Upon noticing an sudden uptick in calls by an unknown and single number to various contacts through the nation, various Spanish telecommunication providers would easily block this number even if unknown, which would mean it would be unable to contact anymore numbers inside the Spanish Republic and its citizens, apart from a few hundred in the initial attack. These telecommunication providers would work together to unmask the number, however it would take time as they would found out that a VPN was being used, nonetheless they would try. They would communicate this to the Spanish Department of Infrastructure, which would analyse the occurrence. In order to prevent this from happening a public service announcement would be made by this department in various TV and Radios stations, requesting that civilians to not answer for the time being number from an unknown origin. This would help the elderly would are more prone to these attacks. The Republic of Spain would urge other nations affect to conduct the same procedure if it had happen to them.

Fearing that it could be a nations security threat, the Spanish Intelligence Agency would be secretly notified by the Department of Infrastructure. Which means they would use all their might to help the providers in finding the number origin, nothing that this agency hadn't done before, or that it was difficult to do so as they would boast the high capable and advanced systems and highly trained personnel that the agency had at their disposal, it would take time, but soon enough they would find the culprit.

After a rise in calls across the country to report scam calls, telecommunication companies in Norway would begin to filter through many complaints and would notice that all complaints had been coming from the same number and would pass all information they had received onto the Norwegian Intelligence Service. Staff across the telecommunication companies across the country were trained to deal and offer advice to concerned citizens and would inform them not to publish or give any information over the phone or the internet and to only deal with trusted information in person, such as dealing with banking issues at the bank and not online/over the phone.

Analysts at the Norwegian Intelligence Service had already began doing what they could to try and decrypt any data that they had, and to try and trace where the location was coming from. Just because the IP is different through the VPN, it doesn't mean that the location of the root couldn't be found, it was a thorn in the side of the analysts but eventually, through their superior training they would eventually find the location, it was just a matter of time.

Agent Kim Ha Yeon was sitting at her desk cleaning some coffee stains off her skirt after some jerk in the coffee room bumped into her...not even apologizing. She cursed him out mentally...knowing he was still at a higher level than she was. As she sat at her desk, an email came from KT & SK Telecomm about some suspicious calls. Her section leader dumped it onto her considering it was a non-issue. As she reviewed the complaint, she reviewed a spreadsheet of a mass-call...It did not seem calculated or targeted, and did not fit the criteria of a cyber or cellularly attack the agency was monitoring form the North. She got up to check her phone, leaving the secure area after locking her home screen and entering the phone locker. Opening it, she received a handful phone calls from the listed numbers on the spreadsheet, her sister had messaged her telling her about their mother. Apparently she opened a phone call from abroad and it just hung up. She cross referenced these numbers, and realized that it could be a service attack against Korean telecommunications, searching for serviceable numbers and seeking to overload the servers. She closed her phone and returned it into the secured locker before heading back to her desk to flag it for her section supervisor. The section supervisor was slightly annoyed as he had sent this to her for her to close it, coming over and demanding to know what was going on. As she explained the situation, the supervisor pondered on it, he decided to pass it onto the Director for the Cyber Bureau as concerns were already high of a second attack by the North against the Blue House's cellular services. Had it not been for that, he would've thought it was just a scam phishing problem and sent it back to the telecom companies to handle. Supervising Kim informed the Telecom companies to temporarily suspend the numbers involved in mass-calls originating outside of Korea, all the Telecom Companies would immediately suspend these numbers limiting the scope of the intruders ability to collect information.

As Agent Kim and Supervising Agent Kim informed the Director, the director was unconvinced of the severity of this call. The Blue House began to call the Director after the meeting, demanding to know what was the situation with the mass call situation, with staffers and aides in the Blue House being hit with multiple calls. All the Telecom Companies said they had immediately suspend the numbers, meaning they were duplicating...additionally they had been informed by the Norwegian & Spanish Intelligence Services of similar attacks against them. A meeting was therefore assembled of the Bureau for Cyber Security & Analysts.


The Korean NIS decoders were able to break through the unknown caller ID using track and decryption methods, identifying multiple numbers and preemptively suspending them. In a game of cat and mouse, the NIS and Telecom companies would flag and then suspend calls engaged in the repetitive behavior. At least for now, South Korea was able to upend the callers, while unable to track a physical location. Analysts were attempting to break through the number security to get an area code, however, they could not take the granted area code as it was probably just a false lead. The NIS would also set up a small task force to monitor the call, more concerned if Government employees had accepted the call, sending out notices to the Ministry of National Defense, Ministry of Foreign Affairs, Ministry of Science & ICT, Ministry of Unification, and the Blue House first to avoid answering the calls and avoid suspicious emails. With a digital sweep of government email servers underway, turning them off for the next two hours, of course disrupting government services.

Agent Kim stood next to her fellow section agents, wearing her colleagues jacket to cover the upper portion of her skirt...still stained...as the supervising agent informed the Bureau's agents of the situation. "Earlier today, we flagged a mass-service attack against KT, SK Telecomm, and Uplus, we suspected a North Korean denial of service attack and probing attack to conduct calculated phone strikes against government officials. However, we have ruled out the idea the North was behind today's attempted attack. Primarily, because, after our incident, Norway and Spain released statements on a mass public phone attack. The attacks severity is slowly coming in, we can confirm that only 15% of Korean phone numbers feel victim to the attack, as the NIS managed to preemptively block and combat numbers targeting the remaining 85% of numbers. However, we anticipate a loss of an additional 10% due to the increasing severity of the attacks, and we are unsure when it will end. However, All the telecomm companies have issued non-confidential notices for individuals not to answer unsaved numbers. We believe we can reduce the further infiltration attacks through public awareness while we conduct an internal investigation. As a precaution, we are taking the government servers run by the NIS offline to do a complete sweep. We are asking the North Korea Bureau to inform us of any suspicious information...however, we are primarily looking into Russia, India, Argentina, and Romania as possible suspects." The NIS had ruled out Sweden, the UK, and the US as possible perpetrators, due to the attacks also hitting Nordic-Council members and European and Asian allies such as Spain & Korea. It was also highly possible this was a non-state action by Russian crime syndicates hoping to take advantage of the economic downhill in Europe by scamming people and their life savings. Korea's NIS director was expected to make some press statement in the coming weeks once the situation was fully understood, in the meanwhile, South Korea would reach out to Norway and Spain to see if they could cooperate to trace this new threat.
