Linh would smile warmly at the Ambassador. As a pair, the two would begin to walk away from the Chambers to avoid potential eavesdroppers. As a security measure, a burly Inspector of the Ministry of State Security would follow at a distance. Despite the Ambassador's thick French accent, Linh would find it rather easy to understand. After all, she did study for a semester at Sorbornne Assas, the Paris International School of Law.

"Mr. Ambassador, I am quite worried at how the General Assembly will handle the Balkan conflict. It's in the eyes of my fellow countrymen that Kosovo is an independent state and to have the Serbians walk right in and take it is something that we simply cannot get behind. We'd like your opinion on this and your idea on how to move forward. It's obvious that this is something that we must handle together... with or without the General Assembly, we must spearhead it."

"These countries are beating the drums of war, but we have seen previously what happens when war breaks out on the Balkans. There will be bloodshed, I'm afraid if the U.S. or Germany intervened the Serbs will commit genocide again. Likewise I'm afraid if Serbia has the legitimate backing of Argentina and Brazil then they will also have the mandate or willingness to commit genocide as they will have the backing of powerful military forces. Canada wants to assist the human toll of this conflict through refugee resettlement, rather than trying to settle a political outcome. Borders are just borders, we must care about people."

Linh would lead the Ambassador to the Vietnamese Office in the General Assembly. After quickly passing through reception, she would enter Conference Room Two, also known as the War Room. The room would be abuzz with activites, with diplomatic and military attaches running in and out of the room. At the center of the room was the pinnacle of technology, a large touchscreen table that was currently over Kosovo and streaming real-time data, such as known troop movements, conflicts, and population centers.

"Certainly," Mach would reply. "You are correct, Mr. Ambassador... the people must come first. We're incredibly open to a refugee resettlement program to prevent a humanitarian crisis from happening. As a matter of fact, a comprehensive mass refugee resettlement program to the frontiers of Northern Vietnam was part of the dossier I reviewed before the Assembly convened this morning but there's just one problem with that... Colonel Hoang, if you will-..." She'd look up at the Vietnamese Republican Air Force Colonel.

"Of course, Madam Representative," Colonel Hoang would reply gruffly. He'd set his styrofoam coffee cup down. Gesturing to the table, he'd speak. "Mr. Ambassador, as of today, the Vietnamese Air Force possesses zero airlift capability to ferry military troops to Kosovo and to ferry refugees back to Hanoi. We have the personnel to conduct a mass airlift easily as well as the expertise, given that a large number of advisers who worked on the Ho Chi Minh Trail back in the sixties still serve in the Air Force today. We just don't have the equipment to do so. Now, you may ask why we simply don't commandeer Vietnam Airlines' fleet. Our Constitution sequesters military and civilian activities unless they're direly needed... which Congress does not find to be the case here."

"Thank you, Colonel Hoang." Linh would say, before turning to the Ambassador. "Mr. Ambassador... in short, we need your help to conduct any form of operation what-so-ever. While we would want to conduct a peacekeeping operation to expell the Serbians from Kosovo posthaste, we are willing to concede to a simple refugee resettlement program if we can be authorized to work with Air Canada and the Canadian Air Force's fleet."

"The Royal Canadian Air Force does have its full airlift capability, so if airlift is an issue for you we can solve that. We're more looking for countries willing to re-settle people rather than provide any material support. Canada can't take in all of them, but we have placed a cap of 25,000 by the end of January. I will give you the dossier for Operation Parasol Two."

"I assume this is classified..." Linh would take the dossier and flip through it. She'd set it down on the table, fairly impressed with the swift Canadian response. "No matter... this is excellent, Mr. Ambassador. The people of Kosovo are surely in your debt. Naturally, Vietnam would love to work side-by-side with you on this on Operation Parasol Two, or if that is not possible, an Operation Parasol Three. Vietnam has an incredible capacity to take in these refugees and while we are optimistic, I am sure that we'd be able to airlift as much as your country's cap, if not more."

She'd turn to the touch screen. It had just refreshed, revealing more known troop movements from the Serbian Armed Forces. "What I am worried about is Serbian response. We ought to bring them to the table and discuss our plan to airlift refugees back to our respective nations."

"Not really, it's publicly available on the Department of National Defense's website. The exact deployment is classified and to be honest, we haven't even got to that stage right now. Operation Parasol One was during 1999 in the first Kosovan War, hopefully we don't need a third one after this one has concluded. Our issue at the moment is ports of exit, we don't know where to send these refugees, North Macedonia or Albania seems to be the two options but getting through to their governments will be hard. Serbia could also be a potential one if they're willing to cooperate with us, it would help their international image if they wanted to play this game wisely."

Ambassador Mach would nod, gently sliding the file to the left side of the table. "The State Ministry back home is currently coming to the table with the Serbian Ambassador to see if we can find a peaceful resolution to the process... or at least have access to Pristina Airport to run evacuations." She'd manipulate the table, zooming in on a real-time image of Pristina International Airport. It was updated every thirty minutes with the clever usage of social media feeds and news articles, where General Intelligence Directorate analysts combed through to provide damage reports. She looked up at the Canadian Ambassador.

"How ever many Vietnamese soldiers you need to carry out Parasol II, you will have access to," She declared, shaking the hand of her acquaintance. "Merci, Ambassador, the people of Kosovo and the world are in your debt."

"I'll let you know about what Vietnamese assistance be offered, our main priority right now is establishing a foothold in that region, that is going to be the hardest part. I'll try and see if I can get through to Albania or North Macedonia."

"Do let us know, mon ami." Mach would respond, before hugging her friend lightly. "Thank you so much. As I've said, we are in your debt."

She'd bring the Canadian Ambassador out of the war room and say her goodbyes. However, before the door shut and the two separated, Colonel Hoang could be overheard.

"Madam Ambassador, the people of Kosovo are rioting."

"We better get back, appears we're voting on an entirely different resolution from the one we're currently debating. It's all go here at the Global Assembly!" The Ambassador would head back into the assembly and would take his seat, placing Canada's vote for the Climate Change Resolution.

With the commencement of Operation: Parasol II, the Vietnamese delegation would pass a folded note over to the Canadian Ambassador.

"Should you need it, we have assets in Kosovo. :)"

The Amabssador would pass another note back to the Vietnamese delegate.

"I'm not sure what assets you have, but if we could get a situational awareness report on the ground at Gjakova Airport that would be greatly appreciated."
