The US Ambassador to Serbia would leave the US Embassy in Belgrade with three DSS Agents, each armed with a Glock 17. He'd be carrying a briefcase which he would be holding onto very tightly, he'd also have a worried look on his face as he'd just received an email from the White House. He got into a government Cadillac Escalade, which would have armoured plating on the panels and doors. One of the DSS Agents would get in the drivers seat, the others finding other seats in the car. When they are inside, the car drives off to ANDRICEV VENAC 1, 11000 Belgrade, Serbia. After a small trip in the car, they arrive at the front doors of the building. Stepping out, the men head inside of the building, their US Diplomatic Identification on show. As they reach the reception, the DSS Agents would step away from the Ambassador as he places the briefcase on the desk, and open it. Pulling out a sealed envelope.
"My name is Michael Kirby, I am the US Ambassador to Serbia and I have a letter here for the General Secretariat of the President of the Republic and for President Davidović himself. Will you please make sure it gets there as quickly as possible?"
Inside the letter it would say:
"To the General Secretariat and the President of the Serbian Republic,
On the instructions of the United States Secretary of State, I am burdened to make the following communication:
Information has reached Washington D.C that Serbian forces crossed the Kosovo frontier and that attacks on Kosovar towns are underway, if this information is correct. It appears to the United States government that by their actions, the Serbian Government have created conditions (via an aggressive act of force against Kosovo, threatening Kosovar independence) which call for the United States government to come to the assistance of Kosovo. Therefore:
I hereby give notice that if the Serbian Armed Forces do not pull back in full, or atleast make attempts to pull back, from the Sovereign state of Kosovo by 11pm, on the 24th of May, 2013. A state of war will exist between the United States of America and the Republic of Serbia. I do hope that you will chose the right option and not plunge this world into further blood shed and darkness.
Signed:__Michael D. Kirby__
US Ambassador to Serbia"
