[Vietnam:] Call to the Dutch Ministry of Finance

The Republic of Vietnam Ministry of Economic Progress would contact their Dutch counterparts in the interest of seeking a loan or economic plan to benefit both nations.

Minister of Finance Kevin Jans would be informed by his secretary about the incoming call, he ensured that the line was encrypted and secured before answering. "Good day, Minister Jans speaking."

"Good afternoon, Minister Jans. This is Minister Huỳnh at the Ministry of Finance of Vietnam. I have a sincere offer for you that I believe both of our nations will find mutually beneficial to each other. Are you interested in giving our country a loan that we will pay back with a... lucrative interest rate?"

"The Netherlands has not delved into the loan market before, meaning I do not have much experienced though I will be willing to negotiate and make an attempt to come to an agreement."

"Excellent, Minister Jans," Minister Huynh would reply happily. "I'll have you know that the loan market is incredibly lucrative at the moment. Argentina, the sole banking nation that has provided billions in loans before, has ceased them for the time being. With competitive rates, you may very well end up having a sole monopoly over the whole market!"

"If possible, we'd love to agree to a loan of $15 billion USD to be repaid as $20 billion USD after a period of 20 months. Of course, we can do periodical refunding of the loan if that's what you wish, or a lump sum at the end of the term of the loan."

"Before we proceed into the finer details of such a loan, it is important to my government to be aware of what our funds are financing. Would you be willing to inform me what your governments plans are for the expenditure of the loan?"

"Minister Jans, I will not sugar coat it." Minister Huynh would respond regretfully. "As you know, we have diplomatically and politically gone toe-to-toe with the Confederation of Independent States and her members on and off the media regarding Kosovo. It is through our intelligence agencies that we believe that they may be attempting to force a vote to pass a resolution withdrawing recognition of Kosovo. While this may not matter to us diplomatically, the repercussions of allowing a nation to conduct irredentism on foreign, sovereign countries at will is a huge danger. A CIS member state with a standing army of one million soldiers borders us. This money is needed to help build up our defense forces to counteract and prevent such an act. Unfortunately until that time, the threat of China and the Confederation of Independent States is very much real."
