces. However, we would be willing to pursue one with government forces.

Excuses aside, I can inform you that the United States will evacuate all America citizens, as well as willing British and Swedish citizens, from the Republic of The Congo, and Brazzaville, as soon as possible. We will do this either through voluntary civilian evacuations or through the deployment of American troops into the Republic of The Congo. The evacuation of American citizens and the repatriation of the fallen is non-negotiable. To be abundantly clear, the United States is prepared to wage war in order to bring home its citizens, if necessary. While we are evacuating civilians, we will declare a cease fire over certain areas in order to ensure the security of our civilians and our armed forces.

Outside of the repatriation of our people, we also intend to help the Imperial State of The Congo and the Republic of The Congo find a diplomatic solution to their current conflict. I take you at your word that your government is willing to find a diplomatic solution with the Republic.​

Unless absolutely, unavoidably necessary, we want to avoid foreign boots on the ground in Africa. We can provide a fleet of transport helicopters to evacuate foreign nationals if you have the facilities to receive them. Preferably a joint Congolese task force can evacuate them to your ships, under a ceasefire. We see no reason for foreign soldiers to step foot in Africa. We would also like to give notice that your ships are not to enter the national waters of either of the Congos. We will be closely monitoring and keeping in touch with you and your operations.

Minister Bankole,

The White House will not authorize a foreign evacuation of American citizens, especially after a direct attack on civilian infrastructure and at least two diplomatic outposts have taken place. Simply put, we do not think our citizens would trust or cooperate with Congolese forces because they have been raising the City of Brazzaville.

The President has just made an announcement which is now the official diplomatic and military policy of the United States. Tomorrow at 1200, local Brazzaville time, the United States is declaring a No-Fly Zone over parts of the Republic of The Congo, as well as a Naval and Air Exclusion Zone around an American Navy task force that is off of the African coast. The exact parameters of the No-Fly Zone and the Naval and Air Exclusion Zone are attached to this message. The No-Fly Zone will last for 72 hours. During this time, any non-American military aircraft operating in this space will be considered hostile and will be shot down. Any non-American military aircraft or naval vessels that enter the Naval and Air Exclusion Zone will be considered hostile and will be shot down. During these 72 hours, United States Marines will enter into the Republic of The Congo and land in Brazzaville to evacuate Americans. The Marines will only be on-location within the timespan of the No-Fly Zone, and will return to our task force. Finally, for this 72 hour period, we will be declaring a ceasefire in the city of Brazzaville itself in order to ensure the safe passage of our armed forces and civilians.

To be clear, no U.S. Navy or Coast Guard vessel will enter the 12 nautical mile territorial sea of the Imperial State of The Congo, or of the Republic of The Congo.

As this operation will begin in the next 12 hours, I am urging your government to consider entering into negotiations with the government of the Republic of The Congo in order to prevent further bloodshed. The best way to begin this process would be to have your government state a willingness to declare a truce so that both sides can send representatives to a neutral location and negotiate. Please let us know how we can be of assistance.​

The United States armed forces have been evacuating Americans from Brazzaville over the past 48 hours. The State Department is pleased to see that your government has respected our temporary No-Fly Zone so that we can peacefully conduct this evacuation. I am also following up as to what efforts your government has taken to begin negotiations with the Republican government? I have communicated with the President of the Republic directly, and he has told me that the Republican government is open to holding negotiations with your government in order to prevent further bloodshed.

Finally, I have been instructed to ask if your government and armed forces are going to take any precautions to prevent further attacks on civilian infrastructure? As of right now, the Federal Government is estimating that over 50,000 civilians have been killed in Brazzaville alone, and that those numbers will continue to rise. These deaths were mostly due to the apparent carpet bombing/artillery fire that was done on civilian infrastructure. I assurance that your armed forces are not going to carry out a similar campaign on Point-Noire, which is the second largest city in the country.​

Our respect for the no-fly zone comes out of respect for your nation and your mission to rescue citizens from a warzone. I would advise, although I would assume this is already taken into consideration by your forces, that all aircraft and personnel are clear of the no-fly zone when it expires, as we will be performing a sweep of airspace at that time. As for negotiations with the Republicans, we are currently penning an invitation to the Ethiopian government to serve as a mediating force in negotiations we plan to hold in the coming weeks.

We do not plan to undertake any more major bombardments - by air, land, or sea - for the remainder of this operation. We believe that the Republican government has learned from placing their militaries in an urban environment, and how it has led to unavoidable civilian casualties. In any case, we currently have a ceasefire with Republican forces. We also have plans on the books to make firefighting runs over the currently burning Brazzaville utilizing special-built firefighting aircraft we recently purchased from allies. It also seems worthwhile to inform you of the fate of Point-Noire. I am surprised you have not been made aware through press briefings and the haze emanating, but the city once known as Point-Noire has been removed from Africa. All civilians were evacuated ahead of time, and field reports, alongside aerial reconnaissance, have confirmed that there were between 0 and 1,000 civilian casualties, mostly those holdouts who refused to leave the city and volunteered to stay behind.

Several hundred aircraft took part in the raid, with thousands of tonnes of ordinance deployed. We took the most extreme measures to ensure the city was evacuated beforehand. This was done in retaliation for the massacre of the crew of, and sinking of, a Congolese naval vessel approaching the port with a white flag, seeking parley. When the ship docked at the port city, two aircraft were launched by the Republicans (Both immediately downed). The Republican allied militia in the city then fired artillery, sinking our ship which was approaching on a peaceful mission, to halt the violence. Following this, the joint aerial and naval bombardment was launched.

I hope this clears up some confusion.
