The President of the United States and the Secretary of the Department of Homeland Security have authorized the United States Coast Guard to sell 5 of its Hamilton-class cutters. These cutters have never been deployed. Each cutter has a hanger and is able to carry one helicopter and is armed with:
x1 OTO Melara Mark 75 76 mm/62 caliber naval gun
x2 25 mm Mk38
x1 MK 15 Block 1 20 mm Phalanx CIWS
x6 .50 caliber machine guns

With the purchase of each one of these cutters comes with a Free LPL (limited production license) to produce a naval helicopter with no added costs (these helicopters are restricted to those normally stationed and flown on U.S. Navy and Coast Guard destroyers/frigates/cutters).

The price of each cutter has been reduced by 25.5% to $375,000,000 per cutter.
The sale of these cutters must be approved by the United States Senate - the United States reserves the right to refuse to sell these cutters to any nation for any or no reason.

The Department of the Navy for Mexico would place a bid of $375,000,000 for each ship for a total of $1,875,000,000.

The Secretary of the Department of Homeland Security would review the request from Mexico and approve it. He would then forward it to the White House and request that the Mexican acquisition be approved. President Gore would give the greenlight to officially decommission the cutters from the Coast Guard and transfer them to Mexico, provided that Mexico paid the $1,875,000,000 in full. Once the Treasury would confirm the deposit from Mexico, the ships would be transferred.
