Dear Secretary Adams,

I hope you are well.

I am writing to update you on the progress made regarding the discussions that took place during with the previous administration during the UK-US State Visit last year. As you may be aware, these conversations led to the identification of shared interests in Trade and the establishment of a Joint Economic and Research Partnership. At that time, we agreed to move forward with the drafting of these important agreements, which would serve to strengthen the bilateral ties between our countries. I am pleased to inform you that after careful deliberation, the initial drafts for both the Trade Agreement and the Joint Economic and Research Partnership have now been completed.

For your convenience and review, I have attached the drafts of both agreements to this email. We believe these documents are a solid foundation for further discussion and believe these will help advance the objectives that were set out under the previous administration and hope that the interest in such agreements remains under your government.

Thank you for your time and attention to this matter. I look forward to hearing about whether these remain of interest, and how you would like to proceed into bringing them into effect if permitted.

JOINT ECONOMIC AND RESEARCH PARTNERSHIP AGREEMENT

between the

United Kingdom of Great Britain and North Ireland,

and

United States of America

[ July, 2005 ]

Preamble

Recognizing the shared values and mutual interests in fostering innovation, economic growth, and addressing global challenges, the United Kingdom of Great Britain and Northern Ireland (hereinafter referred to as "the UK") and the United States of America (hereinafter referred to as "the US") hereby enter into this Joint Economic and Research Partnership Agreement. This Agreement aims to strengthen collaboration in key areas including biotechnology, pharmaceuticals, renewable energy, climate change, higher education, and agricultural technology.

Article I, Biotechnology and Pharmaceutical Research
The UK and the US shall collaborate on biotechnology and pharmaceutical research, with a focus on genomics, personalized medicine, and vaccine development. Both parties agree to share research findings, technological advancements, and regulatory best practices to accelerate innovation and improve public health outcomes. Joint research initiatives will be established, leveraging the expertise and resources of both nations to address common health challenges and advance scientific knowledge.

Article II, Healthcare Data and Best Practices
The UK and the US commit to sharing healthcare data and best practices to enhance the efficiency and effectiveness of their respective healthcare systems. Data sharing will be conducted in compliance with relevant privacy and data protection regulations to ensure patient confidentiality and security. Collaborative efforts will focus on improving patient outcomes, reducing healthcare costs, and addressing public health issues through evidence-based practices.

Article III, Renewable Energy Projects
The UK and the US will partner on large-scale renewable energy projects, including offshore wind farms, solar energy advancements, and the development of hydrogen fuel technology. Both nations will exchange expertise, technology, and best practices to accelerate the deployment and integration of renewable energy sources. Joint investments and research initiatives will be pursued to advance renewable energy technologies and promote sustainable energy solutions.

Article IV, Climate Change Mitigation and Sustainable Practices
The UK and the US shall create joint research programs aimed at climate change mitigation and the development of sustainable practices. Collaborative research will focus on reducing greenhouse gas emissions, promoting renewable energy adoption, and enhancing climate resilience. Both parties will engage in knowledge exchange and policy dialogue to support the implementation of effective climate strategies and sustainable development goals.

Article V, Academic Exchange Programs
The UK and the US will expand exchange programs between universities and research institutions, with an emphasis on STEM fields, business, and public policy. These exchange programs will facilitate student and faculty mobility, joint research projects, and academic collaborations. Both nations will provide support and resources to promote participation in exchange programs and strengthen educational ties.

Article VI, Agricultural Technology and Climate-Resilient Farming
The UK and the US agree to share best practices in agricultural technology, pest control, and climate-resilient farming. Joint initiatives will be developed to enhance agricultural productivity, sustainability, and resilience to climate change. Collaboration will include research and development, knowledge exchange, and the dissemination of innovative agricultural practices.

Article VII, Implementation and Review
A Joint Committee shall be established to oversee the implementation of this Agreement and to facilitate cooperation between the parties. The Joint Committee will meet annually to review progress, address challenges, and identify new opportunities for collaboration. This Agreement shall be reviewed every five years to ensure its relevance and effectiveness in achieving its objectives.

Article VIII, Entry into Force and Duration
This Agreement shall enter into force upon signature by both parties and shall remain in effect for a period of ten years, renewable by mutual consent. Either party may terminate this Agreement by providing written notice six months in advance.

IN WITNESS WHEREOF, the undersigned, duly authorised by their respective Governments, have signed this Agreement.

UK-US TRADE AGREEMENT

between the

United Kingdom of Great Britain and North Ireland,

and

United States of America

[ July, 2005 ]

Preamble
The United Kingdom of Great Britain and Northern Ireland (hereinafter referred to as "the UK") and the United States of America (hereinafter referred to as "the US"), recognizing the importance of strengthening their economic partnership and promoting free and fair trade, hereby enter into this Trade Agreement to facilitate the exchange of goods and services and to enhance cooperation in various sectors.

Article I, Reduction of Customs Duties
The UK and the US agree to a gradual reduction of customs duties on originating goods of the other party. Upon the entry into force of this Agreement, both parties shall reduce customs duties by 50% on originating goods of the other party. Within three years of the entry into force of this Agreement, both parties shall further reduce customs duties by an additional 25%, resulting in a total reduction of 75%. Within five years of the entry into force of this Agreement, no customs duties shall be applied to originating goods traded between the UK and the US.

Article II, Reduction of Technical Barriers to Trade
The UK and the US shall cooperate to reduce technical barriers to trade between the two parties. Both parties will work towards harmonizing standards, regulations, and conformity assessment procedures to facilitate smoother trade flows. Regular consultations will be held to address and resolve any technical barriers that may arise, ensuring a transparent and efficient trade environment.

Article III, Treatment of Services and Service Suppliers
Each Party shall accord to services and service suppliers of the other Party treatment no less favorable than that it accords to its own like services and service suppliers. Both parties shall ensure that any measures affecting trade in services are administered in a reasonable, objective, and impartial manner.

Article IV, Domestic Regulations Affecting Trade in Services
Each Party shall ensure that its domestic regulations affecting trade in services are based on objective and transparent criteria, such as competence and the ability to supply the service. Both parties commit to maintaining regulatory practices that are transparent, predictable, and non-discriminatory.

Article V, Intellectual Property Rights Protection
The UK and the US agree to provide and ensure adequate, effective, and non-discriminatory protection of intellectual property rights. Both parties shall enforce intellectual property rights in a manner that avoids the creation of barriers to legitimate trade.

Article VI, Cooperation on Intellectual Property Rights
The UK and the US shall cooperate on the protection and enforcement of intellectual property rights, including through information exchange and capacity building. Both parties will engage in joint initiatives to enhance understanding and implementation of intellectual property rights, benefiting both parties' innovators and creators.
